Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Licensure Requirements: Possession of a valid license to practice as a professional registered nurse in California. and

Either 1
One year of experience performing duties of a Nurse Evaluator I, Health Services.

Or 2
Three years of professional nursing experience in an institution licensed for inpatient care. (Possession of a Master's Degree in Nursing may be substituted for one year of the required experience.)


Position Description

00108144 - NURSE EVALUATOR II, HEALTH SERVICES

Under direction, the Nurse Evaluator II, Health Services, works as an onsite nurse or member of a Medical Review Team; evaluates quality of nursing care being received by program beneficiaries; evaluates levels of care required by program beneficiaries; evaluates Treatment Authorization Requests for services; participates in annual reviews of facilities providing care; assists in training of other staff; assists in evaluation of procedures, investigation of fraud and abuse, and enforcement of regulations; relieves Nurse Evaluator III/IV, Health Services as required.

Eligible List Information

A Departmental Open eligible list for the NURSE EVALUATOR II, HEALTH SERVICES Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Nurse Evaluator II, Health Services Training and Experience Exam Preview

Instructions:
Rate your experience performing specific job related tasks.

In responding to each task, you may refer to your formal education or training, on-the-job training, and both paid or volunteer experience.

NOTE: You are required to provide ratings for both the knowledge and experience scales for each task.

  1. Evaluate medical records (hard copy or electronic) and adjudicate medical treatment requests, for various services, to ensure appropriate services and level of care are authorized and conform with the regulations and medical necessity criteria.
  2. Assess, monitor, and prioritize daily workload to ensure the organization’s goals, mission, and objectives are met, utilizing personal knowledge, verbal communication, and team building skills, independently or under the direction of the manager/supervisor.
  3. Review medical files/records of patients for quality of care and appropriateness of services rendered.
  4. Respond to questions and concerns from staff, management, outside agencies, or the public with speed and professionalism, utilizing tact, interpersonal skills, collective reasoning, and expertise to establish and maintain solid and effective working relationships in all situations.
  5. Respond to inquiries and/or complaints using nursing knowledge and technical interpretation of state and federal statutes and regulations.
  6. Perform on-site reviews and inspections of selected providers to ensure conformance with state and federal statutes and regulations.
  7. Perform level of care assessments in order to evaluate and observe the patient’s physical condition, behavior, symptoms of illness, and responses to services authorized. This may include case management functions in various programs.
  8. Provide information to patients, providers, and/or appropriate staff regarding denial or modification of services and the appeal process for decisions.
  9. Operate a variety of office machines (e.g., computers, calculators, copiers) to alleviate any distractions in productivity.
  10. Compose and prepare accurate written material/correspondence to various agencies in response to questions, requiring a high degree of confidentiality, using written and/or electronic communication skills.
  11. Coordinate oversight activities with other agencies in order to ensure adherence to program policies and procedures.
  12. Serve as a preceptor to new staff of unit functions in order to meet the needs of the organization. A preceptor is an experienced practitioner who provides role support and learning experiences to student and staff learners.
  13. Perform ongoing assessment of acuity of patient status, evaluation of treatment plan, and authorize services, as applicable, to ensure compliance with program standards.
  14. Review policies and procedures, including the implementation and/or interpretation of state and federal laws.
  15. Work collaboratively with management and/or other governmental agencies to coordinate and conduct on-site audits to ensure compliance with state and federal statutes and regulations.
  16. Research and apply state and federal statutes and regulations in the review and processing of specific requests to ensure compliance with policies and program.
  17. Schedule and manage on-site reviews in assigned areas to ensure quality of medical care and appropriate utilization of resources.
  18. Establish and maintain cooperative working relationships with the medical profession, allied groups, provider organizations, advisory committees, and other public and private organizations and agencies engaged in health and medical services, to bridge network opportunities.
  19. Monitor service provider claims and conduct on-site reviews and audits to ensure services are provided as claimed and at the appropriate level of care.
  20. Act as a liaison with outside agencies in order to effectively complete assignments and contribute to the organization’s overall goal.
  21. Provide input and recommendations in the establishment of organizational goals, via the appropriate chain of command.
  22. Provide program information on various Medi-Cal programs to eligible patients and providers to transmit and clarify program policies.
  23. Prepare and present expert testimony in hearing procedures, on an as needed basis.
  24. Assist in the analyses and preparation of reports, briefings, and policy documents pertaining to overall program design and quality, in order to ensure the organization’s mission is accomplished.
  25. Act as liaison between the patient, family members, home health agencies, and other agencies to determine the medical needs, quality of care, environmental safety and health issues, and assist in ensuring the patient’s medical needs are being met.
  26. Provide input and feedback to management or other groups on technical, systems, or process-related topics in order to meet the goals of the organization.
  27. Compose formal letters and/or reports of on-site findings to various providers in order to meet the needs of the organization.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Health Care Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
