Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers. and

Two years of experience performing the duties of a Senior Engineer, Water Resources, or in comparable work.

Position Description

00103258 - SUPERVISING ENGINEER WATER RESOURCES

Lays out, assigns, supervises, and reviews the work of a staff engaged in one or more of the following activities: making comprehensive, broadscope planning investigations involving the availability of water supply, the requirements of water, the development and utilization of water resources, and the development and disposal of water and electric power from units of the California Water Plan or a combination of related local planning investigations; operating the Flood Operation Center and the Federal-State River Forecast Center, preparing engineering studies on the hydraulic design for authorized projects, developing policy concepts for flood plain management and performing statutory inspections of the Sacramento-San Joaquin Flood Control Project; investigating the safety of design, construction and operation of proposed or existing dams and related structures including the making of operational, structural and hydraulic analyses or investigating proposed dam sites, inspecting construction for compliance with approved plans and specifications and inspecting existing dams for safe operation and maintenance; designing all the features of a major aqueduct or dam, except electrical and mechanical, including the main dam, diversion dam and afterbay; supervising the construction of a medium-size dam such as Isabella or Don Pedro or a major unit of the San Joaquin- Southern California Aqueduct; investigating surface and underground water supply and preparing engineering reports for use in adjudicating existing water rights; distributing water supply under stipulated agreements and court decrees; administering statutes on the appropriation of unappropriated water; studying the causes of floods and recommending methods for controlling them; studying the economics of public districts.

Furnishes consultation and technical advice to departmental personnel on all matters pertaining to a specific engineering field such as concrete or soils. Represents his/her Department in conferences with contractors, private engineering firms, or other governmental agencies regarding the design or construction of hydraulic structures; secures, trains, and evaluates the performance of personnel and takes or recommends appropriate action; prepares reports and dictates correspondence.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge in one or more of the following water-oriented civil engineering fields:

1. Water resource development planning, including the science of hydrology, measurement of and evaluation procedures employed in making water resource inventories; water utilization; project economics and layout and formulation of singlespace and multipurpose water development projects.

2. Statutory enactments and court decisions relating to water appropriations, distribution, and the investigation leading to the adjudication of the rights to use water and the practice of distributing water supply under stipulated agreements and court decrees.

3. Design of a wide variety of engineering projects, including hydraulic structures employed in water supply, irrigation, drainage, hydroelectric power production, and flood control and related activities; engineering mathematics, design methods and procedures, properties, and uses of construction materials, standard specifications and pertinent codes, construction methods and equipment, and the effect of structural geology and soil conditions on the design and adequacy of structures.

4. Construction, inspection, and maintenance of a wide variety of engineering projects associated with water resource development; methods, materials, accepted safety practices, and equipment employed in construction; and laws, rules, and regulations pertaining to construction, repair and maintenance of water projects.

5. Operation of water development, transport, and control features to meet water conservation, power generation, flood control, drainage, salinity control, navigation, recreation, fish and wildlife requirements, including negotiation and administration of contracts.

California Water Plan, California Water Development Program, other activities of the Department of Water Resources, activities of the State Water Resources Control Board and other departments in the Resources Agency engaged in related water resources planning and development; principles of effective supervision and administration; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

Eligible List Information

A Departmental Open eligible list for the SUPERVISING ENGINEER WATER RESOURCES Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Water Resources reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
