MINIMUM QUALIFICATIONS

Possession of the legal requirements for the practice of medicine in California as determined by the Medical Board of California (originally known as California Board of Medical Quality Assurance) or the California Board of Osteopathic Examiners. (Applicants who are in the process of securing approval of their qualifications by the Medical Board of California or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment.)

AND

Possession of a valid license issued either by the American Medical Specialty Board or an American Osteopathic Specialty Board as a specialist in one of the fields of medicine, or eligibility for examination for one of these certificates as evidenced by written statement from the Secretary of the Board. (Applicants who can establish specialty board eligibility within six months of the final filing date announced for the civil service examination for this class will be admitted to competition but their names will not be certified from the employee list unless the required verification is submitted within this time limit).

AND

One year of experience in medical epidemiology. (Qualifying experience for medical epidemiology is considered one year of work experience in medical epidemiology after completing a residency or fellowship program.)

Position Description

00107716 - PUBLIC HEALTH MEDICAL OFFICER III (EPIDEMIOLOGY)

A Public Health Medical Officer III (Epidemiology) typically serves either as the administrator of a major public health technical program area or as a technical consultant to the administrator of a major public health program area assisting in its design, implementation, and analysis; and performs other work as required. In either capacity, the Public Health Medical Officer III (Epidemiology) initiates, organizes, and directs original epidemiologic findings to health polices; may supervise professional, technical and clerical personnel engaged in epidemiologic studies and investigations; provides expert consultation on epidemiology to other state programs; acts as liaison between the Department and other medical institutions or agencies cooperating in studies of mutual interest; coordinates activities of advisory committees; advises on and participates in training of students and residents in programs of epidemiology, biometry, demography, or other related fields; prepares research grant applications, articles for publication, and reports; reviews and evaluates research studies and methods in specialized areas of epidemiology; addresses professional and lay groups.

A Departmental Open eligible list for the PUBLIC HEALTH MEDICAL OFFICER III (EPIDEMIOLOGY) Classification will be established for:

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Public Health reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
