Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

 

One year of experience in the California state service performing the duties of a Hospital Administrative Resident I.

 

Or II

 

One year of experience in the California state service either:

 

1. Performing analytical staff work at a level of responsibility comparable to an Associate Governmental Program Analyst. or

 

2. Performing supervisory duties in an administrative, business services or health care activity at a level of responsibility comparable to a Hospi tal General Services Administrator II.

 

Or III

 

Four years of experience in the field of business, health care, hospital or public administration performing one or more of the following nonclinical activities: fiscal, organization, procedure and personnel management, hospi tal business services, plant operation and maintenance, service and supply operations, patient trust administration, food service management or program review.

 

(One year of graduate work in business, health care, hospital or public administration, or a related field may be substituted for six months of the required experience.)

Position Description

00104778 - HOSPITAL ADMINISTRATIVE RESIDENT II

Assignments include assisting the Developmental Center or State Hospital Medical Director or Clinical Administrator in planning, coordinating, and directing management support activities of the hospital. Assignments include supervision of several nonclinical support activities as well as involvement in major Developmental Center or State Hospital administrative improvement projects.

Desirable Qualifications

Knowledge of the general principles and objectives of data processing and the application of automated management systems.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: The principles, practices, and trends in hospital, health care, business, or public administration; administrative and support services found in a large hospital or health care facility; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Learn and apply the principles involved in effective hospital or health care administration; prepare clear and concise reports; analyze data and draw logical conclusions; establish and maintain cooperative working relationships; plan, organize, direct, and evaluate the support and administrative services found in a large hospital; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Servicewide Open eligible list for the HOSPITAL ADMINISTRATIVE RESIDENT II Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Hospital Administrative Resident II Training & Experience Preview

Instructions: Rate your knowledge and experience performing specific job-related tasks.

 

  1. Develop and revise policies and procedures by evaluating current processes and practices to identify issues and ensure safety and security in accordance with applicable statutes.
  2. Implement policies, procedures, and principles by supervising and directing staff to ensure the proper delivery of services and to maintain a safe and secure environment.
  3. Participate in fiscal, operational, and organizational decisions for various programs within the facility by evaluating and analyzing information to develop solutions and an appropriate course of action.
  4. Oversee the planning and implementation of various programs within the facility by monitoring and evaluating activities to ensure all programs are in compliance with applicable statues, regulations, policies, and procedures.
  5. Participate in meetings by providing professional input and collaborating with internal and external stakeholders to discuss program operations, policy issues or concerns, etc.
  6. Manage program and staff concerns through conflict resolution, team building, mentoring, training, and employee assistance program referrals to address and resolve issues.
  7. Review the effectiveness of the facilities’ operation through a quality improvement process to ensure efficient use of resources and staff on an ongoing and annual basis.
  8. Provide recommendations to executive management by gathering and analyzing information to address concern and areas of improvement.
  9. Prepare reports by gathering information and conducting research to document findings and propose recommendations to submit to executive management for review.
  10. Assist in the selection, hiring, and promotional process for positions assigned to the department in accordance with departmental policies and procedures, and Equal Employment Opportunity objectives.
  11. Oversee subordinate staff by training and supervising employees to ensure projects are in alignment with program and organizational goals and objectives.
  12. Manage and/or supervise assignment of all staff to ensure appropriate coverage and effective utilization of resources in accordance with departmental requirements and personnel needs.
  13. Provide guidance, direction, and consultation to clinical staff regarding administrative functions and/or services in order to identify performance improvement opportunities in accordance with departmental policies and procedures.

  15. Evaluate employee performance by conducting site visits and monitoring staff activities utilizing the progressive discipline process to identify, address, and/or correct performance deficiencies in accordance with collective bargaining agreements and departmental policies.
  16. Prepare written employee performance evaluations and probationary reports utilizing training records, personal observation, etc. to document the employee’s performance in accordance with departmental policies.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
