Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

One year of clinical experience performing the duties of a Program Assistant (Mental Disabilities), Program Assistant (Mental Disabilities Safety), or Nursing Coordinator.

Or II

Four years of clinical nursing experience in the Department of Mental Health performing the duties of a class comparable in level of responsibility to that of a Unit Supervisor, Standards Compliance Coordinator, or Supervising Registered Nurse, three years of which must have been in a treatment program for persons with mental disabilities.

Or III

Four years of clinical experience working with persons who have mental or developmental disabilities as a psychiatric social worker, psychologist, rehabilitation therapist, or teacher, three years of which must have been in a treatment program for persons with mental disabilities.

Position Description

00108103 - PROGRAM DIRECTOR (MENTAL DISABILITIES-SAFETY)

Incumbents review and approve overall treatment plans and evaluate forensic client, patient, or inmate progress; plan, coordinate, implement, and evaluate program objectives and results; establish operational policies and procedures to meet program objectives; formulate and determine program priorities; determine staffing requirements and ratios; work with developmental center or hospital administrative personnel, central treatment services personnel, service chiefs, other Program Directors, staff assistants, and consultants in implementing program objectives; recruit, select, and assign program personnel; develop program budget; develop and implement quality assurance programs; establish standards of performance necessary to achieve program objectives; participate in program-related community activities; visit treatment wards on a regular basis; arrange for appropriate medical services when necessary; observe and intervene in instances of disruptive or assaultive behavior; and ensure the security and safety of forensic clients, patients, inmates, staff, and visitors with the program

Special Personal Characteristics

A willingness to work at developmental centers, State hospitals, or at correctional facilities contracting with the Department of Mental Health for diagnostic and treatment services; leadership ability; empathetic and objective understanding of the problems of developmentally or mentally disordered offenders; tact; patience; and emotional stability.

Special Physical Characteristics

Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, inmates, or the public.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Principles and methods of health care, rehabilitation, education, and psychiatric treatment as related to the care and treatment of forensic clients, patients, or inmates with developmental or mental disabilities; the care and treatment of forensic clients, patients, or inmates with developmental or mental disabilities; principles for maximizing the physical, cognitive, and social development of forensic clients, patients, or inmates; specific expertise related to program content; principles, procedures, and techniques used in planning, evaluating, and administering a multidisciplinary forensic client, patient, or inmate treatment program; principles and practices of personnel management and effective supervision; State and Federal laws and rules pertaining to developmental center or mental hospital administration; principles and practices of community organization for developmental or mental disabilities; developmental center/hospital organization, management, and procedures; a manager's role in equal employment opportunities.

 

Ability to: Plan, direct, and coordinate a program that provides care and treatment and maximizes the progress of forensic clients, patients, or inmates; direct research and evaluation projects; analyze complex problems and take appropriate action; formulate and manage a multidisciplinary forensic client, patient, or inmate treatment program; integrate the program with the overall functions of the developmental center/hospital; communicate effectively; work independently in identifying the need for and developing proposed changes in program practices and procedures.

Eligible List Information

A Departmental Open eligible list for the PROGRAM DIRECTOR (MENTAL DISABILITIES-SAFETY) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Training and Experience Examination Preview

Instructions:

Rate your knowledge and experience performing specific job-related tasks.

Task:

1.    Promoting and implementing the principles of care services and operations through the review of observational data, to meet all licensing, State and Federal regulations and accreditation standards.

2.    Collaborating with stakeholders, through meetings, committees, and other work groups/teams to enhance communication, formulate goals, promote action, and followup to ensure compliance with standards of care on an ongoing basis, as required.

3.    Developing and implementing policies, procedures and directives to ensure the delivery of standards of care, improve services and outcomes, promote safety and security to adhere to Standards of Care, Government Code and Special Orders.

4.    Managing and/or supervising assignment of all staff allocated to the Program/Service, to ensure appropriate coverage, staffing and effective utilization of resources, through meetings and coordination with other managers and supervisors.

