Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

One year experience in the California state service performing the duties of an Aquatic Pest Control Technician, Department of Boating and Waterways, Range C.

Or II

Three years of field experience performing pest control duties, preferably in an aquatic setting.

AND

Possession of a Qualified Applicator Certificate, Category F or G.

Applicants for position in the classification series must possess a valid driver license of the appropriate class issued by the Department of Motor Vehicles; a good driving record, and are expected to drive vehicles safely, Applicants who do not possess the license will be admitted to the examination but must secure the license prior to appointment.

Position Description

00100515 - AQUATIC PEST CONTROL SPECIALIST, DEPT OF BOATING AND WATERWAYS

As a journeyperson, under general supervision, this is a project team leader. Under direction of the Aquatic Pest Control Program Manager, Department of Boating and Waterways, and/or an assistant program manager, performs as a team leader; is responsible for all phases of pest control in a defined area of responsibility; performs operational fieldwork in a wide variety of aquatic pest control and regulatory activities; is responsible for all field aspects of an aquatic pest control team, including planning, training, coordinating, and functioning as the team leader of a crew usually consisting of the specialist and a technician within prescribed limits; while performing field pest control activities, draws conclusions and takes independent action or makes independent recommendations from technical data based on site observations and program guidelines.

The specialist is responsible for safe boat operation, water safety, and protecting the public and environment while conducting spray operations. The specialist is responsible for training the technician team member and directing and providing guidance to the technician in the performance of his/her duties and responsibilities. The specialist is responsible for the maintenance and upkeep of equipment including boats, spray gear, automotive, and other transport equipment. The specialist performs and directs the technician in all of these activities, including making minor repairs and adjustments to all equipment.

Willingness to travel to assigned areas and to work unusual hours during spraying season; willingness to work with chemicals, materials, and pesticides used in the program; tact; poise; dependability; and punctuality.

Willingness to work in temperature extremes; vision and color vision adequate to successfully perform the duties of the position; and ability to handle a variety of heavy equipment and materials in the course of work.

For this reason, it is especially important that each candidate take special care in accurately completing his or her application. List all experience relevant to the “Minimum Qualifications”, even if that experience goes beyond the required years stated. Supplementary information will be accepted but read the “Minimum Qualifications” carefully to see what kind of information will be useful to the staff doing the evaluation. In order to obtain a position on the eligibility list, a minimum rating of 70% must be attained.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:

  1. Current methods, terminology, materials, and equipment used in the survey, control, or eradication of aquatic pests.
  2. Basic boat engine maintenance, pesticide regulations, safety techniques, and requirements.
  3. Applicable sections of the Food and Agriculture Code.
  4. Aquatic pests involved in current control and eradication projects within the State.

 


Ability to:

  1. Communicate effectively.
  2. Service and maintain pest control equipment.
  3. Make or direct emergency repairs to equipment in the field.
  4. Lead a field crew.
  5. Keep time records.
  6. Prepare field operation reports.
  7. Carry out instructions.
  8. Carry out varied tasks in biological fieldwork.
  9. Work effectively with county, Federal, and industry personnel and maintain cooperative relations with those contacted in the course of business.

  13. Have an aptitude for operating, maintaining, and repairing mechanical equipment, including motors.


Eligible List Information

A Departmental Open eligible list for the AQUATIC PEST CONTROL SPECIALIST, DEPT OF BOATING AND WATERWAYS Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Parks & Recreation reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
