Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00108101 - NURSING COORDINATOR (SAFETY)

Minimum Qualifications

Licensure requirements: Possession of a valid license to practice as a psychiatric technician issued by the California Board of Vocational Nurse and Psychiatric Technician Examiners.

 

Or Possession of the legal requirements to practice as a professional registered nurse in California as determined by the California Board of Registered Nurses. and Either I Experience: Two years of clinical nursing experience in the Department of Developmental Services or the Department of Mental Health performing the duties of a class with a level of responsibility at least comparable to that of a Supervising Registered Nurse or Unit Supervisor.

Or II

 

Experience: Four years of clinical nursing experience with 24-hour responsibility for a nursing program unit in a developmental or mental health setting. (Experience in the California state service applied toward this requirement must be in a class with a level of responsibility comparable to that of a Registered Nurse, Range B.)

00108101 - NURSING COORDINATOR (SAFETY)

Typical Tasks

Participates in the planning, development, and implementation of treatment programs for developmentally or mentally disordered offenders; meets with clinical staff and ward treatment teams to establish behavior modification objectives for forensic clients, patients, or inmates and evaluates the effectiveness of the treatment techniques; provides liaison with nursing officer-of-the-day staff and with Nursing Coordinators in other programs; evaluates the effectiveness of nursing services; determines needs for and arranges training for nursing staff; exercises functional supervision of nursing staff; recruits and assigns or recommends assignments of nurses and technicians; recommends type and amount of ward equipment needed to implement treatment programs; assists Program Director with administrative duties such as time reporting, correspondence, budgeting, and purchasing; observes and intervenes in instances of disruptive or assaultive behavior; supervises and, as needed, assists subordinate staff in: the counting, distribution, and accounting for all utensils to prevent their use as weapons; inspecting forensic clients', patients', or inmates' mail and living areas for hazardous contraband; inspecting facility to identify security breaches that could lead to forensic client, patient, or inmate escape; observing and intervening in forensic client, patient, or inmate behavior that may signal an impending escape attempt; and escorting forensic clients, patients, or inmates to other areas of the facility.

Special Personal Characteristics

Willingness to work at developmental centers, State hospitals, or correctional facilities contracting with the Department of Mental Health for diagnostic and treatment services; demonstrated leadership ability; sympathetic and objective understanding of the problems of developmentally or mentally disordered offenders; tact; patience; and emotional stability.

Special Physical Characteristics

Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, inmates, or the public.

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: The principles and practices of personnel management and effective supervision in planning, organizing, and directing technical nursing services staff of a treatment program; professional nursing principles and techniques; principles of specialized treatment and training techniques as they relate to the developmentally or mentally disordered offenders; treatment program organization in developmental centers or State hospitals; medicines and narcotics; a supervisors role in the Equal Employment Opportunity Program.

 

Ability to: Plan and direct the work of nursing services staff in a treatment program; develop nursing care and treatment plans in order to reach measurable objectives; assess, plan, and implement staff training to meet patient objectives; work effectively with multidisciplinary clinical staff; represent the Program Director in discussions of all aspects of nursing services; communicate effectively.

Eligible List Information

A Servicewide Open eligible list for the NURSING COORDINATOR (SAFETY) Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

  • A veteran who has been dishonorably discharged or released.
  • A veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran who currently has permanent civil service status. Training & Experience Examination Preview

Instructions:
Rate your knowledge performing specific job-related tasks, knowledge skill or ability.

Tasks:
1. Maintain and adhere to Equal Employment Opportunity (EEO) guidelines.
2. Collaborate with Central Staffing Office (e.g. nursing officer-of-the-day staff and/or other program Nursing Coordinators) to ensure required staffing levels are met.
3. Supervise and assist subordinate staff in accounting for items that could be used as weapons/contraband.
4. Review instances of disruptive or assaultive behavior among patients/clients to ensure safety and well-being of patients/clients and staff.
5. Assist in the development, evaluation and implementation of standards and procedures to ensure nursing services provided to patients/clients conform to applicable federal and state laws, rules and regulations.
6. Manage scheduling calendars (including vacation calendar) to maintain coverage.
7. Exercise functional supervision of nursing staff to maintain adequate level of care.
8. Oversee personnel management/practices of all nursing service staff to ensure compliance with union contracts.
9. Monitor compliance of policies and procedures in order to maintain safety of staff and patients/clients.
10. Oversee assignments of subordinate staff, to ensure they are completed timely and accurately.
11. Monitor incident reports and review all aspects of special incidents types (e.g., mental, physical, suicide, etc.) in order to recommend corrective action.
12. Collaborate with facility administrators to ensure the equitable distribution of nursing staff within the program for appropriate patient/client care.
13. Monitor interactions between patients/clients and nursing staff to maintain a therapeutic relationship boundary.
14. Review and monitor content of all evaluations for nursing staff (e.g. annual physical requirements, probationary reviews, annual performance appraisals) to ensure timely completion and accuracy.
15. Perform periodic administrative reviews to evaluate and determine effectiveness of nursing services.
16. Inspect area by observation and intervention to identify security breaches that could lead to patient/client escape.
17. Monitor continuous educational needs of nursing staff to maintain job competencies.
18. Oversee nursing staff in the implementation of established behavior modifications and treatment techniques are effective.
19. Participate in the planning, development, and implementation of treatment programs for developmentally disabled, civil commitment, offenders with mental disorders, or forensic patients.
20. Initiate or recommend corrective action/progressive discipline to correct staff performance deficiencies.
KSAPCs:

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
