Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

II Experience: Three years of experience as a journeyperson in one of the skilled mechanical or construction trades, at least one year of which shall have been in a supervisory capacity over journeyperson crews engaged in construction, maintenance, or repair of buildings and related mechanical equipment facilities

Position Description

00106756 - UTILITY SHOPS SUPERVISOR

In an agency or institution having few craftspersons and helpers, plans, assigns, and supervises the work of, and as necessary, works with a small mixed crew of mechanical or building trades craftspersons and other workers engaged in the installation, maintenance, and repair of building facilities, mechanical and power equipment systems, test apparatus, and other special project equipment; makes shop drawings and estimates of labor and materials for specific projects; requisitions supplies, materials, tools, and equipment; schedules material flow and work assignments of various workers to maintain orderly job progress and to insure that projects are carried out according to plans and specifications; supervises the cleaning and maintenance of tools and equipment; keeps records and makes reports; instructs and leads skilled and unskilled assistants.

Under direction, to supervise and work with a small crew of journeypersons and helpers of mixed mechanical and building trades engaged in repair, maintenance, or minor construction support activities; may instruct, lead, or supervise inmates, wards, or resident workers; and do related work.

Special Personal Characteristics

A willingness to work at developmental centers, State hospitals, or at correctional facilities contracting with the Department of Mental Health for diagnostic and treatment services; leadership ability; empathetic and objective understanding of the problems of developmentally or mentally disordered offenders; tact; patience; and emotional stability.

Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, inmates, or the public.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Methods, materials, tools and equipment used in the construction, maintenance, and repair of buildings, building equipment and mechanical equipment installations; codes, rules, regulation, and Safety Orders applicable to the various building and mechanical trades; principles of effective supervision; methods used in requisitioning, receiving, storing and using tools, materials, and supplies; department's affirmative action program objectives; a manager's role in the affirmative action program and the processes available to meet affirmative action objectives.

 

Ability to: Assign, supervise, and inspect the work of building and mechanical trades journeypersons; read and interpret blueprints and work from plans and specifications., operate standard power tools and machines used in mechanical and construction trades work; estimate labor and material requirements; keep records and prepare reports; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Servicewide Open eligible list for the UTILITY SHOPS SUPERVISOR Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

Training and Experience Examination Preview

Instructions: Rate your knowledge and experience performing specific job-related tasks.

 

  1. Assign and/or oversee the work of laborers assigned to the Utility Shop (i.e., Fusion Welders, Maintenance Mechanics, Building Maintenance Workers, other trades). 
  2. Coordinate efforts with a mixed staff of mechanical or building trades craftspeople, and other staff engaged in the installation, maintenance, and repair of building facilities, mechanical and power equipment systems, test apparatuses, and/or other special project equipment.
  3. Oversee the cleaning and maintenance of tools and equipment (e.g., lathes, grinders, cutoff saws, etc.). 
  4. Manage the daily work order log to ensure efficient unit operations.
  5. Evaluate and organize all work orders by prioritizing them and following facility health and safety standards.
  6. Maintain and order equipment and supplies.
  7. Oversee daily tool control procedures to prevent misuse or theft. 
  8. Review work assignments completed in the Fabrication Shop to ensure they are in compliance with legal mandates (e.g. Americans With Disabilities Act [ADA], Occupational Safety and Health Administration [OSHA], etc.) that govern facility operations. 
  9. Coordinate planning and completion of projects with immediate supervisor and other building maintenance supervisors.
  10. Work with building maintenance staff to oversee maintenance, repair, and/or construction needed throughout the facility and grounds. 
  11. Investigate and document all accidents or injuries that occur in the Fabrication Shop or job site by promptly following facility policies and procedures to prepare reports of findings.
  12. Develop reports and maintain logs by noting the outcome of inspections conducted to document any deficiencies or violations. 
  13. Assess assigned staff on health and safety related issues to provide corrective action.
  14. Report and document unsafe equipment and/or environmental conditions to management verbally and in writing. 
  15. Oversee material flow and work assignments by delegating to staff based on work priority and equipment availability.
  16. Train staff on proper usage of equipment and processes (e.g., forklifts, defensive driving, etc.).
  17. Assist in the instruction, training and development of unskilled assistants.
  18. Evaluate the performance of subordinates on an annual basis utilizing performance appraisals to develop individual development plans and objectives.

  1. Knowledge of applicable codes, rules, regulations, and Safety Orders that correspond to relevant building and mechanical trades utilized in the facility.
  2. Knowledge of techniques, tools, and principles involved in the development of technical plans, blueprints, drawings, and models to apply them on job sites.
  3. Knowledge of methods, materials, tools, and equipment to utilize them in the construction, maintenance, and/or repair of buildings, and mechanical equipment.
  4. Knowledge of principles to effectively lead and supervise subordinate staff.
  5. Ability to analyze situations accurately to adopt an appropriate and effective course of action.
  6. Ability to communicate information to others effectively and tactfully in person or over the phone.
  7. Ability to exercise judgment when using safety equipment to ensure facility compliance with health and safety regulations.
  8. Ability to instruct on the safe operation of standard power tools (e.g., reciprocating saws, drill motors, drill presses, and grinders) and machines to use them in mechanical and construction trade work.
  9. Ability to support a safe and hazard free work environment through practice of personal safety in identifying hazards according to published facility policies.
  10. Ability to use word processing software to write memos, reports, and electronic correspondence to effectively communicate with peers and management.
  11. Ability to accurately estimate the cost of assignments conducted in the Fabrication Shop/Utility Shop to aid in the efficient requisition of tools, supplies, and materials.  
  12. Ability to plan, assign, and direct the work of subordinate staff to effectively supervise an area of responsibility and provide the safety of staff.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
