Introduction to the Limited Examination and Appointment Program (LEAP)

 

The Limited Examination and Appointment Program (LEAP) is an alternative examination and appointment process for the recruitment and hiring of persons with disabilities into the California state civil service. The LEAP is a two-part process that consists of: (1) a Minimum Qualifications Assessment/Readiness Evaluation and (2) a Job Examination Period that is administered and evaluated in the work setting.

 

To qualify to take this Minimum Qualifications Assessment/Readiness Evaluation, you must first have LEAP certification issued by the Department of Rehabilitation (DOR). Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00101406 - INFORMATION TECHNOLOGY MANAGER II

One year of experience as an Information Technology Manager I; or

Seven years of information technology experience performing a variety of progressively responsible technical, analytical, supervisory, or managerial tasks in support of computer systems or services in one or more of the major six domains or a closely related or emerging information technology field. At least three years of experience shall include performance of highly specialized work in a lead capacity on highly complex or specialized information technology systems or services, or in a progressively responsible supervisory or managerial capacity over highly complex or specialized information technology systems or services.

 

A master's or doctorate degree from an accredited college or university may substitute for four years of the required general information technology experience. A bachelor's degree from an accredited college or university may substitute for three years of the required general information technology experience. An associate degree from an accredited college may substitute for one year of the required general information technology experience. Only one degree may be used for substitution.

 

When using education to meet minimum qualifications, education must include 15 semester units (or 22.5 quarter units) of information technology or closely related course work. 

When using education to meet the general experience requirements listed in the minimum qualifications, education must include the specified information technology or closely related course work. Closely related course work refers to a course of study involving the study of computing, such as software engineering, computer engineering, Management Information Systems, Geographic Information System, and computing technology.

Position Description

00101406 - INFORMATION TECHNOLOGY MANAGER II

This is the managerial level. Under administrative direction, incumbents serve in an executive management role in setting or influencing organizational information technology policy; formulating long-range information technology programs and objectives; and reviewing implementation and conformance of information technology programs with organizational policies and objectives. Incumbents have responsibility for planning, organizing and directing the work of multiple information technology programs or units, typically through subordinate supervisors and/or managers. Incumbents in a large department may serve as the departments Chief Information Officer.

For specific positions, departments may specify knowledge, experience, or specific training in one or more of the six identified domains.

LEAP Process Information

 

PART 1: MINIMUM QUALIFICATIONS ASSESSMENT/READINESS EVALUATION – Weighted 100%

 

This Minimum Qualifications Assessment/Readiness Evaluation consists solely of minimum qualification questions that assess the training, experience, and education that you have previously obtained. Your responses to the questions will determine if the training, experience, and education you have meet the minimum qualifications for the Information Technology Manager II classification. If you pass the Minimum Qualifications Assessment/Readiness Evaluation, your name will be placed on the Information Technology Manager II LEAP Referral List, and you will have referral list eligibility to apply for Information Technology Manager II vacancies.

 

Applicants who obtain Information Technology Manager II LEAP Referral List eligibility must compete for job vacancies in order to begin PART 2 of this process, which is called the Job Examination Period.

 

PART 2: JOB EXAMINATION PERIOD (JEP)

 

The JEP begins after you are hired and obtain an examination appointment. When you perform the duties of your state job, you will be evaluated on your job performance at least every four weeks, or more often, if needed. Your evaluation will be based on the classification specification and the duty statement of the position.

 

The JEP will be the same length as the length of the probationary period for the same non-LEAP classification.

 

After successful completion of the JEP, the result will be a transition from an examination appointment to a standard appointment as a Information Technology Manager II. If appointed to a permanent position through the LEAP process, you will not be required to serve a probationary period.

Eligible List Information

A Servicewide Open eligible list for the INFORMATION TECHNOLOGY MANAGER II Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
