Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles. Applicants who do not possess the license will be admitted to the examination but must secure the license prior to appointment. and

One year of experience in the California state service performing sales-related duties at a level of responsibility equivalent to a Key Accounts Specialist, California State Lottery.

Or 2
Two years of experience in the California state service performing the duties of a District Sales Supervisor, California State Lottery.

Or 3
Three years of experience in the California state service performing the duties of a District Sales Representative, California State Lottery.

Or 4
Experience: Five years of increasingly responsible wholesale sales experience establishing and servicing accounts, at least two years of which shall have included supervising a sales staff. (Experience in the California state service applied toward this requirement must include three years of experience performing the duties of a District Sales Representative, California State Lottery, or two years of experience performing the duties of a District Sales Supervisor, California State Lottery, or one year of experience performing sales-related duties at a level of responsibility equal to a Key Accounts Specialist, California State Lottery. and

Education: A Bachelor's Degree in Business Administration or closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Definition of Terms:

Wholesale Sales - For recruitment purposes, wholesale is defined as selling a product or services to a business (business to business sales).

Establishing and Servicing Accounts - Persons who may be considered as having experience in establishing and servicing wholesale accounts are both those who sell wholesale to retail establishments or small businesses.

Examples of Accepted Experience - Generally accepted experience includes, but is not limited to, professional sales experience acquired through such industries as: medical equipment sales, pharmaceutical sales, insurance brokerages, banking and other business-to-business sales activities.

Position Description

00101828 - LOTTERY MANAGER (SALES)

Persons in this class are the full supervisory level over District Office personnel. Incumbents at this level supervise the operations of a professional sales staff within a field office to maximize revenue from the sale of Lottery products within the assigned District through the efficient implementation of all Lottery marketing and merchandizing programs.

Lottery Managers are responsible for administrative duties such as the development and management of the District budget, vehicle leasing, space management, accounting and claims forwarding functions; establish and monitor sales quotas and general work priorities; establish Retailer to District Sales Representative ratios and territory assignments; develop, recommend and implement sales-related procedures; maintain security and control measures for Lottery products; review and generate sales information and statistical reports of district data and sales trends for use by sales staff in meeting work responsibilities and sales goals; make public presentations and conduct media interviews as a representative of the California State Lottery.

Possession of integrity, honesty, tolerance and tact, maturity and reliability; awareness and acceptance of the various ethnic and cultural differences; a neat personal appearance; willingness to travel and to perform work requiring irregular hours and satisfactory record as a law-abiding citizen.

Felony Disqualification
Pursuant to Government Code Section 8880.71, persons convicted of a felony and any gambling-related offense are disqualified from employment with the California State Lottery and are, therefore, not eligible to be examined for, or appointed to, positions in this class.

Eligible List Information

A Departmental Open eligible list for the LOTTERY MANAGER (SALES) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
