Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

You must possess a valid and unrestricted CLASS B driver license with an N endorsement for tank Vehicle. And

Either 1

One year of experience in the California state service performing the duties of a Caltrans Highway Maintenance Worker or Caltrans Landscape Maintenance Worker.

Or 2

Either:
  1. Two years of experience in the California Department of Transportation performing the duties of a Service Assistant (Maintenance) including training in and operation of highway maintenance or construction equipment. or
  2. One year of experience within the last five years (this time limitation is extended for a period equivalent to that spent in recognized military service during the last five years) in operating highway construction or maintenance equipment or in operating light trucks requiring a Class B commercial driver license. or
  3. Possession of certification as a Heavy Equipment Operator Technician from a college or university accredited by the California Superintendent of Public Instruction, or a college or university approved by the Bureau on Private Postsecondary and Vocational Education, under the provisions of California Education Code Chapter 3, Part 59, Division 10.


Drug Testing Requirement
 
Applicants for positions in these classes are required to pass a drug-screening test. Testing of current employees who are applicants in an examination or who are transferring is permitted only if the person does not have a current appointment to a class for which drug testing is a requirement.

Position Description

00106890 - CALTRANS EQUIPMENT OPERATOR I

Incumbents operate vehicles requiring a Class B commercial driver license with a tank vehicle endorsement and operate and service specified equipment used in highway maintenance, structures maintenance, emergency service, landscape, or construction. When not operating the specified equipment, may perform any of the duties outlined under Caltrans Highway Maintenance Worker or Caltrans Landscape Maintenance Worker; and do other related work.

Additional Desirable Qualifications

Equivalent to completion of the 12th grade.

Possession of P (Passenger/Bus) and H (Hazardous Materials) endorsements.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:
  1. Operation and care of automotive equipment including light trucks.
  2. Minor construction, repair, and maintenance work.
  3. Basic safe work practices to protect their own safety and health and that of others.
  4. Provisions of the California Vehicle Code applying to the operation of vehicles.
  5. Regulations and safety practices.
  6. Highway or structure maintenance procedures.
  7. Highway, structure, emergency service, or landscape maintenance and construction equipment including operation, servicing, minor adjustment, and emergency repairs to such equipment.
  8. The safety and health policies and procedures contained in the Department's Injury and Illness Prevention Program.
  9. Basic safe work practices.
Skill in:
  1. Operating highway, structure, and emergency service equipment, making minor adjustments and emergency repairs to such equipment.

Ability to:
  1. Communicate and follow directions at a level required for successful job performance.
  2. Do heavy manual labor.
  3. Keep records.
  4. Assist in work relating to the maintenance of highway, structure, and landscaped areas.

Eligible List Information

A Departmental Open eligible list for the CALTRANS EQUIPMENT OPERATOR I Classification will be established for:

  • Department of Transportation

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Caltrans Equipment Operator I Training and Experience Exam Preview

Section 1: Tasks


Instructions:

Using the rating scale(s) provided below, you will rate your experience performing specific job-related tasks.

 

Respond to each of the following statements by indicating how the statement applies to you. You are required to respond to every statement by marking one option from the scale(s) provided.

 

In responding to each statement, you may refer to your FORMAL EDUCATION, FORMAL TRAINING COURSES, and/or WORK EXPERIENCE whether paid or volunteer.

