Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

Two years of varied experience as a journey level plumber; and completion of a recognized apprenticeship in plumbing.

Or II

Six years of varied experience installing, maintaining, inspecting, and repairing standard plumbing equipment. An Associate of Arts or Certificate of Arts Degree in Plumbing from an accredited community college may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but they must present evidence of completion prior to appointment.)

Position Description

00106543 - PLUMBER SUPERVISOR

This is the first full supervisory level. Incumbents plan, lay out, direct and inspect the work of a crew of Plumbers and other workers engaged in plumbing installation and repair work; advise in the selection of plumbing materials; requisition plumbing materials and supplies; see that work is carried out according to plans and specifications and is properly correlated with other trades; and see that safety regulations are followed.

Examination Information

Applicants must submit their exam application AND complete the exam during the same cut-off period.  For example, if you submit your exam application on July 8th, 2024 (which is after the July 5th, 2024 cut-off) you must complete the exam by July 19th, 2024.  Filing Cut-Off Dates are listed at the beginning of the exam bulletin.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of basic arithmetic, spelling and grammar; principles, methods, materials, tools, and equipment used in plumbing; Safety Orders of the Division of Industrial Safety applicable to plumbing; and building codes; techniques of effective supervision; the department's Equal Employment Opportunity (EEO) Program objectives; a manager's role in the EEO Program and the processes available to meet EEO objectives.

Skill in: Performing plumbing work and in caring for tools, materials, and equipment.

Ability to read and write English at a level required for successful job performance; follow directions; acquire acceptable work habits such as punctuality, neatness and dependability; work safely; make satisfactory progress in the prescribed academic and practical work in an approved apprenticeship program for Plumber I; read and write English at a level required for successful job performance; read blueprints and work from plans and specifications; keep records and make simple reports; prepare rough sketches of minor plumbing installations; estimate material and labor costs for minor plumbing jobs; plan, lay out, direct and inspect the work of a crew of plumbers and helpers; effectively contribute to the department's EEO objectives.

Eligible List Information

A Departmental Open eligible list for the PLUMBER SUPERVISOR Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

Training and Experience Examination Preview

Instructions: Rate your knowledge and experience performing specific job-related tasks.

  1. Maintain safety equipment inventory (e.g., goggles, first-aid kit, latex gloves, personal protective equipment).
  2. Lead, instruct, and/or work with crews on the installation, repair, and maintenance of plumbing systems in buildings/facilities.
  3. Ensure that all tools and supplies are accounted for and stored properly.
  4. Ensure that safety regulations are followed on a daily basis.
  5. Respond to work orders and maintenance requests to complete plumbing projects.
  6. Oversee, install, and/or repair building plumbing fixtures (e.g., shower valves, urinals, faucets, water closets) within buildings/facilities utilizing various hand tools and power equipment.
  7. Maintain tools, equipment, and vehicles to ensure safety and utility.
  8. Oversee and install standard plumbing installations concerned with various applications (e.g., water, gas, sewage).
  9. Oversee, maintain, and repair water mains and interior and exterior water lines (i.e., for a variety of sizes and types of pipe such as galvanized, copper, plastic).
  10. Requisition plumbing materials and supplies to ensure adequate inventory.
  11. Communicate in a professional and effective manner to provide and obtain information.
  12. Maintain Plumbing Shop as a safe and clean working environment.
  13. Inspect standard plumbing installations concerned with various applications (e.g., water, gas, sewage) to determine functionality and maximum efficiency.
  14. Oversee, maintain, and repair sewer mains and building laterals to ensure proper sewer flow and utility function.
  15. Repair water mains and interior and exterior water lines (i.e., for a variety of sizes and types of pipe such as galvanized, copper, plastic).
  16. Coordinate with trades people, contractors and vendors regarding projects (e.g. utility shutdowns, preventative maintenance and repairs of plumbing projects, etc.).
  17. Monitor plumbing installations to detect and resolve any public safety issues.
  18. Maintain plumbing shop inventories and records of repair parts and supplies for plumbing projects.
  19. Retrieve broken machine snake cables and repair damage to sewer lines.
  20. Locate and/or mark the position of pipe installations, connections, passage holes, or fixtures in structures.

 
Instructions: Rate your knowledge and experience performing specific job-related knowledge and abilities.

  1. Knowledge of accurate plumbing installation and servicing techniques concerned with various applications (e.g., water, gas, sewage) in order to complete plumbing projects. 
  2. Knowledge of drain or pipe clearing/cleaning equipment (e.g., drain cleaning cables, hand spinners, handheld electric snake, power sink machine, drain cleaners, toilet augers, blow/bladder bag) to facilitate plumbing activities.
  3. Knowledge of materials, tools and equipment used in the installation, maintenance, and repair of plumbing equipment (e.g., underground utilities, valves, fixtures, etc.), to accomplish a work assignment and provide direction/information.
  4. Skill to accurately perform plumbing work and care for tools, materials, and equipment to properly carry out plumbing tasks.
  5. Ability to install plumbing equipment (e.g., underground utilities, valves, fixtures, etc.), to accomplish a work assignment.
  6. Ability to troubleshoot plumbing problems to repair and ensure safe and proper operation.
  7. Ability to efficiently use hand tools (e.g., basin wrench, pipe wrench, augers, hammer, tape measure, level, plunger) to lead and/or complete plumber activities.
  8. Ability to properly recognize potentially dangerous or problematic plumbing circumstances to implement feasible preventative measures.
  9. Ability to use appropriate care and handling of power tools to ensure safe and proper operation during the performance of daily assignments.
  10. Ability to maintain plumbing equipment (e.g., underground utilities, valves, fixtures, etc.), to accomplish a work assignment.
  11. Ability to follow oral and written instructions to lead and/or carry out various plumbing tasks.
  12. Ability to independently apply appropriate solutions to resolve plumbing problems.
  13. Ability to efficiently use specialty wrenches (e.g., chain wrenches, spud wrenches, adjustable pipe wrenches, strainer wrenches, water heater element removal wrenches, angle-stop puller, garbage disposal wrench) to facilitate and/or complete plumbing activities.
  14. Ability to independently solder, and install copper fittings into copper lines to efficiently direct others and/or complete plumbing activities.
  15. Ability to review information to accurately develop and evaluate options and implement feasible solutions to plumbing problems.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
