Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid license to practice as a professional registered nurse in the State of California. and Completion of the requirements for Nurse Practitioner as specified in the regulations of the Board of Registered Nursing, California Administrative Code, Title 16, Chapter 14, Article 8, Section 1482.

 

 

Position Description

00109700 - NURSE PRACTITIONER (SAFETY)

Typical Tasks

In accordance with established protocols and in collaboration with a physician, provides clinical assessment and case management services for developmentally or mentally disordered offenders including constructing and interpreting a medical history; performing a physical assessment; evaluating forensic client, patient, or inmate behavior; performing and interpreting selected laboratory tests; identifying problems and developing and implementing treatment plans for forensic clients, patients, or inmates; seeks expert opinion or advice of a physician when a case falls outside of the protocol of an agency; refers forensic clients, patients, or inmates to physicians for consultation and to specialized health resources for treatment but retains responsibility for the clinical management as well as subsequent modification; observes and intervenes in instances of disruptive or assaultive behavior. The incumbent assists staff in: the counting, distribution, and accounting for all utensils to prevent their use as weapons; inspecting forensic clients', patients', or inmates' mail and living areas for hazardous contraband; inspecting facility to identify security breaches that could lead to forensic client, patient, or inmate escape; observing and intervening in forensic client, patient, or inmate behavior that may signal an impending escape attempt; and escorting forensic clients, patients, or inmates to other areas of the facility.

 

Special Personal Characteristics

Willingness to work at developmental centers, State hospitals, or correctional facilities contracting with the Department of Mental Health for diagnostic and treatment services; demonstrated leadership ability; sympathetic and objective understanding of the problems of developmentally or mentally disordered offenders; tact; patience; and emotional stability.

Special Physical Characteristics

Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, inmates, or the public.

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Current trends and concepts of professional nursing practices; laws and regulations relating to the practice of medicine and nursing science basic to medicine (anatomy, pathophysiology, pharmacology, and microbiology); principles and practices of clinical assessment; principles and practices of common health problems; fundamentals of research; principles of mental health; causes, treatment, and prevention of communicable diseases, chronic diseases, handicapped conditions, mental illness, and other disabling conditions; principles of clinical consultation, continuity of patient care, and the community aspects of health services.

 

Ability to: Work effectively with individuals and families to assist them in solving physical, mental, and social health problems; work effectively as a member of a health team; communicate effectively including the preparation of clear and concise reports; recognize social problems which affect health; instruct in the prevention of disease, good health practices, and the health care of an ill or injured person; participate in the development of standardized procedures and, in accordance with established protocol, construct and interpret a medical history; perform a physical assessment; evaluate forensic client, patient, or inmate behavior; perform and interpret selected laboratory tests, identify problems, and develop and implement treatment plans for forensic clients, patients, or inmates; maintain effective working relationships with other departments, agencies, and the community; consult effectively with physicians and allied health personnel.

 

Eligible List Information

A Servicewide Open eligible list for the NURSE PRACTITIONER (SAFETY) Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

Training & Experience Examination Preview

Instructions:
Rate your knowledge performing specific job-related tasks, knowledge skill or ability.

Tasks:
1. Plan and evaluate health care services to provide appropriate treatment and resources that allows the patient to achieve their health plans and goals utilizing appropriate instruments, tools (e.g., stethoscope, reflex hammer, otoscope, ophthalmoscope), and chart reviews.
2. Interpret patients’ medical history and physical exam in order to determine the need for early intervention, appropriateness of treatment plans, and consideration for housing needs or transfers to a higher level of care.
3. Perform physical examination related to admissions, clinic visits and/or urgent treatment visits, including noting patients’ general appearance, reviewing vital signs, palpation, percussion, auscultation, and reflexes in order to identify and diagnose new health problems, and evaluate status of acute and chronic health problems.
4. Evaluate and/or treat forensic patients behavior (e.g., results of objective and subjective findings) to determine their medical and environmental needs utilizing appropriate tools and instruments (e.g., stethoscope, reflex hammer, otoscope, ophthalmoscope), medical knowledge, training, experience, standardized procedures, communication skills, and chart reviews.
5. Develop and implement treatment plans (e.g., incorporating presenting complaints, history of present illness, chronic care illnesses) for patients during various visits (e.g., admissions, clinic, treatment, urgent care), of which the plans include, but are not limited to: medications (based on facility formulary), diagnostic testing (e.g., EKGs, pulmonary function tests, X-Rays, labs), health education, disease prevention, and appropriate referrals.
6. Account for all utensils, tools, equipment, and medications in order to prevent use by patients as weapons or bartering tools and to prevent physical harm to patients utilizing inventory lists.
7. Provide health care instruction to the appropriate staff as it relates to patient needs utilizing individual and/or group educational sessions.
8. Provide counseling and education to the patient pertinent to the clinic visits and/or any healthcare contacts (e.g., smoking and alcohol cessation, weight reduction, nutrition choices, blood-borne pathogens, personal hygiene, contraband) to allow patients to make responsible decisions regarding the risks and benefits of behavior and how it impacts their health and life.
9. Provide education to the patients about the interactions and side effects of pain treatments related to pain management.
10. Perform pre-employment physical examinations of applicants to identify health risk factors and/or determine their fitness to perform the duties indicated utilizing appropriate tools and instruments (e.g., stethoscope, reflex hammer, otoscope, ophthalmoscope).
11. Prescribe, order, discontinue, and/or renew medications, treatments, procedures, and diagnostics to patients to ensure timely and appropriate evidence-based care.
12. Create and maintain accurate documentation for patient records (e.g., entries, dictations, verbal, and transcribed orders) to ensure quality and safety of patient care.
KSAPCs:
1. Knowledge of nursing practice professional requirements (e.g., Continuing Education (CEU) requirements, certifications) to meet professional standards.
2. Knowledge of laws and regulations relating to medicine and nursing in order to safely and legally practice within the scope of practice.
3. Knowledge of focused and/or clinical assessment to provide accurate and timely identification/diagnosis of medical and/or psychiatric issues.
4. Knowledge of the appropriate process for making referrals and requesting clinical consultation as indicated for further diagnosis, diagnostic clarification, and treatment.
5. Knowledge of fundamentals of research and levels of evidence to maintain evidence-based foundational practice.
6. Knowledge of assessment of the physical, psychosocial, and psychiatric status of the patients.
7. Knowledge of the principles of mental health for effectively and therapeutically communicating with patients with psychiatric disorders.
8. Knowledge of the prevention and treatment of communicable diseases, acute and chronic diseases, disability, mental illness, and other conditions to identify, diagnose, and form a treatment plan.
9. Knowledge of the principles of medical care continuity to provide appropriate care throughout the continuum of care including discharge and/or transfer.
10. Knowledge of principles of community aspects of health services to ensure continuity of patient care upon discharge, parole, and/or transfer to a community acute-care facility.
11. Knowledge of diagnosis and treatment of common podiatry problems (i.e. corns, calluses, nail disorders) or initiate referrals.
12. Ability to provide education to patients regarding the etiology, prevention, and treatment of diseases to optimize the health and minimize the onset of acute and chronic conditions.
13. Ability to assess (i.e., physical, psychiatric), diagnose (e.g., XRays, laboratory tests), and interpret medical history.
14. Ability to perform physical assessment, interpret lab tests and/or other diagnostic tools to develop and implement treatment plans.
15. Ability to apply correct methods for controlling the spread of pathogens appropriate to job class and assignment.
16. Ability to provide site-specific and age-appropriate services incorporating the established protocols.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
