Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

One year of experience in California state service planning, managing or regulating the uses of land or water in a class at a level of responsibility equivalent to Coastal Program Analyst I, Range C. (Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to this examination, but they must fully meet the experience requirement before being eligible for appointment.)

Experience: Three years of experience in planning, managing or regulating uses of land or water, which must have included substantial technical review of permit applications or the formulation of plans that relate to the environmental impact of proposed development. (A Master's or Doctoral Degree in Urban, Regional or Environmental Planning, Ecology, Marine Biology, Geology, Geography, Coastal Management, Environmental Science, Natural Resource Management, Public Policy or a related field; or a Juris Doctor degree from an accredited law school may be substituted for one year of the general experience requirement. Both substitutions may be applied. Postgraduate educational substitution for experience may not exceed two years.) and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

00104735 - COASTAL PROGRAM ANALYST II

This is the full journeyperson level. Under general supervision, incumbents perform responsible, varied and complex technical, analytical, planning and/or regulatory work related to the uses of California's ocean and coast and San Francisco Bay and its shoreline; incumbents may also act as leadpersons for projects, directing the work of other analysts.

In appraising the relative qualifications of candidates at all levels, consideration will be given to the extent and type of pertinent education and/or experience beyond that required under "Minimum Qualifications". Experience and/or college level courses in coastal or ocean resource management, coastal or ocean resources, wetlands studies, planning and zoning law in California or similar fields are particularly pertinent.

Eligible List Information

A Departmental Open eligible list for the COASTAL PROGRAM ANALYST II Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Possession of specific education is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. All components of this examination have been carefully validated by tying them directly to job requirements and documenting their relevance to the position.

Tasks
  1. Identifying and applying specific laws, regulations, policies, etc., including those of other relevant agencies, applicable to a specific situation or problem to help guide the analytical process.
  2. Interpreting aerial photographs, satellite imagery, maps, and/or development plans to verify or obtain information needed for analysis of natural resource issues.
  3. Assessing the potential impacts of development on the environment, coastal resources, and/or affected communities (e.g., impacts to water quality, public access or recreation activities, sensitive habitat, scenic or visual resources, transportation or traffic, agricultural use, tribal, archeological, or paleontological resources, environmental justice) to identify mitigation and avoidance measures and/or develop recommendations.
  4. Reviewing third-party technical studies to determine the adequacy/completeness of the study, and identifying project-related issues.
  5. Assessing policies, plans, permits, and/or projects for conformity with applicable regulations and/or laws.
  6. Reviewing policies, project proposals, and/or past projects to assess compliance with applicable regulations or laws.
  7. Evaluating actions taken by local, state, or federal entities to determine the adequacy or appropriateness of the actions and conformity with applicable regulations.
  8. Determining if project activities are consistent with the approved requirements and/or conditions imposed on the project.
  9. Analyzing land use planning and policy documents prepared by governing entities for conformity with the Coastal Act, McAteer-Petris Act, and/or other applicable laws.
  10. Preparing written recommendations that are clear and persuasive on various matters including but not limited to: development permits, appeals, Federal consistency reviews, energy and ocean programs, enforcement matters, grants, local coastal programs, and/or other natural resource planning and management work.
  11. Assisting developers, permit applicants, the public, and/or staff of government agencies in the interpretation of pertinent laws and regulations associated with planning and permitting requirements.
  12. Presenting, discussing, and/or explaining an organization’s recommendations, purpose, policies, and/or procedures with individuals and/or groups with various levels of understanding.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

CA Coastal Commission reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