5.    Monitoring the use of overtime to cover staff shortages and ensure economical use of staff by analyzing and evaluating patterns and trends and implementing corrective action as appropriate.

6.    Monitoring and reviewing staff use of leave time, unplanned absences, and sick leave/FMLA in order to assess appropriateness of time used and implement corrective action using progressive discipline as needed.

7.    Promoting and practicing Equal Employment Opportunity to assure compliance with departmental and facility policies, by encouraging and providing for staff training that meets hospital and program requirements and enhances individual competence and development.

8.    Identifying opportunities for performance improvement and development for staff by reviewing performance and providing feedback by completing individual development plans, probationary reports and performance appraisals.

9.    Acknowledging positive performance by employees by documenting observation, personal, public or written recognition to improve employee moral and recognize quality effort of personnel as a best practice.

11. Maintaining collaborative relationships with internal and external stakeholders involved in the transition of patients as appropriate to their legal classification and dispositional track by communicating, gathering information, resolving issues, and providing support.

12. Facilitating and reviewing admission transfers, discharge planning and utilization review to ensure timely transition of patients and optimum length of stay with positive clinical outcomes for appropriate disposition.

13. Maintaining positive professional working relationships with staff within the program and throughout the facility by adhering to bargaining unit contracts (MOU), communicating, resolving issues, and/or providing support, as required.

14. Facilitating meetings to provide consistency and standards of care, leadership, improve services and outcomes, promote safety and security, under the direction of the Clinical Administrator and/or Executive Director

15. Providing informational reports (i.e., data collection, statistical data, daily reports) for internal and external use, to improve service outcomes, using detailed analysis, and review of data.

16. Providing direction and oversight of program budget expenditures and allocated resources among staff and units in order to ensure utilization of resources are effective and appropriate, as authorized by the Clinical Administrator and/or the Executive Director.

17. Performing problem solving and trouble shooting of program activities to assure effective treatment and to achieve program goals, through conflict resolution, team building, mentoring, providing support and guidance, and training.

18. Reviewing and analyzing data, identifying patterns and trends, to ensure positive outcomes, safety, security and functionality of the units.

19. Reporting the outcomes of special projects and/or assignments to Executive Team Members and/or the quality counsel, providing detailed analysis of the proposed action plan, in order to obtain approval for implementation.

20. Directing, coordinating, and integrating the care and treatment provided to patients served by the program, in order to achieve optimal treatment outcomes through communication, gathering of information, resolving issues.

21. Conducting rounds and inspections to units on a regular basis to oversee and assess treatment activities, unit security, safety, and physical environment in collaboration with unit supervisors by personally visiting treatment units as required.

22. Recommending discipline/corrective action in collaboration with Personnel, Labor Relations and Equal Employment Opportunity (EEO), through case conferences and meetings, in order to address and/or correct inappropriate behavior of staff.

23. Assigning program personnel through the selection and training of staff, to ensure the most appropriate staff is assigned as needed.

24. Working in collaboration with Information Technology to monitor the needs of the program, by providing authorization for staff access and responding with corrective action when notified of any misuse of the equipment.

25. Reviewing incidents as they occur, determine appropriate Standards of Care are followed, train and develop staff to prevent reoccurrence, monitor and report to the Clinical Administrator findings and potential performance measures.

 

Knowledge, Skill or Ability:

1.    Knowledge of the principles and methods of health care, rehabilitation, education, and psychiatric treatment as related to the care and treatment of, patients or inmates with mental disabilities to provide administrative and/or clinical direction.

2.    Knowledge of the care and treatment of patients or inmates with mental disabilities to ensure safety and security of staff, patients and the community.

3.    Knowledge of the principles for maximizing the physical, cognitive, and social development of patients or inmates to ensure appropriate treatment.

4.    Knowledge of the principles, procedures, and techniques used in planning, evaluating, and administering a treatment program for patients or inmates in order to optimize treatment outcomes.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
