Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the education on a year-for-year basis.) and Possession of a valid driver's license. Applicants who do not possess this license will be admitted to the examination but must secure the license prior to the appointment. and

One year of experience in the California state service performing custodial or correctional casework duties of a class comparable in level of responsibility to a Correctional Counselor III; Parole Agent III, Adult Parole; Parole Agent III, Youth Authority; or Community Services Consultant.

Or II

 

Three years of progressively responsible corrections or law enforcement supervisory, management, consultative or equivalent staff experience above first-line supervisory level in a local corrections or probation agency or a State or Federal corrections system. This experience must include at least two years in program development, program planning or research, program monitoring, manpower utilization, jail inspections, training, or equivalent consultative experience.

Develop, revise, and promulgate for adoption minimum standards for local corrections in critical areas such as: State funding for local jail construction and training programs, selection and training of personnel, health and sanitation conditions, fire and life safety, security, custody programs, and recreation; inspect, investigate, direct, enforce, monitor and provide technical assistance to local corrections' agencies to ensure compliance with State laws, State and Federal court decisions and the above established standards; appear and testify as an expert witness before boards of supervisors, city councils, grand juries, and State and Federal courts; appear as a subject-matter expert before law enforcement groups, detention organizations and citizen groups; develop and present information to the Legislature on the effects of legislatively-mandated programs, pending legislation and jail conditions; mediate disputes concerning local, State and national standards and court decisions, as they impact local corrections and provide a link between local, State and Federal interests; make determinations on difficult, politically-sensitive problems to avoid or reduce possible litigation; plan, develop, organize, direct and review comprehensive needs assessment surveys and studies of the administration, management, staffing, training for personnel, cost reimbursement, and security procedures of local corrections' agencies; analyze local programs of custody, rehabilitation, discipline, medical care, religious instruction, feeding, employment, housing, safety of inmates, and training of personnel; administer multi-million dollar funding grants to counties and/or cities for jail construction and training of personnel; formulate regulations, policies, procedures and guidelines for candidate selection and personnel training; advise, consult and provide technical assistance to local decision makers and educational officials; certify job-relevant training courses; design job analysis and time and motion study instruments and methodologies to assess tasks, knowledges and abilities; study and review plans for site locations, remodel and construction of local detention facilities and make determinations concerning construction costs; establish and maintain cooperative relationships with individuals, organizations, and local governing bodies impacted by the enforcement of standards.

Examination Information

This examination will utilize an evaluation of each candidate’s application. Experience and education/training entered on the application will be compared to a standard developed from the class specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out their application. List all experience relevant to the “Minimum Qualifications” shown on this announcement, even if that experience goes beyond the seven-year limit printed on the application. Supplementary information will be accepted, but read the “Minimum Qualifications” carefully to see what kind of information will be useful to the staff doing the evaluation.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Purposes, activities, and policies of the Board of Corrections; modern principles and practices in penal administration and criminology; psychology and attitudes, problems, behavior and methods of rehabilitation of inmates, wards or probationers; supervisory techniques and methods of maintaining discipline, both of staff personnel and inmates; principles and methods used in the custody, control and adjustment of antisocial persons; training principles and methods as applied to corrections' personnel; principles of personnel, program and project management, budgeting, selection, and supervision as applied to corrections; architectural practice as it relates to correctional institutions; interviewing techniques; and laws and regulations governing local correctional institutions.

 

Ability to: Function effectively as a consultant, facilitator, and mediator; formulate programs for the safe custody, discipline, and welfare of inmates; interpret and apply provisions of laws and rules governing program operations; coordinate the custodial functions with the care and treatment program; establish and maintain cooperative working relations with officials, staff members, public agencies, and professional groups; speak and write effectively; analyze situations and take effective action; analyze and react positively to sensitive issues; plan, organize, and direct the work of others; read and interpret architectural drawings; and prepare clear and concise reports.

Eligible List Information

A Departmental Open eligible list for the FIELD REPRESENTATIVE, BOARD OF CORRECTIONS Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

    Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state.     If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

    Board of State and Community Corrections reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

    General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

    Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

    High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
