Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00104024 - CAPITAL OUTLAY PROGRAM MANAGER

Equivalent to graduation from college with major work in architecture, engineering, construction management, or closely related field. (Additional qualifying experience may be substituted for the required education with two years of experience being counted as one year of the required education.) and

Two years of experience performing the duties of a Project Director III. (Persons within six months of having the required experience may compete in the examination; however, the required experience must be completed before they are considered eligible for appointment.)

Or 2

Four years of experience performing the duties of a Project Director II. (Persons within six months of having the required experience may compete in the examination; however, the required experience must be completed before they are eligible for appointment.)

Or 3

Broad and extensive (more than five years) experience in architecture, engineering or construction management, five years of which shall have been in the capacity of a project manager of large or complex capital outlay projects which resulted in buildings or structures being completed. A minimum of four years of experience shall include direct responsibility for project budget and cost control for multiple projects managed concurrently and for administration of multiple professional design service contracts. (Experience in the California state service applied to this pattern must include two years performing duties in a class with a level of responsibility equivalent to Project Director III, or four years performing duties of a class with a level of responsibility equivalent to Project Director II.)

Position Description

00104024 - CAPITAL OUTLAY PROGRAM MANAGER

Oversees all operations of the Project Control Section. Is responsible for the overall accountability of the capital outlay function. The Capital Outlay Program Manager supervises the activities of all units within the Project Control Section. Specifically, this involves:

  • Meeting with client agencies, representatives of the Legislative Analyst's Office and the Department of Finance, private sector professionals, and organizations regarding various aspects of the State's Capital Outlay Program and its various projects;
  • Determining whether projects will be performed by the Office of the State Architect or by a private consulting firm;
  • Directing staff in the administration of all capital outlay project contract activities, including the review of scope of services, negotiation of fees, review of evaluations of project costs and administrative costs for management of projects designed by private consultants;
  • Overseeing pre-architectural programming, consultant and retainer selection, project planning, monitoring and control, and long-range and strategic planning; 
  • Developing and implementing selection procedures and regulations for contract services.

Desirable Qualifications

Possession of a valid certificate of registration as an Architect issued by the California Board of Architectural Examiners or a valid certificate of registration as Civil, Structural, Mechanical or Electrical Engineer issued by the California Board of Registration for Professional Engineers and Land Surveyors.

Eligible List Information

A Departmental Open eligible list for the CAPITAL OUTLAY PROGRAM MANAGER Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Tasks:
  1. Directing staff engaged in capital outlay projects from the planning/budget phase through the completion of the construction phase. 
  2. Implementing capital outlay policies and procedures while considering political implications, best industry practices, and current market trends. 
  3. Advocating departmental position on legal matters and any pending lawsuits involving public works projects in order to update stakeholders. 
  4. Approving contract language drafted by staff to facilitate public works projects. 
  5. Enforcing provisions of a contract with knowledge of available remedies (e.g., withholding payment, enforcing liquidated damages, termination, legal notice requirements) to administer public works projects. 
  6. Tracking revenues and expenditures against approved office/branch budgetary allocations to accomplish departmental goals. 
  7. Monitoring project/program delivery through the review of quarterly and monthly project reports that illustrate scope, schedule, and budget. 
  8. Monitoring and reviewing current and proposed legislation to determine program impact and recommend departmental position. 
  9. Acting as the department’s representative to client agencies and stakeholders (e.g., control/regulatory agencies, federal/local government, consultants, public) to resolve issues affecting projects and programs. 
  10. Conducting risk assessments to develop innovative solutions for problems related to department, division, branch, and client programs.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
