Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Four years of experience in (1) either building inspection work at journey level or above involving code enforcement, one year of which shall have been in a supervising capacity; or (2) as a supervisor of building construction. Position Description

00108961 - DISTRICT REPRESENTATIVE II, DIV CDS& STNDS (NON-PEACE OFFICER)

This class is the working leadperson level. Incumbents act as leadpersons over District Representative Apprentices, District Representatives I, or District Representatives I (Non-Peace Officer). In field offices, incumbents are assigned the most sensitive and complex field inspection and investigative work and may be assigned to assist an area administrator. In headquarters assignments, incumbents either (1) function as a technical expert assigned to one or more programs within the division providing technical code interpretations and other professional assistance to program managers; or (2) work in the Engineering and Plan Check Section reviewing plans for buildings, structures, factory-built housing, mobile homes, commercial modulars, mobile home park structures, accessories or related systems; or review building plans for energy standards compliance.

  2. Methodology and terminology used in the building construction industry, the construction, sale, installation, and occupancy of manufactured homes, commercial modulars, and recreational vehicles 
  3. State, Federal, and model code requirements relating to health, safety, fire, and planning for building construction and housing 
  4. Rules of evidence, principles of investigation, and civil law procedures
  5. Specific knowledge of all programs in the Division of Codes and Standards 
  6. Determinations of substitutions of alternate building materials
  7. Interpretation and application of codes to complex construction problems, principles of training, and information programs for the Department, local agencies, and the general public

  1. Interpret, determine compliance with, inspect, and enforce Federal, State, and model code requirements relating to building construction, housing, manufactured homes, commercial modulars, mobile home parks, and recreational vehicles

Eligible List Information

A Departmental Open eligible list for the DISTRICT REPRESENTATIVE II, DIV CDS& STNDS (NON-PEACE OFFICER) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

District Representative II, Division of Codes and Standards (Non-Peace Officer) Training and Experience Exam Preview

Section 1: Task Statements

Conduct the more difficult or complex inspections of manufactured housing/mobile homes and/or commercial/special purpose commercial modular units to approve alterations made to the units (i.e., structural, mechanical, plumbing, electrical) in accordance with plans/specifications, laws, and regulations.
2. Inspect mobile homes/manufactured homes, commercial modular units and/or special purpose commercial modular units to ensure proper California insignia is displayed.
3. Conduct the more difficult or complex inspections of mobile home/special occupancy parks, including general areas, buildings, equipment, and/or utility systems to ensure compliance with the California Health and Safety Code.
4. Inspect employee housing facilities (mobile or non-mobile) for maintenance, use, occupancy, and/or to identify potential hazards to enforce California Health and Safety Codes and/or related regulations.
5. Conduct the more complex plan reviews to determine if planned construction or alterations will comply with applicable requirements and building codes.
6. Monitor construction at mobile home/special occupancy park sites (including all associated accessory structures and permanent buildings) by conducting periodic inspections to ensure compliance with approved plans, and applicable building standards, laws and regulations.
7. Identify manufacturers' defects during mobile home installation inspections to report to the manager for referral to the appropriate entity (e.g., State Administrative Agency).
8. Issue notice of violation or corrections notice to contractors or homeowners to ensure that defects discovered during inspections, and the remedial actions required, are documented and communicated.
9. Issue stop-work orders, conferring with contractors and owners, violators and/or other authorities (i.e., local, state and federal) to interpret and explain regulations.
10. Prepare inspection reports by documenting all pertinent information related to an inspection to ensure information is presented in a professional and standardized manner.
11. Conduct the more sensitive or complex complaint investigations in accordance with the Mobile Home and Special Occupancy Parks Acts and the Mobile Home/ Manufactured Housing Act of 1980, Health and Safety Code, and/or California
Code of Regulations to determine whether a violation exists and identify appropriate response and course of action.
12. Examine records, reports and documents to establish facts and detect discrepancies in order to gather evidence and identify violations.
13. Analyze gathered information and facts related to investigations to provide to legal staff for their further determination on appropriate action including possible use in administrative, civil, and/or criminal proceedings.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
