Job Description and Duties

The Assistant Secretary reports to the Deputy Secretary of Program and Fiscal Affairs at the Health and Human Services Agency and serves as a member of the Secretary's Executive Staff.  The incumbent formulates, analyzes, revises, interprets, and evaluates program and fiscal policies for multiple departments under the jurisdiction of the Health and Human Services Agency. The Assistant Secretary also serves as chief coordinator of programs critical to the mission of the Agency that may include health care reform, health care services, social services, mental health services, alcohol and drug treatment services, public health services, income assistance, and services to people with disabilities.

Working Conditions

This position is being advertised in Sacramento County with a Headquarter Location at 1215 O Street, Sacramento, CA 95814.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Knowledge of and demonstrated effectiveness in formulating, developing and implementing health and/or public social initiatives and policies. More weight will be given to experience with health and human services issues facing California’s population.
  2. Ability to effectively communicate the CalHHS Agency’s policies, priorities, and initiatives both orally and in writing.
  3. Clear and demonstrated understanding and knowledge of the legislative process and associated protocols.
  4. Interpersonal skills, including working effectively and in partnership with CalHHS departments and executive staff, the Governor’s Office, the Department of Finance, California State Legislators and legislative staff, Legislative Analyst’s Office, stakeholders and outside organizations, and the ability to effectively represent Agency’s executive position, policy and perspectives, and successfully negotiate policy positions with these entities.
  5. Demonstrated knowledge of both state and federal funding process, policies and procedures, including state budget proposals, both augmentation and reductions.
  6. Demonstrated experience working on major health or human services policy issues such as health care reform, health care services, social services, mental health services, alcohol and drug treatment services, public health services, income assistance, and services to people with disabilities.

Examination Information

The examination process will consist of a thorough evaluation of the applicant's SOQ. Please note there is not a separate online examination for the CEA classification.

The SOQ will be used to evaluate your qualifications as they relate to the Desirable Qualifications listed above and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing, as this is a critical factor for successful job performance. The SOQ will be the only basis for your final score and rank on the eligible list.

The SOQ is a description of how an applicant's education, experience, knowledge, skills, and abilities meet the Desirable Qualifications section below for this position. When completing the SOQ, applicants must follow the below guidelines: 

  • Responses must be typed and limited to no more than three (3) pages in length, with one-inch margins
  • Font size no smaller than Arial 12
  • Only address each of the six (6) Desirable Qualifications in a numbered format
