Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles.

(Applicants who do not possess the required license may be admitted to the examination, but must obtain the license before they will be considered eligible for appointment.) And

One year of experience performing the duties of a Construction Inspector I in the California state service.

Or 2

Experience: Two years of experience as an architect's, engineer's, or owner's representative in the full-time technical inspection, supervision, or management of building construction work, on commer- cial, light commercial, light industrial, or institutional buildings, or as a construction superintendent on such projects with responsibility for several crafts. (Experience in California state service applied toward this requirement must include at least one year performing the duties of a Construction Inspector I.) and

Education: Equivalent to graduation from college with major work in engineering or architecture. (Additional qualifying experience may be substituted for the required education on the basis of two years of qualifying experience equaling one academic year of education.)

00104032 - CONSTRUCTION INSPECTOR II

Makes detailed continuous inspections of building projects and related facilities in the process of construction or alterations; confirms and keeps records of time, materials, and number of craftspeople of various trades used in construction; takes samples of construction material for testing and conducts field tests; detects and reports on deleterious soil conditions; checks layout lines and levels; keeps a diary of important conditions and happenings during the progress of the work; confirms information required for monthly payments to contractors; makes inspection reports on the quality of materials and workmanship entering into construction; prepares correspondence and reports as required; and must drive from one site to another site, and on larger sites, drive from one area to another area within the site to perform the above duties.

Additional Desirable Qualifications

Possession of a certificate in general building construction, inspection, or code enforcement from the: American Construction Inspector's Association; International Conference of Building Officials; Office of Statewide Health Planning and Development; other similar association or regulatory governmental organization; or current registration as an architect or engineer (civil, structural, mechanical, or electrical).

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

  1. Materials, methods, and processes used in the construction of wood, steel frame, masonry, and concrete buildings
  2. The work of various building trades
  3. Various codes and safety orders applicable to building construction
  4. Methods of mixing, placing, and curing plain and reinforced concrete
  5. Mortar and grout mixes
  6. Forms and shoring
  7. Methods of steel frame erection and reinforced concrete construction
  8. Nature of soils and soil compaction techniques
  9. Plumbing, heating, ventilating, air conditioning, and electrical work
Ability to:
  1. Detect poor quality building material and workmanship utilizing visual inspection with knowledge of industry standards, code requirements, and test results
  2. Read, understand, and detect deviations from plans and specifications by inspection
  3. Perform and interpret results from field tests
  4. Calculate material quantities
  5. Analyze situations accurately and take effective action
  6. Keep records of time and materials
  7. Prepare correspondence and write clear and comprehensive reports

Eligible List Information

A Departmental Open eligible list for the CONSTRUCTION INSPECTOR II Classification will be established for:

  • Department of General Services

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

In responding to each statement, you may refer to your WORK EXPERIENCE, whether paid or volunteer, your EDUCATION, and/or FORMAL TRAINING COURSES you have completed.

PLEASE NOTE: This examination is designed to gain an overall assessment of your education, training, and experience as it directly relates to the duties and the knowledge, skills and abilities required for this position. Possession of specific education is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. All components of this examination have been carefully validated by tying them directly to job requirements and documenting their relevance to the position.

Tasks:
  1. Reviewing and verifying compliance with the contract documents for work site operating procedures in conjunction with the state or local inspector and the contractor in order to maintain the safe and efficient operation of the facilities during construction.
  2. Reviewing submittals to assure the construction is in compliance with contract specifications.
  3. Collecting and/or reviewing field samples and reports as required by the type of construction to ensure the materials comply with project requirements.
  4. Reviewing soil conditions and reports to detect deleterious soil conditions encountered during grading operations.
  5. Reviewing trench shoring to detect unstable conditions to assure compliance with applicable codes and standards.
  6. Reviewing work that has been performed to assure work complies with applicable state building codes (e.g., CBC, CMC, CPC, CEC), reference standards (e.g., ASTM, UL, NFPA) and regulations.
  7. Reviewing change order requests and communicating any modifications needed prior to processing.
  8. Observing and/or documenting the startup of equipment with contractors, consultants, and building maintenance and operation personnel to assure the proper operation of mechanical and electrical systems per contract documents.
  9. Reporting construction activities to responsible parties in order to communicate compliance or non-compliance of work performed.
  10. Participating and/or interacting in meetings during the course of the project with stakeholders (such as the State Fire Marshal, state or local inspector, General Contractor, Project Manager, Subcontractor, and Construction Manager) to help and assist project communication and coordination regarding project-related issues and contract compliance.
  11. Verifying that contractors have submitted warranties, maintenance manuals, operations manuals, training and training materials for the operation and maintenance of the facility for contract close out.
  12. Reviewing and observing the work performed by surveyors and testing materials laboratories.
  13. Preparing daily reports on all activities occurring on the project to keep concerned parties informed of progress and to provide an audit trail for mitigation of problems.
  14. Assisting with final walk-throughs of projects to identify work that still needs to be performed or corrected (including the preparation of a punch list).

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
