Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00104031 - CONSTRUCTION SUPERVISOR I

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles.

(Applicants who do not possess the required license may be admitted to the examination, but must obtain the license before they will be considered eligible for appointment.) And

Experience: Two years of experience performing the duties of a Construction Inspector II in the California state service.

Or 2

Experience: Four years' experience either:

1. As an architect's, engineer's, owner's, or construction manager's representative in technical inspection, supervision, or management on building construction work involving the performance of increasingly complex duties and including two years in responsible charge on major building construction such as schools, hospitals, prisons, institutions, high-and mid-rise office buildings, or other comparable institutional or commercial buildings. or

2. As a construction superintendent on major buildings such as schools, hospitals, prisons, institutions, high-and mid-rise office buildings, or other comparable institutional or commercial buildings.

(Experience in the California state service applied toward these experience requirements must include at least two years performing the duties of a Construction Inspector II.) and

Education: Equivalent to graduation from college with major work in engineering or architecture.

(Additional qualifying experience may be substituted for the required education on the basis of two years of qualifying experience equaling one academic year of education.)

Position Description

00104031 - CONSTRUCTION SUPERVISOR I

Makes continuous inspections of the work on major building projects in the process of construction or supervises the construction contract work; maintains constant general inspection of the work as construction progresses; enforces contract and code requirements; makes decisions in the field relating to contract plans and specifications and the adequacy of materials, methods, and progress; coordinates the work of the various contractors, designers, regulatory and client agencies, and other State support staff on a project; keeps a diary of the important conditions and happenings on the job; approves the suitability of construction equipment; approves and monitors project schedules, including critical path schedules; takes samples of construction materials for testing; conducts tests and interprets the results of those tests; prepares monthly progress reports and initiates progress payments to contractors; prepares and maintains documentation on construction claim issues; initiates changes as necessary; corresponds with contractors; approves submittals of basic building materials; lays out and checks dimensions, lines, and levels; makes construction quantity calculations; keeps abreast of construction industry trends; and must drive from one site to another site, and on large sites, drive from one area to another area within the site.

Additional Desirable Qualifications

Possession of a certificate in general building construction, inspection, or code enforcement from the: American Construction Inspector's Association; International Conference of Building Officials; Office of Statewide Health Planning and Development; other similar association or regulatory governmental organization; or current registration as an architect or engineer (civil, structural, mechanical, or electrical).

Eligible List Information

A Departmental Open eligible list for the CONSTRUCTION SUPERVISOR I Classification will be established for:

  • Department of General Services

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

In responding to each statement, you may refer to your WORK EXPERIENCE, whether paid or volunteer, your EDUCATION, and/or FORMAL TRAINING COURSES you have completed.

PLEASE NOTE: This examination is designed to gain an overall assessment of your education, training, and experience as it directly relates to the duties and the knowledge, skills and abilities required for this position. Possession of specific education is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. All components of this examination have been carefully validated by tying them directly to job requirements and documenting their relevance to the position.

Tasks:
  1. Reviewing plans, specifications, and contract documents, and providing input to a design team on contract enforceability, claim prevention, and administration ability of the contract.
  2. Coordinating, participating, and/or facilitating construction progress meetings throughout the duration of the project with stakeholders, contractors, Project Managers, designers (consultants), and owner’s representatives to discuss project-related issues.
  3. Verifying compliance with plans, specifications, and contract documents for work site operating procedures (which includes workmanship, code compliance, hours of operation, access to site, special precautions, etc.) in conjunction with the Project Manager, contractor, and owner’s representatives.
  4. Reviewing submittals to verify they are in compliance with project specifications and contract documents.
  5. Coordinating and reviewing the inspection of soil conditions to detect deleterious soil conditions (including determining the soil’s plasticity index, expansion and compaction, and the amount of organics in the soil).
  6. Reviewing work that has been performed by the contractor to ensure work complies with applicable building codes (e.g., Title 24, California Building Codes), reference standards (ASTM, UL, DSA, NFPA, etc.) and regulations.
  7. Inspecting work that has been completed to ensure work and materials are in compliance with plans, specifications, and contract documents.
  8. Preparing and maintaining contract files and logs for submittals and RFIs.
  9. Issuing and/or reviewing memos of concern, deficiency/exception notices, change orders, various material testing, and all other contract correspondence (including letters, memos, etc.).
  10. Prepares final close out documents including warranties, maintenance manuals, operations manuals, and training materials for the operation and maintenance of the facility.
  11. Participating in the commissioning and the startup of equipment with contractors, consultants, and building maintenance and operation personnel.
  12. Participating in pre-installation meetings (with Contractors, Subcontractors, Project Managers and owner’s representatives) throughout the duration of the project to facilitate project communication and to ensure contract compliance.
  13. Preparing a daily report on all activities occurring on the project to keep concerned parties informed of progress and to provide an audit trail for mitigation of problems.
  14. Performing daily inspections and final walk-throughs of projects and working with stakeholders to identify deficiencies in the work that still needs to be performed or redone (includes the preparation of a punch list).

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