  1. Operating vehicles requiring a Class A or B commercial driver’s license with a tank vehicle endorsement to operate equipment such as dump trucks, front loaders, mowers, and striper trucks.
  2. Operating machine attachments such as loader buckets, back hoe, and skid steer to conduct repair work.
  3. Operating trucks with adjustable attachments (e.g., front plow, attenuator, towable pull brooms) to sweep debris from paved surfaces, and/or remove snow and ice.
  4. Operating hand tools such as shovels, lute, pitchforks to spread, smooth, level, or steel-reinforce concrete, stone, asphalt on roads, and/or landscaped areas.
  5. Distributing paving material to adjust paving finishing machine settings, material flow, and/or to indicate low spots for additional material.
  6. Operating emulsion or crack sealing kettles.
  7. Hauling sand, gravel, asphalt, and/or clay using dump trucks to job site areas to use for fill in washouts and/or repair highway shoulders.
  8. Spreading gravel and asphalt using hydraulic spreaders to fill washouts and/or repair travelway shoulders.
  9. Installing and/or repairing safety devices such as guardrails, shoulders, berms, markers, warning signals, snow fences to ensure safety measures are in place.
  10. Operating chainsaws for brush and tree removal.
  11. Securing loads properly on equipment trailers.
  12. Loading and unloading equipment and materials from equipment trailers.
  13. Performing repairs and preventative maintenance on gas-powered equipment such as blowers, line trimmers, and chainsaws to ensure equipment runs properly and safely.
  14. Maintaining repair and maintenance records on equipment to ensure adequate recordkeeping.
  15. Cleaning and sharpening hand tools to ensure proper and safe operation.
  16. Spreading materials such as topsoil, sand, compost, tan bark, decorative rock, gravel, wood chips over ground using shovels and rakes to beautify landscape, protect plants, control weeds, minimize soil erosion, and/or to prepare soil for planting. 
  17. Trimming bushes and hedges using hedge trimmers to maintain vegetation.
  18. Pruning trees utilizing saws and loppers.
  19. Operating tractors and loaders safely.
  20. Operating wood chippers and stump grinders.
  21. Digging trenches using shovels, trenchers, and tractor attachments to assist in the installation of drainage and/or irrigation systems.
  22. Operating computer-controlled irrigation systems to ensure landscaped grounds are properly irrigated.
  23. Plowing snow to ensure roads and pathways are free from snow and drivable.
  24. Removing objects and spills along roadways such as diesel, minor spill cleanup, and car batteries to properly dispose of in a safe manner.

  1. Knowledge of how to operate large vehicle equipment such as dump trucks, front loaders, mowers, and striper trucks in various weather and road conditions to transport materials and equipment to and from the job site.
  2. Knowledge of methods used in maintaining and repairing roadways.
  3. Ability to take basic measurements to determine dimensions.
  4. Ability to use and maintain tools and equipment such as ladders, dollies, hammers, wrenches, screwdrivers, shears, loppers, tree saws, and wheel barrows.
  5. Ability to properly and safely use various gasoline powered tools such as chain saws, leaf blowers, pole saw, hand held augers, string trimmer. 
  6. Knowledge of the proper use of personal protective equipment such as gloves, hard hats, safety vests, and safety eyewear to ensure the safety of oneself while performing work tasks.
  7. Knowledge of the installation and repair of sprinkler systems such as control valves, controllers, sprinkler head, pipes, and flow sensors to ensure landscapes are properly watered.

Section 3: Physical Abilities for Caltrans Equipment Operator 1


Instructions:

The following statements are physical abilities you may be required to perform on the job as a Caltrans Equipment Operator 1.  

 

Respond to each of the following statements by indicating whether or not you will be able to perform the task. You are required to respond to every statement by selecting Yes or No.

  1. Performing duties requiring vision at dusk, low lighting and/or in inclement weather.
  2. Maintaining balance on trailers, scaffolding, ladder, platforms, uneven terrains, and slopes.
  3. Pushing and pulling various equipment such as dollies, hand trucks, lawn mowers, and wheel barrows to perform work duties.
  4. Reaching overhead, to the side, and bending downward.
  5. Using a ladder to climb up to 8 feet or higher following proper safety procedures.
  6. Crawling to gain access underneath equipment to check and inspect equipment.
  7. Lifting and carrying materials weighing 50 pounds or more for short distances without assistance and multiple times per day while using proper lifting techniques.
  8. Moving logs, rocks, and/or debris using lifting and rigging equipment, including grip hoists, winches, pulleys, cables, or ropes.
  9. Performing general manual labor such as digging, trenching, lifting, carrying, and loading.
  10. Climbing in and out of a vehicle multiple times in a work day.
  11. Standing for long periods of time to perform the duties associated with the job.
  12. Sitting for long periods of time while driving a motor vehicle and/or operating equipment.
  13. Working in inclement weather conditions to properly perform duties related to job.
  14. Working in hazardous situations such as high traffic volume/potentially life threatening to properly perform duties related to job.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Transportation reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
