Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid Class C driver license. (Applicants who do not possess the license will be allowed to compete in the examination but the license must be obtained prior to appointment.) And

Either 1

One year of experience in the California state service performing the duties of a Service Assistant (Equipment Parts Operations).

Or 2

One year of experience in a construction equipment repair shop parts department, or two years of experience in an automotive repair shop or parts house performing journeyperson equipment parts duties that require the ordering, receiving, storing, selling and accountability of parts, materiels, supplies, or equipment.

Or 3

Equivalent to an Associate of Arts Degree in General Business, Purchasing, Materiel Management, or another closely related subject area, with a minimum of 15 units of course work in Automotive Parts and Service, Automotive/Truck Mechanical/Electrical Repair or Automotive Technology.

Position Description

00101552 - EQUIPMENT MATERIEL SPECIALIST

This is the entry and journeyperson level of this series. Incumbents are responsible for purchasing, receiving, storing, issuing, shipping and disposing of construction and mobile equipment and materiel in a repair or fabrication shop for mobile equipment and ensuring compliance with Purchasing Delegation and other programs.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

  2. Purchasing methods, ordering, receiving, storing, and issuing practices and procedures including the keeping of receiving, shipping, inventory and disposal records

  5. Electronic inventory accountability systems
  6. Operation of materiel handling equipment
  7. Basic safe work practices to protect their own safety and health and that of others

  3. Determine specification compliance
  4. Prepare transaction documents for tools, parts, accessories, and supplies

Eligible List Information

A Departmental Open eligible list for the EQUIPMENT MATERIEL SPECIALIST Classification will be established for:

  • Department of Transportation

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

PLEASE NOTE: This examination is designed to gain an overall assessment of your experience as it directly relates to the duties and the knowledge, skills and abilities required for this position. Possession of specific training is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. All components of this examination have been carefully validated by tying them directly to job requirements and documenting their relevance to the position.

Tasks:
  1. Identifying and researching parts or supplies using various resources (e.g., part books, catalogs, internet, visual inspection) to determine appropriate requestor needs (e.g., mechanic, supervisor, superintendent) and ensure order correctness.
  2. Researching and analyzing price, quality, specifications, and delivery dates of various parts and/or supplies to ensure the best value is obtained prior to placing orders.
  3. Providing estimates for parts, supplies, or services to various personnel when required or requested and recommending substitutions when the parts or supplies are obsolete or cannot be located.
  4. Soliciting bids from various vendors on parts and/or supplies and consulting and/or negotiating on price, delivery, or quality of parts and/or supplies to obtain the best value.
  5. Purchasing equipment, parts, supplies, and/or services from vendors by following purchasing guidelines.
  6. Communicating with various individuals (e.g., supervisor, supplier) to follow up on the status of an order.
  7. Examining, reviewing, and filing forms and/or paperwork to ensure they are accurate, contain all necessary information, and are placed in the proper location.
  8. Examining received orders (e.g., parts, supplies) and comparing with records (e.g., manifests, invoices, orders) to verify order correctness.
  9. Storing items in an orderly and accessible manner in various locations (e.g., warehouses, supply rooms, other areas) ensuring that stock is rotated on a first in/first out basis and that items are properly marked or labeled using various procedures (e.g., identification tags, stamps, electric marking tools, other labeling equipment).
  10. Verifying electronic inventory by comparing them to physical counts of stock and investigate discrepancies.
  11. Retrieving needed materials from stock locations to prepare them for shipping.
  12. Identifying and safely handling hazardous substances (e.g., battery cores, tire casing, waste oil).

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Transportation reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
