Either I

 

In the California state service, either:

 

1. One year of experience performing the duties of an Office Building Manager I or Chief Engineer II. or

 

2. Two years of experience performing the duties of a Chief Engineer I or Supervisor of Building Trades. or

 

3. Two years of experience in a supervisory position equivalent to Janitor Supervisor III with primary responsibility for building management or building maintenance.

Or II

 

Three years of progressively responsible building management experience, two years of which shall have involved the supervision of a large office or insti- tutional building (of at least 100,000 square feet) involving public contacts and responsibility for a large maintenance and custodial staff.

Position Description

00106673 - OFFICE BUILDING MANAGER II

Definition

Under general direction, to plan the work and direct the staff engaged in the maintenance, repair, custodial operations, and other services for State build- ings and grounds in a medium size building or building area; and to do other related work.


Typical Tasks

Assigns and reviews work, gives instructions, maintains discipline, and resolves difficult buildings and grounds maintenance problems in connection with the supervision and training of carpenters, electricians, painters, plumbers, chief engineers, stationary engineers, elevator operators and jan- itors, window cleaners, groundskeepers, locksmiths, electronic technicians, office personnel, and other employees engaged in buildings and grounds work; inspects and directs changes in mechanical, electrical, and other building equipment; prepares estimates and recommends and supervises necessary repairs and alterations; directs the requisition, receipt, and distribution of sup- plies, tools, and equipment; maintains cooperative relations with occupants of the buildings, receives their complaints and makes necessary adjustments; recommends utilization of space on the basis of requests made and space avail- able; maintains records and prepares budget recommendations and other reports.

Distinguishing Characteristics

Employees in this class will either (1) independently manage State-occupied buildings having a total of approximately 150,000 but less than 500,000 square feet and will supervise a large staff; or (2) in a building area of 2,000,000 or more square feet will be responsible for either the day or night building maintenance and custodial operations.

Knowledge and Abilities

Knowledge of: Methods of caring for large public buildings and grounds; repair and operation of various types of building equipment; kind, quality, and amount of material and supplies used in building and ground maintenance and methods used in requisitioning, receiving, checking, storing, and issuing them; modern methods of heating, lighting, cleaning and ventilating large buildings; requirements, methods, and practices of the common trades and crafts; principles of personnel management and effective supervision; depart- ment's Affirmative Action Program objectives; a manager's role in the Affir- mative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Read and write English at a level required for successful job performance; maintain discipline over a large maintenance, repair and cus- todial staff; read and interpret plans, drawings, and specifications; estimate the cost of materials and labor involved in making alterations; maintain records and prepare concise reports; maintain cooperative relations with building occupants; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Departmental Open eligible list for the OFFICE BUILDING MANAGER II Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
