Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid driver license of the appropriate classification issued by the Department of Motor Vehicles. (Applicants who do not possess the license will be admitted to the examination, but they must produce evidence of the license before they can be considered eligible for appointment.), and

Education: Successful completion of two years (60 semester units) of study from a State accredited college or university of which a minimum of 21 semester units must be successfully completed satisfying the General Education Curriculum standards. Courses which meet this requirement include: Natural/Social Sciences, Language, Humanities, and Mathematics.

California state civil service experience used to meet the minimum qualifications does not require peace officer duties/status. And

Either 1

One year of experience in the California state service performing the duties of a classification with a level of responsibility not less than that of a State Park Superintendent III.

Or 2

Two years of experience in the California state service performing the duties of a classification with a level of responsibility not less than that of a State Park Superintendent II.

Or 3

Experience: Five years of broad and extensive experience in the management or administration of a park, public recreational area, historical area, or a resource or recreation management organization. Two years of this experience must include management of multiple programs through subordinate supervisors, and

Education: Graduation with a Bachelor’s degree from a recognized four-year accredited college or university. (Additional qualifying experience as indicated in Pattern III may be substituted for up to two years of the required education on a year-for-year basis.)

Position Description

00100969 - DISTRICT SUPERINTENDENT I, DEPARTMENT OF PARKS AND RECREATION SERIES

Positions in the series work as district superintendents. Incumbents direct the overall activities of a district which include: natural and cultural resource management and protection, visitor services, interpretation, aquatic programs, facilities maintenance, capital outlay engineering, landscaping, property management, historic properties preservation, concessions, equipment, and administration including budget preparation and review, revenue collection, employee development and performance evaluation, and employee discipline. Incumbents also oversee the public safety and law enforcement activity. Incumbents also work with cooperative associations and volunteer groups, community and allied public sector groups, and the media.

Positions in this classifications serve as superintendents of level IV districts. Supervision may include staff at the State Park Superintendent I, II, or III levels or other classifications at equivalent levels.

Possess strong leadership and communication skills, aptitude and demonstrated interest in park and recreation work, philosophy, and principles; willingness to wear the prescribed uniform and conform to departmental personal appearance standards; willingness to work at various locations throughout the State; willingness to work on Saturdays, Sundays, and holidays and during odd or irregular hours; aptitude for interpretive and public relations work; emotional maturity; dependability; punctuality; tact and diplomacy; poise and self- confidence; sensitivity to needs and attitudes of others; neatness and courtesy.

Additional Desirable Qualifications

Bachelor of Arts/Science with specialization in Park Administration, Natural Sciences, Social Sciences, Public Administration, Law Enforcement, Business or other related field.

Eligible List Information

A Departmental Open eligible list for the DISTRICT SUPERINTENDENT I, DEPARTMENT OF PARKS AND RECREATION SERIES Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

PLEASE NOTE: This examination is designed to gain an overall assessment of your education, training, and experience as it directly relates to the duties and the knowledge, skills and abilities required for this position.   3. Managing public properties to ensure proper use of facilities, land, or resources in compliance with policy and law (e.g., California Environmental Quality Act [CEQA], National Environmental Policy Act [NEPA]).
  4. Directing staff at public resource or recreational areas to ensure delivery of services and compliance with applicable regulations.
  5. Developing collaborations with stakeholders (e.g., government, allied agencies, other organizations) to deliver park related services to the public.
  6. Monitoring budgets for public resources or recreational programs to ensure available funds comply with organizational needs.
  7. Implementing revenue enhancement/generation opportunities (e.g., fee enhancements, staff and facility improvements, special events, contracts, operating agreements) for a public resource or recreational program.
  8. Monitoring organizational operations in core program areas (e.g., safety and enforcement, maintenance, interpretation, resource protection and management, administration, recreation) to ensure compliance with applicable policies and regulations (e.g., Endangered Species Management, Incident Command).
  9. Planning and conducting staff and public meetings to inform stakeholders (e.g., staff, the public) of ongoing and newly established processes (e.g., policies, training opportunities, operational procedures).

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Parks & Recreation reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
