Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Two years of experience in the California state service performing the duties of a class with a level of responsibility equivalent to State Facilities Manager II or Supervising Real Estate Officer.

Or 2

Five years of supervision and management experience, at least two years of which shall have been in real estate management, including responsibility for a combination of management functions such as program analysis, policy formulation and management of a major real estate program, including second level supervision of staff engaged in real estate-related activities such as leasing, planning, property appraisal, acquisition and management. (Experience in the California state service applied towards this requirement must include at least two years at a level of responsibility equivalent to State Facilities Manager II or Supervising Real Estate Officer.) and

Education: Equivalent to graduation from college with major work in architecture, business administration, economics, engineering, environmental design, interior design, marketing, real estate, urban development or a related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Position Description

Coordinates, plans, organizes and directs the staff in a major branch of the Office of Real Estate and Design Services, administering and managing the assets of the State of California that are under the control and direction of the Department of General Services, including, but not limited to, the development and administration of a statewide inventory of all the State's real estate assets, real property acquisition and management, and sale of surplus properties; the programs of office and warehouse leasing and interior space planning practices; formulates, develops, recommends, implements and monitors statewide policies in these program areas; establishes and maintains liaison with members of the Governor's Office, the Legislature, the courts, State agencies, and representatives of the business community, environmental and citizen groups with respect to program matters and issues; approves and executes, on behalf of the Director, within delegated limits, various legal documents such as contracts and deeds when required by the Government Code; meets with high level agency officials to discuss their needs and resolve problems related to the program operation; serves as Chief in his/her absence; reviews and prepares reports and studies.

Eligible List Information

A Departmental Open eligible list for the ASSISTANT CHIEF, OFFICE OF REAL ESTATE AND DESIGN SERVICES Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Assistant Chief, Office of Real Estate and Design Services Training and Experience Exam Preview

Instructions:

Tasks:
  1. Manages the workload of various staff members and consultants for the purpose of providing commercial/institutional real estate services. 
  2. Issues, reviews, scores, and makes award recommendations for Request for Qualifications (RFQs) and/or Request for Proposals (RFPs) related to commercial/institutional real estate projects. 
  3. Participates in planning strategies for meeting program goals by evaluating available resources, priorities, budget, policy, and political concerns, while ensuring compliance with various local and state government laws and regulations. 
  4. Establishes an organizational structure by evaluating available resources and program requirements in order to accomplish mission, goals, and objectives. 
  5. Provides real estate expertise and recommendations to upper management, control agencies, clients, etc., in accordance with industry standards, applicable statutes, contract documents, local and State government policies and procedures. 
  6. Implements statewide policies for the purpose of effectively fulfilling State and/or program requirements by publishing and revising manuals, reviewing, and approving policy memos, operational processes, and procedures.

Develops policies and policy revisions for the purpose of implementing executive initiatives which result in Executive Orders, Management Memos, bulletins, etc., relating to the real estate program by using real estate knowledge and expertise, best industry practices, current industry trends and considerations, and in accordance with applicable local, State, and Federal laws. 
  14. Evaluates proposals (e.g., RFPs, RFQs, feasibility study reports, facility condition assessments, and economic analyses) submitted by vendors and consultants to determine appropriateness given project specifications to select among competing proposals. 
  15. Identifies budget revisions or augmentation needs (e.g., position, equipment, and supply order changes) to ensure budget allocations meet resource and expenditure requirements. 
  16. Monitors program and work expenditures against approved budgetary allocations for the purpose of ensuring the program is operating within budget allocation by reviewing departmental income and expense statements, workload, billable hour reports, ad hoc reports, FI$CAL reports, etc. and make operational adjustments as necessary. 
  17. Maintains healthy customer relationships through periodic meetings and surveys using various tools, equipment, and/or techniques in accordance with best business practices. 
  18. Communicates goals and priorities to staff for the purpose of accomplishing the organization’s mission, goals, and objectives. 
  19. Identifies problems and issues relating to division programs, procedures, business processes, and/or policies to ensure that such risks are minimized and/or mitigated in accordance with local, State and Federal laws, rules, and regulations.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
