Experience: Three years of professional electrical engineering experience, at least two years of which shall have been in design and inspection work in at least two of the following fields: building illumination, outdoor and indoor flood lighting, power installations, communication systems or other complicated electric control systems, and comparable in responsibility to that of an Electrical Engineer, Range B, in the California state service. and

Education: Equivalent to graduation from college with major work in electrical engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Designs and prepares the more difficult plans, specifications, and estimates for all types and classes of electrical work, such as building illumination, outdoor and indoor flood lighting, power installations, complicated electric control systems, x-ray equipment, communication and electronic systems; prepares or reviews material lists and requisitions; makes field surveys and recommendations on existing electrical installations and proposed projects; inspects and tests electrical installations and proposed projects; inspects and tests electrical apparatus and installations; as required, directs and reviews the work of Electrical Engineers; checks contractors' drawings and shop drawings submitted for consideration; dictates correspondence and prepares reports.

Eligible List Information

A Servicewide Open eligible list for the ASSOCIATE ELECTRICAL ENGINEER Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Section 1: Tasks

  1. Evaluate public comments, incorporate applicable comments, and provide written responses for technical engineering assistance and information from the public, governmental agencies, utilities, and/or other organizations interested in energy related policies, programs, and technologies.
  2. Serve as technical resource person to provide professional engineering advice.
  3. Perform complex electrical engineering analysis or engineering evaluations of electricity systems, such as electrical generation, transmission, distribution, telecommunication systems or other electric control systems.
  4. Review progress reports, prepare evaluations and detailed electrical engineering assessments of the projects and make presentations and recommendations on electrical engineering issues, plans, and products.
  5. Review and make recommendations on the installation of proposed electrical equipment in facilities projects related to electrical and safety code compliance.
  6. Collaborate with program leads in a variety of multi-disciplinary assignments, serving as part of a team that collects data from various sources and conducts research and analysis activities.
  7. Research and analyze technical issues, including but not limited to solar PV equipment, renewable energy generation facilities, multi-fuel energy generation facilities, and energy storage.
  8. Participate in preparation and presentation for in-house staff training.
  9. Analyze data for proper equipment functionality.
  10. Conduct field surveys for equipment evaluation and/or repair.
  11. Coordinate upgrades and installation of equipment with other entities.
  12. Prepare and/or review technical reports.
  13. Write and/or review specifications, requisitions, and/or contracts.
  14. Produce engineering reports on design projects utilizing Microsoft Office tools.
  15. Perform engineering computations such as load calculations and voltage drop to determine conductor and distribution equipment sizing in accordance with the California Electrical Code and current industry standards.
  16. Perform engineering assessments with respect to lighting controls, photometric calculations, load calculations, lighting technologies, occupancy sensing and daylight harvesting.
  17. Investigate site conditions by reviewing plans and as-built drawings, in order to determine existing conditions.
  18. Prepare schematic, preliminary and working drawing phase plans for a wide variety of projects and all types of electrical engineering projects.
  19. Provide independent evaluations of feasibility studies that include energy calculations, construction cost assessments, utility incentives, maintenance costs and life cycle analyses.
  20. Check and coordinate electrical drawings and technical specifications with other project disciplines (i.e., architectural, landscape, structural, mechanical, civil and estimating, etc.) in order to ensure compatibility and workability of electrical systems and the overall project.
  21. Analyze emerging “green” technologies in order to determine suitability and feasibility of integration within electrical systems in accordance to the goals of applicable executive mandates and in accordance with legislative orders.
  22. Work in conjunction with consultants/contractors to maintain cooperative relations with other project disciplines in order to meet project scope, schedule and budget.
  23. Design electrical systems and elements such as power distribution systems, access control systems, photovoltaic systems, lighting systems, fire alarm systems, telephone systems, data systems and equipment layouts.
  24. Review contractor submittals of electrical equipment, shop drawings and reports.
  25. Provide recommendations for improvements on electrical systems to reduce energy usage, optimize operational efficiency, and maintain code compliance using California Electrical Code and industry standards.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

State of California reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
