Position Description

00108979 - FIRE FIGHTER

Fire fighting personnel direct, supervise, or perform fire prevention and suppression activities. Incumbents respond to fire alarms and take action to extinguish fires, minimize fire and water damage, and prevent injury and loss of life; operate nozzles, fittings, cellar pipes, hose, ladders, and forcible entry tools; operate, inspect, maintain, and repair the fire station and fire fighting equipment including vehicles and fire protection equipment, sprinklers, standpipes, and automatic and manual alarms; operate, inspect, and maintain emergency ambulance equipment; inspect grounds and buildings for fire hazard conditions; install, maintain, and recharge fire extinguishers; enforce rules and regulations related to storage and use of flammable items; advise management on fire and panic safety aspects of building design and construction; develop and maintain emergency evacuation plans; develop procedures for and enforce fire regulations for indoor public gatherings; develop and present fire prevention and training programs; administer first aid; perform rescue operations; maintain records; and prepare reports.

This class is the entry and full journey level in this series. Under supervision of the Fire Chief, incumbents in this class perform the full range of fire suppression duties.

Special Personal Characteristics:
Hearing adequacy within speech frequencies (uncorrected); normal use of both hands and both feet; physical strength and agility; and weight in proportion to height.

Additional Desirable Qualification:

Education equivalent to completion of high school.

Fire prevention and suppression experience on a paid or voluntary basis.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Ability to: Learn and use modern fire prevention and suppression principles and techniques and fire-fighting tools and apparatus; learn to use and maintain motorized fire-fighting equipment; do heavy physical labor; follow oral and written directions; exercise good judgment in hazardous fire suppression activity; organize, instruct, and lead a group of part-time fire fighters in suppression and rescue work; write legibly; analyze situations accurately and take effective action; maintain cooperative relationships with people, organizations, and agencies.

Eligible List Information

A Servicewide Open eligible list for the FIRE FIGHTER Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

  • A veteran who has been dishonorably discharged or released.
  • A veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran who currently has permanent civil service status. (Permanent civil service status is the status of an employee who is lawfully retained in his/her position after completion of the applicable probationary period. This does not include limited term).

Training and Experience Examination Preview

Instructions:

Rate your knowledge and experience performing specific job-related tasks.

Task:

1. Provide treatment for a range of injuries (e.g., smoke inhalation, burns, heat exhaustion, heat stroke, injuries to bones, drowning, poisoning, etc.) to stabilize patient conditions.

2. Assist the team/crew during emergency incident operations (e.g., fires, floods, medical aids, rescues etc.) to effectively mitigate emergency situations.

3. Participate in rescue operations (e.g., confined space, search, water rescue, trench rescue, structural collapse, etc.) using proper equipment to perform rescues safely.

4. Operate hoses and/or fire extinguishers (i.e., hose lines, nozzles, etc.) to suppress and extinguish fires.

5. Operate emergency equipment/apparatus (e.g., utility vehicles, trailers, ambulances, extrication tools, chainsaws, etc.).

6. Conduct daily inventory inspection (e.g., equipment, supplies, facilities, protective equipment, tools, apparatus, etc.) to maintain operational readiness.

7. Operate emergency communications equipment (e.g., two-way radios, mobile data terminals, satellite phones, cell phones, etc.) to relay/request information with dispatchers and other emergency responders.

8. Prepare reports and documentation (e.g., call volumes, compliance reports, maintenance records, inspection reports, hazard analysis, incident reports, purchasing forms, etc.) to ensure compliance with regulations and departmental needs.

9. Conduct or participate in presentations (e.g., fire safety material/information, fire evacuation drills, fire extinguisher training, community events, etc.) to stakeholders or the public.

10. Manage hazardous material incidents to ensure the safety of the public by isolating and denying entry into affected areas (e.g., decontamination, control exposure, etc.).

11. Participate in wildland operations (e.g., use of hand and power tools to cut hand line, inspect and remove vegetation, etc.) in order to suppress and extinguish fires.

12. Perform regular inspections and testing of fire protection systems and equipment (e.g., fire extinguishers, sprinkler system, fire hydrants, fire alarms, etc.) to ensure they are working properly.

13. Assist in investigations for fire cause by (e.g., preserving the scene, collecting evidence, etc.) to aid police and State Fire Marshal in the investigative process.

14. Participate in ongoing fire service and safety training (e.g., wildland, rural, structural firefighting, fire prevention/suppression principles and practices, hazardous materials, etc.) to increase job knowledge and proficiency.

15. Participate in Incident Command Systems (ICS) to manage incidents and provide effective communication and operations.

16. Protect confidentiality rights using guidelines, policies, and procedures pursuant to Health Insurance Portability and Accountability Act (HIPAA) rules and regulations.

17. Utilize computer software, office equipment, and internet programs (e.g., Microsoft office software, fax machine, copier, scanner, etc.) to assist with daily operations.

Knowledge, Skill, or Ability:

1. Knowledge of computer systems (e.g., Microsoft Office, National Fire Incident Reporting Systems (NFIRS), training software, etc.) to complete reporting requirements and other work assignments.

2. Ability to safely drive (e.g., utility vehicles, fire apparatus, ambulances, etc.) through adverse conditions.

3. Ability to perform as part of a team/crew during emergency incidents and work projects.

4. Ability to read and comprehend written materials (e.g., references, summaries, memos, letters, etc.).

5. Ability to operate hoses and/or fire extinguishers to suppress and extinguish fires.

6. Ability to use hand/power tools.

7. Ability to use communication devices (e.g., two-way radios, mobile data terminals, cell phones, etc.).

8. Ability to establish and maintain cooperative relations with others (e.g., employees, the public, regulatory agencies, etc.).

9. Ability to tie knots (e.g., bowline, square, becket bend, clove hitch, timber hitch, family of eights, etc.).

10. Ability to analyze and evaluate situations accurately and thoroughly to determine and implement effective, appropriate courses of action.

11. Ability to perform basic mathematical calculations (e.g., addition, subtraction, multiplication, division, percentages, etc.).

12. Ability to administer the appropriate level of care during medical emergencies (e.g., first aid, CPR, Heimlich maneuver, etc.).

13. Ability to complete tasks in a timely, detailed, and orderly manner.

14. Ability to identify and anticipate problems and act proactively.

15. Ability to exhibit punctuality when reporting to duty and responding to job tasks.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
