This is a DEPARTMENTAL PROMOTIONAL EXAMINATION for the Employment Development Department (EDD).

The information below will help you determine which classification(s) is(are) appropriate for you. Applicants must meet the Minimum Qualifications as stated on this bulletin to compete in this examination.

Promotional Examination(s):

  • TAX ADMINISTRATOR III, EMPLOYMENT DEVELOPMENT DEPARTMENT - Promotional

In addition to meeting the Minimum Qualifications, competition is limited to individuals who meet at least one of the following filing criteria:

  • 1. Have a permanent civil service appointment with a promotional testing department (see Testing Departments), or
  • 2. Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • 3. Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • 4. Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.

In addition, college course information must include: title, semester or quarter credits, name of institution, completion dates, and degree (if applicable). Minimum Qualifications

All applicants must meet the education and/or experience requirements for this examination by the final filing date, August 7, 2024.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

All Levels:

Education Requirements: The following education background is required of all competitors who are competing for classes under the non-State service experience patterns:

 

Equivalent to graduation from college, with a specialization in accounting, business administration, public administration or economics.


Either I

 

One year of experience in the California state service performing professional tax administration duties in a class with a level of responsibility equivalent to that of Tax Administrator II, Employment Development Department; or two years of experience in the California state service performing professional tax administration duties in a class with a level of responsibility equivalent to that of Tax Administrator I, Employment Development Department.

Or II

 

Experience: Five years of increasingly responsible tax or benefit accounting, tax auditing, or field experience in tax law compliance and collection or tax-related customer service functions including at least two years in a managerial capacity. (Experience in California state service applied toward this requirement must include at least one year performing the duties in a class at a level of responsibility equivalent to that of Tax Administrator II, Employment Development Department; or at least two years performing the duties in a class at a level of responsibility equivalent to that of Tax Administrator I, Employment Development Department.) and

 

Education: The educational requirement described above.

Applicants qualifying under ANY pattern of the Minimum Qualifications requiring Education must submit evidence/proof of completion of the education requirement with their Examination Application. The proof provided must be copies of college transcripts or a diploma. FOREIGN DEGREES

Applicants with foreign degrees must provide an official foreign transcript evaluation that indicates that his/her foreign course work is equivalent to a degree from an accredited U.S. college or university. EDD accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing. Agencies accredited by the Commission for Foreign Transcription Evaluation may be found on the Commission’s website: www.ctc.ca.gov.

Position Description

00104337 - TAX ADMINISTRATOR III, EMPLOYMENT DEVELOPMENT DEPARTMENT

Positions at this level typically report to a Division Chief and have full management and supervisory responsibility in charge of a major employment tax or benefit accounting function, or functions, when it is so unusually large and complex as to require subordinate supervisors at the Tax Administrator II level on a subfunctional or geographic basis. In those cases where the supervisory and management responsibility is minimal, it must be balanced out by responsibility for a function with multidepartmental or statewide impact requiring skills and knowledge at the highest level with responsibility for work of the most critical or sensitive nature as relates to the Department's primary mission. Incumbents in this class typically either:

 

1. Administer the entire or large segment of the tax audit, collection or customer service program. or

 

2. Administer the central office activities of a major technical function of the employment tax or benefit accounting program. or

 

3. Assist and provide high level expertise to a Division Chief or Deputy Director in reaching organization goals, including responsibility for large, highly complex, sensitive branch projects; policy or program review; or implementation of major statewide programs. This will always include the supervision of administrative support staff or a small program unit, as specialist positions are not appropriate at this level.

COMPETITORS WHO DO NOT COMPLETE THE TRAINING AND EXPERIENCE ASSESSMENT OR DO NOT SUBMIT IT BY THE DUE DATE WILL BE DISQUALIFIED FROM THE EXAMINATION PROCESS.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Basic principles, procedures and techniques used in administering the Tax Branch's tax auditing, tax or benefit accounting, tax compliance and tax-related customer service programs; taxing and related provisions of the California Unemployment Insurance Code and the Revenue and Taxation Code as they relate to the Unemployment and Disability Insurance Programs administered by the Department; legal opinions, California Unemployment Insurance Appeals Board decisions and court decisions related to the Unemployment Insurance Code and Personal Income Tax Withholding programs; departmental policies, rules and regulations; organization and operation of the Department's Tax Branch programs, policies, laws and procedures; role in establishing and implementing processes for office management and supervision techniques; and upward mobility programs.

 

Ability to: Personally, or through subordinates, supervise and direct a professional staff responsible for an element of the employment tax or benefit accounting program in a field or central office setting or to assist a higher level administrator in the operation of a major program; apply principles, procedures and techniques used in administering the Department's Tax Branch accounting, auditing, compliance and tax-related customer service programs; apply the provisions of the California Unemployment Insurance Code and the Revenue and Taxation Code and applicable regulations; apply legal opinions, court and California Unemployment Insurance Appeals Board decisions and departmental policies and procedures, establish and maintain cooperative working relations with those contacted during the course of the work; analyze situations accurately and adopt an effective course of action; communicate effectively; develop and effectively utilize all available resources; and understand and support upward mobility programs.

Eligible List Information

A Departmental Promotional eligible list for the TAX ADMINISTRATOR III, EMPLOYMENT DEVELOPMENT DEPARTMENT Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Competitors may compete only once in any consecutive 12-month period.

Veterans' Preference is not granted for promotional examinations.

Career Credits are not granted for examination(s) administered on an Open basis or a Promotional basis.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Employment Development Department reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
