Application Instructions

Effective October 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 18, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

Possession of the legal requirements to practice as a professional Registered Nurse in California as determined by the California Board of Registered Nursing.

Or II

Possession of a valid license to practice as a Psychiatric Technician issued by the California Board of Vocational Nursing and Psychiatric Technicians.  And

Experience:  One year of experience performing the duties of a nursing classification comparable in level of responsibility to a Registered Nurse, Range B or Senior Psychiatric Technician classification in the direction of the nursing services for a California developmental center, State hospital, Psychiatric Program, or correctional facility level-of-care unit during a shift.

Applicants possessing the required license/certificate at the time of application must show the number, title, and expiration date on their Examination Application (Std. Form 678).

Special Personal Characteristics:  Willingness to work at State hospitals, Psychiatric Programs, or correctional facilities; demonstrated leadership ability; sympathetic and objective understanding of the problems of developmentally or mentally disordered patients; tact; patience; and emotional stability.

Special Physical Characteristics:  Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, incarcerated patients, or the public.

State Civil Service Out of Class Experience:  A completion of an “out-of-class (OOC) assignment memorandum”, dated within one year of assignment completion, is required to use OOC experience to meet the minimum qualifications for examination purposes.  Employees may obtain this documentation from their Classification and Pay Analyst or institutional Personnel Liaison.  OOC experience without the required documentation cannot be considered for examination purposes.


Position Description

00108104 - UNIT SUPERVISOR (SAFETY)

A Unit Supervisor (Safety), under direction, at State hospitals, Psychiatric Programs, or correctional facilities, supervises psychiatric technicians and related nursing staff; administers the routine psychiatric and developmental nursing services of a unit; coordinates the work and the staff of a unit; works as a liaison between unit staff on different shifts; trains and develops shift leads; instructs level-of-care nursing personnel in nursing, habilitation, and rehabilitation techniques for developmentally or mentally disordered offenders; and does other related work.

Incumbents in this class are responsible for the continuous management and supervision of a unit offering routine and supportive nursing services as well as behavioral and psychiatric aspects of nursing on a 24-hour basis to developmentally or mentally disordered patients. This class is distinguished from the Supervising Registered Nurse classifications in that incumbents do not manage or supervise units where medical, surgical, or neurological nursing techniques are regularly required or offered on the unit, or where there is a formal requirement for the use of a Registered Nurse as a Unit Supervisor. This class is distinguished from Unit Supervisor by the custody requirements imposed by the criminal nature of the forensic client or patient population and the security features of the facility.

A Servicewide Open eligible list for the UNIT SUPERVISOR (SAFETY) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

It is important that you read the instructions and definitions carefully. This is not a timed process.  Using the rating scales provided, you will be asked to rate your experience performing specific job-related tasks. You will be asked how often/frequently you have performed the task, and then, your level of skill in performing the task. Respond to the statements by indicating how the statement applies to you. You are required to respond to every statement by marking one option for both of the two scales provided in order to receive credit for your response.  You may refer to your WORK EXPERIENCE, whether paid or volunteer, your EDUCATION, and/or FORMAL TRAINING COURSES you have completed.

1.  Administer disciplinary action on staff to improve their behavior or performance. 

2.  Approve staff timesheets to ensure attendance and leave usage are recorded accurately and in accordance with company/organization policy. 

3.  Complete mental health nursing services audits/reviews to ensure proper and complete documentation of patient care activities and participate in ongoing quality improvement efforts.

4.  Conduct inspections of a nursing unit to ensure safety, security, cleanliness, adequate appearance, and proper maintenance of equipment, etc.

5.  Direct all routine psychiatric technician work activities to provide safe and effective care to patients and adhere to departmental/organizational policies and procedures. 

6.  Direct/supervise assigned staff in providing active treatment services to ensure implementation of individual program plans. 

7.  Ensure timely and accurate preparation of required reports to effectively manage, fulfill, and demonstrate compliance with departmental/organizational directives, standards, and regulatory agency requirements. 

8.  Evaluate problems and complaints to prepare reports and take corrective actions as needed. 

9.  Evaluate/document staff performance including probationary reports, and periodic and annual performance evaluations to provide timely performance feedback and identify opportunities for performance improvement.
10. Identify program needs to make recommendations for improving services. 

11. Investigate complaints from nursing unit staff and/or patients to identify deficiencies and staff training needs and take appropriate actions to ensure a resolution. 

12. Mentor staff to enhance their nursing skills and professional development. 

13. Monitor the effectiveness of plans/systems to address any risk factors or needed improvements. 

14. Monitor the quality and delivery of nursing care provided to patients to adjust operations, as needed, and to meet patient care needs.

15. Monitor/evaluate the work of staff in the nursing care, treatment, and rehabilitation of patients to ensure the quality and effectiveness of services provided and make adjustments. 

16. Participate in meetings pertaining to patient care to ensure compliance with existing and newly implemented policies and procedures.

17. Prepare staff scheduling calendars, including a vacation calendar, in an electronic staffing system to maintain necessary coverage of a nursing unit. 

18. Promote staff development to ensure staff receive individualized training to meet their on-the-job, personal, and/or professional goals. 

19. Respond to emergencies to administer/provide life-saving interventions within the scope of your licensure. 

20. Supervise the administration of medications and treatments to patients as prescribed by a physician. 

21. Supervise the work of staff within an assigned mental health service line delivery area to resolve program and personnel issues, maintain confidentiality, and provide training as needed. 

22. Track all required performance evaluations and probationary reports to ensure staff receive timely evaluations. 

23. Track all required Psychiatric Technician Licensure, Cardiopulmonary Resuscitation (CPR)/Basic Life Support (BLS) certificates, and mandated training to ensure compliance. 

24.  Work with other treatment team members to plan and coordinate a total treatment plan for patients in a nursing unit and ensure proper level of treatment.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

California Correctional Health Care Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
