Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00104020 - PROJECT DIRECTOR II

Equivalent to graduation from college with major work in architecture, engineering, construction management, or closely related field. (Additional qualifying experience may be substituted for the required education with two years of experience being counted as one year of the required education.) and

Two years of experience performing duties of a Project Director I. (Persons within six months of having the required experience may compete in the examination; however, the required experience must be completed before they are eligible for appointment.)

Or 2

Four years of varied experience in architecture, engineering or construction management, two years of which shall have been in planning, estimating or administration of projects which resulted in a building or structure being constructed. (Experience in the California state service applied to this pattern must include two years performing duties in a class with a level of responsibility equivalent to a Project Director I.)

Position Description

00104020 - PROJECT DIRECTOR II

This is the full journey level. Under limited supervision, the Project Director II is responsible for providing oversight and management of major capital outlay projects from the planning phase through the design and construction phase. The Project Director II is assigned several projects, the number of which depend upon their size and complexity. Incumbents in this class may act independently as the Department's representative with consulting firms and are responsible for ensuring that the final product reflects the original scope and budget requirements. Incumbents manage projects which have greater levels of difficulty than the type of project described above. These projects are larger in scope and size and involve difficult issues such as asbestos removal, involvement with a toxic substance, a significant environmental issue, projects which are sensitive in the local community, or ones involving a very tight time frame for completion. Types of projects assigned to Project Directors II would include 3-or 4-story office buildings, larger water treatment and sewage systems, and the construction of one or more support facilities at the same location for various institutions. They also include sensitive projects such as installation of personal alarm systems or security systems in prisons or mental hospitals, smaller remodel or rehabilitation projects involving existing structures, parks and recreation projects involving significant environmental issues, smaller garage structures larger warehouse facilities and smaller specialized projects such as barns, exhibit halls, and communication installations. These projects tend to be larger in scope and dollar amount, thereby increasing the potential for larger change orders, and consequence of error.

Desirable Qualifications

Possession of a valid certificate of registration as an Architect issued by the California Board of Architectural Examiners or a valid certificate of registration as Civil, Structural, Mechanical or Electrical Engineer issued by the California Board of Registration for Professional Engineers and Land Surveyors.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:

  1. All phases of the State's capital outlay process.
  2. Architecture.
  3. Details of planning, designing and constructing public buildings.
  4. Architectural building materials.
  5. Costs, codes and construction methods.
  6. Structural, electrical and mechanical engineering as related to buildings.
  7. Principles of budgeting as related to the capital outlay process.
  8. Use and application of computers in capital outlay project monitoring.

Ability to:

  1. Analyze comprehensive architectural designs.
  2. Present information clearly and effectively in pictorial and written forms.
  3. Analyze situations accurately and adopt an effective course of action.

Eligible List Information

A Departmental Open eligible list for the PROJECT DIRECTOR II Classification will be established for:

  • Department of General Services

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Possession of specific education is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. Tasks:
  1. Managing the preparation of construction documents to define the design and facilitate the construction of projects within scope, schedule, and budget.
  2. Preparing and negotiating professional service agreements with consultants (e.g., architectural, engineering, construction management, inspections, commissioning). 
  3. Identifying, analyzing, and mitigating project schedule impacts (e.g., scope changes, regulatory reviews, proposed change orders, claims, weather) to ensure timely project completion. 
  4. Identifying, analyzing, and mitigating project cost impacts (e.g., scope changes, regulatory reviews, proposed change orders, claims, weather) to maintain project budgets. 
  5. Developing and managing a project budget, including accounting for all project costs and funding. 
  6. Mediating conflicts between design and/or construction project stakeholders to reach mutual agreements. 
  7. Reviewing documents (e.g., design development, construction) for coordination, constructability, completeness, and conformance with project scope.
  8. Developing and implementing a management plan for a design and/or construction projects. 
  9. Performing construction administration functions, including reviewing and processing documents (e.g., Requests for Information [RFIs], submittals, change orders, schedules, payments). 
  10. Leading project team members (e.g., architects, engineers, contractors, regulatory agencies, clients) to ensure successful completion of projects. 
  11. Developing and conducting formal presentations to stakeholders (e.g., client, executives, the public) to inform and advise regarding project progress or significant issues. 
  12. Managing environmentally sustainable elements of projects (e.g., Leadership in Energy & Environmental Design [LEED], Zero Net Energy, Commissioning) through design and/or construction. 
  13. Managing project closeout activities (e.g., punchlist, certificate of occupancy, operation & maintenance manuals, as-built/record documents, warranties) to project completion. 
  14. Coordinating with control and regulatory entities (e.g., financial organizations, fire marshal, access compliance, public health, environmental) to obtain all required project approvals and permits.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
