Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Experience: Successful completion of an approved apprenticeship program in the class of District Representative Apprentice, Housing and Community Development, or equivalent.

(Candidates who are within six months of completing the required experience will be admitted to the examination, but they must complete the required experience and education before they can be considered eligible for appointment.)

Three years of journey level building inspector work involving code enforcement, or three years as a supervisor of building construction. (College education in building construction/inspection technology or a closely related field may be substituted for up to two years of the required experience on the basis of two years of college being equivalent to one year of experience.)

Position Description

00108959 - DISTRICT REPRESENTATIVE I, DIVISION OF CODES AND STANDARDS (NON-PEACE OFF)

This is the full journeyperson level. Incumbents make on-site and in-plant inspections and investigations to obtain compliance with applicable laws, building codes, and regulations; meet and consult with others regarding code interpretations; and positions assigned to headquarters interpret and explain complex and difficult code sections to the public. Incumbents may also act as a leadperson for a trainee.

  1. Basic engineering, architectural, and building design practices and procedures 
  2. Methodology and terminology used in the building construction industry, the construction, sale, installation, and occupancy of manufactured homes, commercial modulars, and recreational vehicles 
  3. State, Federal, and model code requirements relating to health, safety, fire, and planning for building construction and housing 
  4. Rules of evidence, principles of investigation, and civil law procedures
Ability to:
  1. Interpret, determine compliance with, inspect, and enforce Federal, State, and model code requirements relating to building construction, housing, manufactured homes, commercial modulars, mobile home parks, and recreational vehicles 
  2. Employee housing, and occupational licensing, apply the rules of evidence and civil law procedures
  3. Evaluate and monitor local agency ability to interpret and apply State law
  4. Detect conditions of health, safety, or fire hazards in existing buildings, mobile home parks, manufactured housing, structures, recreational vehicles, and other sites of occupancy, both existing and under construction
  5. Prepare clear, concise, and effective written reports on investigations, inspections, and surveys

Eligible List Information

A Departmental Open eligible list for the DISTRICT REPRESENTATIVE I, DIVISION OF CODES AND STANDARDS (NON-PEACE OFF) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Section 1: Task Statements

Instructions:

1. Inspect manufactured housing/mobile homes and/or commercial/special purpose commercial modular units to approve alterations made to the units (i.e., structural, mechanical, plumbing, electrical) in accordance with plans/specifications, laws, and regulations.
2. Review construction documents, blueprints, site layouts, specifications and construction methods to determine if planned construction or alterations will comply with applicable requirements and building codes.
3. Monitor construction progress at a job site by conducting periodic inspections to ensure compliance with approved plans and applicable building standards, laws and regulations.
4. Use instruments, devices, or test equipment (e.g., pressure gauge, continuity tester, or tilt meter) to perform inspections of parks, permanent structures, and/or manufactured homes including structural, electrical, plumbing and mechanical systems during and after construction to ensure compliance with approved plans, specifications and codes.
5. Issue notice of violation or corrections notice to contractors or homeowners to ensure that defects discovered during inspections, and the remedial actions required, are documented and communicated.
6. Issue stop-work orders, conferring with contractors and owners, violators and/or other authorities (i.e., local, state and federal) to interpret and explain regulations.
7. Prepare inspection reports by documenting all pertinent information related to an inspection to ensure information is presented in a professional and standardized manner.
8. Conduct complaint investigations to determine whether a violation exists and identify appropriate response and course of action.
9. Examine records, reports and documents to establish facts and detect discrepancies in order to gather evidence and identify violations.
10. Question a variety of individuals to gather facts relevant to alleged violations and other information needed to conduct investigations.
11. Retrieve and/or enter information from databases as needed to plan, schedule, and prepare for inspections and/or investigations.
12. Read and interpret policy manuals, legislation, or other written materials in order to determine relevant facts and determine the appropriate steps to take when completing job tasks or special assignments.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Housing & Community Development reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
