Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I:

Two years of experience in the California state service performing the duties of a Senior Psychiatric Technician I or of a supervisory custodial or domestic services class at a level of responsibility equivalent to Laundry Supervisor I, Supervising Housekeeper II or Janitor Supervisor II.

Or II:

Experience: Three years of experience in one or a combination of the following:


1. Selection, purchasing, fitting, repairing, marking or alteration of shoes or clothing items. or


2. Purchasing, selection, storage, receiving and issuance of a variety of merchandise.

Position Description

00102066 - CLOTHING CENTER MANAGER

Plans, organizes and directs a hospital patient clothing program designed to assist in improving the personal appearance and mental well-being of patients; coordinates the patient clothing program with other hospital business services departments and hospital treatment services; supervises a patient clothing center where patients select clothing and sundry items; supervises and trains a staff engaged in the selection, fitting, alteration, manufacturing and marking of patient clothing; confers with the hospital social service department concerning the clothing needs of patients on family care leave from the hospital and arranges for clothing selection and shipment to patients; assists the hospital rehabilitation services department in the vocational training of patients assigned to the clothing center; confers with clothing manufacturers and retail clothing distributors concerning the planning and selection of clothing from private and State sources; assists in negotiating and maintaining dry-cleaning contracts; supervises the receiving, checking and storing of clothing center items; orders clothing items, keeps inventory records and maintains supplies; prepares reports; assists in the preparation of the annual budget for the clothing center.

Special Personal Characteristics:

Sympathetic understanding of the problems of mental patients.

Additional Desirable Qualification:

Education equivalent to completion of the twelfth grade.

Examination Information

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Selection and purchasing of clothing items; principles, practices and problems involved in managing a patient clothing program in a hospital and integrating, evaluating and coordinating it with other programs of the institution; principles, practices and technique of supervision; financial record keeping and fiscal controls; modern storekeeping methods and practices, including the keeping of receiving and inventory records, proper methods of storing clothing items; department's Affirmative Action Program goals and objectives.

 

Ability to: Read and write English at a level required for successful job performance; plan, organize, direct and evaluate the work of others; understand the attitudes, problems and behavior of the mentally or physically handicapped; secure and maintain the respect and cooperation of hospital officials, employees and patients; work effectively with members of the medical and ancillary professions; analyze problems and take effective action; prepare reports; effectively implement department's affirmative action objectives.

Training and Experience Examination Preview

Instructions:

Rate your knowledge and experience performing specific job-related tasks.

Task:

1. Establish daily operations to organize a program (e.g. business, non-profit, store, public service etc.).

2. Supervise staff to ensure customers receive clothing and other miscellaneous items as needed.

3. Supervise staff engaging with customers in the selection, alteration, and identification of clothing.

4. Confer with manufacturers and distributors for procurement of items.

5. Assist with negotiations of contracts to maintain operational needs.

6. Supervise the receiving and storing of items to maintain inventory and ensure quality control.

7. Order supplies and materials to maintain consistent inventory of needed items.

8. Prepare or supervise the preparation of reports to share information or update status by maintaining databases and monitoring inventory levels, etc.

9. Assist in the preparation of the program budget to ensure sufficient funding of inventory, equipment, and staff by providing appropriate financial, material, and personnel data.

10. Evaluate and supervise staff by monitoring work activities, assigned tasks, and input from recipients to ensure consistent services and productivity.

11. Investigate and document all accidents or injuries that occur by promptly following policies and procedures.

12. Supervise and evaluate employee performance and monitor training completion.

13. Incorporate changes of rules and guidelines into daily operations to stay current with policies, and procedures.

14. Supervise staff in maintaining customer/vendor relationships that meet organizational goals and procurement guidelines.

15. Promote an environment free of sexual harassment following all guidelines according to Equal Employment Opportunity (EEO), State and Federal laws.

16. Develop, track and maintain reconciliation of stock reports to ensure needs are properly represented in the budget.

17. Coordinate the purchasing of inventory (e.g. merchandise, etc.) using a procurement process to maintain consistent availability.

18. Recognize all safety and security measures in order to safely respond to emergency situations.

19. Maintain professional rapport with organizations by utilizing open communication in order to promote teamwork and a safe environment.

Knowledge, Skill, or Ability:

1. Knowledge of fiscal record keeping and inventory controls to accurately track funds and materials.

3. Knowledge of basic computer usage to compose emails, maintain electronic inventory, etc.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
