Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Education: Equivalent to graduation from college and completion of graduate study in a library school. (Registration as a graduate student in a library school will admit applicants to the examination, but they must submit evidence of completion before they can be considered eligible for appointment.)

Typical Tasks

This is the entry and journeyperson level for this series. Incumbents may either (1) perform difficult professional work in connection with selecting, cataloging, loaning, or the reference use of books and other library materials; (2) have full responsibility for a smaller institutional library; or (3) perform specialized professional library activities, such as systems analysis and research projects.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge and Abilities

Knowledge of: Principles, trends, and practices of professional library work; modern library methods, techniques, and terminology; standard reference materials, library tools, guides, and indexes; library purposes, trends, and organization.

 

Ability to: Apply professional knowledge to the practical problems of the job; establish and maintain cooperative relationships with library users, co-workers, supervisors, and others contacted during the course of work; analyze situations accurately and take effective action; speak and write effectively.

Eligible List Information

A Servicewide Open eligible list for the LIBRARIAN (RESIDENTIAL CARE CENTERS) Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

Training And Experience Examination Preview

Instructions:

 

Rate your knowledge and experience performing specific job-related tasks.

 

Tasks:

 

1:  Provide research materials (e.g. books, magazines, law library, etc.) to assist patients and staff with case work/projects by performing professional library services (e.g., selecting and cataloging reading/research materials, inter-library loan, circulation, etc.).

2:  Prepare library inventory (e.g. books, magazines, etc.) for circulation by cataloging materials according to current library classification systems (i.e. Dewey, Library of Congress, National Library of Medicine).

3: Promote a working environment free of discrimination and sexual harassment to improve morale and safety.

4: Monitor behavior between patients and staff to ensure professional boundaries are maintained using training and report issues when required.

5: Monitor activity of library users to ensure proper usage and safety guidelines are followed using visual observation.

6: Develop effective relationships with clientele and staff to ensure good rapport and safety guidelines are maintained within the library.

7: Scan cataloging bar-codes when checking out/loaning items (e.g., books, magazines, etc.) to track location of inventory.

8: Operate online programs such as Integrated Library System (ILS), Library World, Destiny, or Alexadria in place of card catalogs utilized to locate library materials.

9: Remind staff to return borrowed or overdue library materials in a timely manner using email or telephone.

10: Perform the application of the basic philosophy, principles, and theories of library service.

11: Select library materials (e.g., books, magazines, newspapers, etc.) as needed to maintain current and relevant selections of reference materials by obtaining suggestions and requests from clientele and staff.

12: Order library materials (e.g., books, magazines, newspapers, etc.) and other supplies to maintain a current and relevant selection of reference materials by submitting purchase order request to procurement staff.

13: Repair/replace books and other library materials as needed to maintain proper condition of library inventory.

14: Perform collection development on library inventory to ensure collection is relevant and current by cataloging and reviewing inventory details (e.g., condition, age, etc.).

15: Submit recommendations for new library acquisitions to improve library inventory and services by submitting ideas to management.

Knowledge, Skill, or Ability:

1:  Knowledge of modern library methods, cataloging systems (e.g., Dewey Decimal System, Library of Congress) and terminology for efficient operation of library.

2:  Knowledge of computerized card catalog systems to locate reading materials.

3:  Knowledge of electronic database(s) to search for data by subject (e.g. author, book title, year, etc.).

4:  Knowledge of standard library reference materials to assist users with research.

5:  Knowledge of computer software and databases used for research.

6:  Knowledge of multicultural issues and their effect on the work environment.

7:  Ability to establish and maintain cooperative relationships with library staff and other facility employees (including patient workers) to meet the department’s goals and objectives.

8:  Ability to have an objective and empathetic understanding of people from different cultures, lifestyles and orientations.

9:  Ability to maintain professional-therapeutic relationships with patients to assist them with developing problem solving and self-reliance skills.

10:  Ability to communicate effectively.

11: Ability to actively support a safe and hazard free workplace through practice of personal safety and vigilance in the identification of safety or security hazards.

12: Ability to apply professional knowledge to the practical problems of library services (e.g. missing inventory, damaged property, etc.) and how to resolve them. 

13: Ability in adapting to changes in priorities, work assignments, and other issues that may impact pre-established courses of action for completing assignments.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
