Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

Experience:  In the California State service, one year of experience in any one or combination of industry or support programs of the California Prison Industry Authority performing the duties of a classification at a level or responsibility not less than that of a Prison Industries Superintendent II.

 

Or II

Experience:  In the California State service, two years of experience performing the duties of an Industrial Warehouse and Distribution Manager I, Prison Industries.

 

Or III

Experience:  Two years of experience in an industrial or agricultural program as a vice president of production, plant manager, industrial or systems engineer, or a closely related managerial position.

and

Education:  Equivalent to completion of two years of college (60 semester units). (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

 

Position Description

00107157 - PRISON INDUSTRIES MANAGER (GENERAL)

The Prison Industries Manager (General) is utilized in the following manner: (1) As the only Prison Industries Manager at an institution, administers the prison industries program consisting of two or more enterprises. May administer the accounting, warehousing, procurement, and maintenance support functions for the enterprises.  (2) As assistant manager, supervises three or more enterprises while reporting to a Prison Industries Administrator. (3) May be assigned as an administrative technical advisor in CALPIA headquarters. These positions formulate policies on the most significant program issues; plans and designs major new products, equipment and facilities; and supervises and coordinates installation of new major enterprises or industries within their specified area.

Incumbents maintain order and supervise the conduct of persons committed to the California Department of Corrections and Rehabilitation or local jails and return-to-custody facilities; prevent escapes and injury by these persons to themselves or others or to property; maintain security of working areas and work materials; inspects and searches premises for contraband, such as weapons or illegal drugs.

Special Physical Characteristics

Persons appointed to positions in this class must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well-being or that of their fellow employees or that of incarcerated individuals.  Assignments during tour of duty may include sole responsibility for the supervision of incarcerated individuals and/or the protection of personal and real property.

Additional Desirables

Education equivalent to completion of graduation from college. Experience in Manufacturing Management Information Systems (MMIS).

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of (with particular reference to Prison Industries Manager):

  1. Principles of effective supervision; principles of organization and industrial management including methods, materials, processes and equipment used in a prison industries program to effectively achieve CALPIA’s goals and mission.
  2. Production management and methods in the operation of manufacturing and/or service enterprises to deliver products or services on time.
  3. Equipment and tool procedures necessary to operate manufacturing and/or service enterprises to ensure employee safety, and compliance with CALPIA programs and regulations.
  4. Principles and practices of industrial production and safety engineering to determine and implement appropriate courses of action and ensure compliance.
  5. Centralized/integrated manufacturing and accounting system with specific knowledge of bills of material, routings, materials requirement planning, shop floor control, and performance measures to generate data for CALPIA programs.
  6. Fiscal management, cost accounting including direct costing methods, and budgetary procedures to ensure accuracy and effectiveness.
  7. Production and inventory management concepts and principles, practices, and procedures to develop conclusions that support CALPIA program development.
  8. Concepts, theories and application of employee performance and development to guide progress with projects or assignments.
  9. The laws, rules, policies, and procedures affecting the Department of Corrections and Rehabilitation and the California Prison Industry Authority’s programs to ensure conformance.

Ability to (with particular reference to Prison Industries Manager):

  1. Plan, organize, and manage manufacturing and/or service (including agricultural related) prison industry operations to carry out or lead assignments and deliver products in a timely manner.
  2. Plan, design, organize, and implement a manufacturing and/or service enterprise to facilitate problem resolution and provide program support.
  3. Supervise and coordinate the installation of equipment needed to activate and operate the enterprise to accomplish CALPIA’s goals and objectives.
  4. Identify and correct all major production problems in the manufacturing and/or service enterprise to ensure integrity, quality, and validity.
  5. Provide product and production systems analyses and design to gather information to support CALPIA programs using available resources (e.g., databases, internal/external clients, internet sources, technical reports, scientific equipment).

 

  1. Apply principles and practices of modern production theory to a prison program including production engineering, cost analysis, production control, quality control, and material control to determine appropriate actions.
  2. Make cost analyses; plan, lay out, select, and route equipment, material, and supplies; develop product and material specifications to analyze and summarize data to support CALPIA programs.
  3. Effectively function in an automated environment to present data and/or information on CALPIA programs to various audiences.
  4. Maintain discipline and obtain confidence and respect of correctional facility offenders to ensure cooperation and accomplish goals and objectives.
  5. Analyze situations accurately and adopt an effective course of action to ensure cooperation and employee safety.
  6. Effectively promote equal opportunity in employment to maintain a work environment that is free of discrimination and harassment.

Eligible List Information

A Departmental Open eligible list for the PRISON INDUSTRIES MANAGER (GENERAL) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Prison Industry Authority reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
