Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid license as a clinical laboratory bio-analyst or technologist (general or specialized) or certification as a public health microbiologist issued by the California Deparmtment of Public Health, AND

Either Pattern One:

Two years of experience performing the duties of an Examiner II, Laboratory Field Services, in California state service, OR

Pattern Two:

Experience: Broad and extensive professional experience in a large clinical or public health laboratory in administration or supervision, AND

Education: Possession of a doctoral degree in one of the clinical or public health laboratory sciences.

The required degree must have been obtained from a recognized U.S. university or from a foreign university approved by the Bureau of Private Postsecondary and Vocational Education under the provision of California Education Code Chapter 3, Part 59, Division 10.

Position Description

00107947 - EXAMINER III LABORATORY FIELD SERVICES

This is the staff specialist level of the Examiner series. Under general direction, the incumbent develops and administers a complex area of Laboratory Field Services, such as evaluation of licensing personnel, biologics licensing, and evaluation and approval of clinical laboratory training facilities; provides guidance in his/her area of specialization to Examiners I, Laboratory Field Services; and performs other related duties.

  1. State and Federal laws and regulations relating to clinical and public health laboratories, biologics production, tissue banks, blood banks, and laboratory personnel licensure requirements.
  2. Principles and procedures involved in the investigation of violations and current developments in legislative action affecting clinical and public health laboratories and personnel.
  3. General principles of effective supervision.
  4. Principles and practices of organization and management as applied to a laboratory program or activity.
  5. Technical areas of clinical or public health laboratory sciences (i.e., clinical chemistry, toxicology, bacteriology, immunology, mycology, hematology, parasitology, cytology, or virology) used in the laboratory investigation of diseases.
  6. Principles, techniques, equipment and terminology used in the laboratory investigation of diseases.
  7. Current developments in clinical and public health laboratory sciences.
  8. State and Federal laws and regulations related to clinical and public health laboratories, biologics production, and proficiency testing services.
  9. Clinical Laboratory Improvement Amendments (CLIA) to ensure compliance with State and federal clinical laboratory laws and regulations.
  10. Clinical microbiology bacteriology, virology, parasitology, immunology, and mycology.
  11. Bacterial, fungal, parasitic, viral, and other microbial organisms required to perform daily duties.
  12. Techniques, equipment, and terminology used in the laboratory for the detection and identification of disease agents.
  13. Principles, techniques, and terminology used in immunology.
  14. The common causes of diseases and methods of transmission and control of communicable diseases.
  15. Scientific resources to support daily duties in the laboratory.
  16. General clinical and public health laboratory operational functions (e.g. confidentiality of patient information, HIPAA, specimen identification and integrity, handling complaints, communication of information, and personnel competency).
  17. Categories of licenses/certification/registration issued under the clinical and public health laboratory laws and regulations.
  18. The manager’s role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

  5. Perform clinical laboratory tests, microbiological analyses, or other specialized technical procedures.
  6. Conduct surveys of clinical and public health laboratories, blood banks and other specialized facilities with accuracy, thoroughness and tact.
  7. Interpret and apply State and Federal laws and regulations to specific cases regarding laboratory facilities.
  8. Consult with laboratory personnel and administrators regarding laboratory surveys and investigations.
  9. Keep organized records and make detailed reports regarding surveys and investigations.
  10. Analyze situations accurately and take effective action to carry out daily duties.
  11. Observe and practice proper safety precautions and procedures during daily activities.
  12. Operate a computer and other office productivity machinery (e.g. calculator, copy machine, and computer printer).

Eligible List Information

A Departmental Open eligible list for the EXAMINER III LABORATORY FIELD SERVICES Classification will be established for:

  • Department of Public Health

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Testing is considered continuous as dates can be set at any time. Applications will be reviewed to ensure the minimum requirements for participation in this exam are met. Possession of the entrance requirements does not assure a place on the eligible list. Once you have taken the examination, you may not retest for 24 months from the established list date.


Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
