Either I

 

In the California state service, either:

 

1. One year of experience performing the duties of an Office Building Manager II. or

 

2. Two years of experience performing the duties of an Office Building Manager I.

Or II 

 

 Four years of progressively responsible building management experience, one year of which shall have involved the supervision of a large office, institutional building, or group of buildings of at least 300,000 square feet, involving public contacts and responsibility for a large maintenance and custodial staff.

Definition

Under general direction, to plan the work and direct a large staff engaged in the maintenance, custodial operations, upkeep, and other services for the State-owned or occupied buildings and grounds in a major metropolitan building area; and to do other related work.


Typical Tasks


Directs the overall administration and maintenance of a group of large State-occupied buildings; plans and assigns the work of other Building Managers, skilled crafts supervisors, stationary engineers, janitor supervisors, etc.; develops overall master maintenance schedules allocates their completion to subordinate Managers or maintenance super visors; allocates man-hour expenditures for repair, maintenance, alterations, custodial operations and other activities in connection with building operations; develops and coordinates the supervision and training of craftspersons and other operational personnel; plans and directs alterations in mechanical, electrical, and other building facilities; estimates necessary repairs and directs the requisitioning and use of supplies; maintains cooperative relations with building occupants, receives their complaints and makes necessary adjustments; recommends and allocates space utilization, maintains records, prepares reports, and budget estimates.

Distinguishing Characteristics

Employees in this class are responsible for the management of State- occupied buildings in major metropolitan areas, and which aggregate between 500,000 and 2,000,000 square feet. Employees in this class may have under their supervision one or more employees in the class of Office Building Manager I, in addition to a large staff.

Additional Desirable Qualification

Education equivalent to completion of the twelfth grade.

Knowledge and Abilities

Knowledge of: Methods used in caring for a group of large public buildings and grounds; modern methods of heating, lighting, and ventilating large buildings; repair and operation of various types of building equipment; materials and supplies used in construction, alteration, and maintenance of buildings and grounds and methods used in requisitioning, receiving, checking, storing, and issuing them; requirements, methods, and practices of the common trades and crafts; methods and practices of custodial operations in large office buildings; principles of personnel management and effective supervision and delegating work programs to subordinates and following up on their compliance; department's affirmative action program; a manager's role in the affirmative action program and the processes available to meet affirmative action objectives.

 

Ability to: Read and write English at a level required for successful job performance; delegate work programs to subordinates and follow up on their compliance; maintain discipline over a large maintenance, repair, and custodial staff; read and interpret plans, drawings, and specifications; estimate the cost of materials and labor involved in making alterations; plan maintenance schedules; prepare reports and budget recommendations; resolve controversial situations in connection with work responsibilities, space allocations and relations with others; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Departmental Open eligible list for the OFFICE BUILDING MANAGER III Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
