Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

One year of experience performing the duties of a Marketing Analyst II, California State Lottery.

Or 2

Three years of progressively responsible experience in a large organization performing professional or technical duties in consumer marketing, such as new product development and analysis, advertising, consumer/trade promotion, research, market and sales forecasting, consumer-oriented public relations, or closely related areas. (Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class at a level of responsibility not less than that of a Marketing Analyst II, California State Lottery.) and

Equivalent to graduation from an accredited college or equivalent degree approved by the Council for Private Postsecondary and Vocational Education under the provisions of California Education Code Chapter 3, Part 59, Division 10, preferably with a specialization in marketing or communications. (Additional qualifying experience may be substituted for education on a year-for-year basis.)

Candidates who are within six months of satisfying either the education or experience requirement for these classes will be admitted to the examination, but they must fully meet the requirement before being appointed to the class.

(Possession of a Master's Degree in Business Administration from an accredited college or equivalent degree approved by the Council for Private Postsecondary and Vocational Education under the provisions of California Education Code Chapter 3, Part 59, Division 10, preferably with a specialization in marketing, may be substituted for one year of experience under the open pattern.)

Felony Disqualifications

Pursuant to Government Code Section 8880.71, persons convicted of a felony or any gambling-related offenses are disqualified from employment with the California State Lottery, and are therefore not eligible to be examined for, or be appointed to, positions in this class.

Background Investigation

Pursuant to Government Code Section 8880.38, all persons successful in an examination for this class shall be required to undergo a thorough background investigation prior to appointment.

Position Description

00109069 - MARKETING SPECIALIST, CALIFORNIA STATE LOTTERY

This is the advanced journey level in the series. Positions have responsibility for major project areas such as On-Line Games or Instant Games. Marketing Specialists conduct the annual business review, implement marketing objectives and strategies, and track supporting budgets; support implementation of marketing communications programs via agencies contracted to provide advertising, public relations, consumer promotion, and point-of-sale services; implement product development, including new game introductions and test markets and developing game design specifications; implement promotional campaigns and activities; and execute specialized communication and marketing programs to support the California State Lottery's retailer network. Incumbents function in this class as recognized technical resources and are skilled consultants to their management. They are also given lead responsibility over other staff.

Additional Desirable Qualifications

In appraising relative qualifications, the recency, breadth, and depth of relevant experience, and the candidate's ability to accept and fulfill increasing responsibilities, will be given greater consideration than the length of experience.

Examination Information

This examination consists of the following components:

  • Online Exam : A passing score must be achieved and is weighted 100% of the final score.

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

  1. Principles of product marketing, merchandising, sales, and project management techniques
  2. Principles and practices of business administration and management
  3. Budgeting techniques and tracking methods
  4. Analytical methods and techniques used for problem identification, data gathering, data analysis, and decision making
  5. The law, rules, regulations, policies, and procedures governing the operations of the California State Lottery and the sale of Lottery products
  6. Methods and techniques of effective leadership
  7. Project management
Ability to:
  1. Establish and maintain constructive relationships with external contractors and internal support staff
  2. Develop and maintain effective sales and expenditure tracking reports
  3. Reason logically and creatively, utilizing a variety of analytical techniques to develop and evaluate alternatives
  4. Effectively contribute to new business-building opportunities based on product's objectives and strategies
  5. Communicate effectively both orally and in writing
  6. A high degree of tact
  7. Work independently
  8. Develop a complete fact base for evaluating program issues, draw sound conclusions, and develop practical action plans

Eligible List Information

A Departmental Open eligible list for the MARKETING SPECIALIST, CALIFORNIA STATE LOTTERY Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

  2. Knowledge of research and data gathering techniques to compile information for projects and assignments.
  3. Ability to offer creativity and/or innovation to market new or existing products and ideas to increase sales, improve brand awareness and perceptions, and/or reach a larger audience.
  4. Ability to use various computer software (e.g., Microsoft Office, Adobe products) and websites to accomplish work assignments.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

CA State Lottery reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
