This is a DEPARTMENTAL PROMOTIONAL EXAMINATION for the Employment Development Department (EDD).

The information below will help you determine which classification(s) is(are) appropriate for you. Applicants must meet the Minimum Qualifications as stated on this bulletin to compete in this examination.

Promotional Examination(s):

  • STAFF TAX AUDITOR, EMPLOYMENT DEVELOPMENT DEPARTMENT - Promotional

In addition to meeting the Minimum Qualifications, competition is limited to individuals who meet at least one of the following filing criteria:

  • 1. Have a permanent civil service appointment with a promotional testing department (see Testing Departments), or
  • 2. Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • 3. Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • 4. Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.

Applications must also contain the following information: "to" and "from" dates (month/day/year) of employment, time base, civil service class title(s), and range, if applicable. In addition, college course information must include: title, semester or quarter credits, name of institution, completion dates, and degree (if applicable). Applications received without this information may be rejected. Applications must include each class title for which the applicant wishes to participate. Applicants will be considered only for the examination(s) specified on their application.

Minimum Qualifications

All applicants must meet the education and/or experience requirements for this examination by the final filing date, August 5, 2024.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00104341 - STAFF TAX AUDITOR, EMPLOYMENT DEVELOPMENT DEPARTMENT

Either I

One year of experience in the California state service performing professional tax accounting or auditing duties of a class with a level of responsibility equivalent to that of an Associate Tax Auditor, Employment Development Department.

Or II

Experience: Four years of increasingly responsible professional tax accounting or auditing experience including at least one year conducting a variety of complex audits or financial examinations. (Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class with a level of responsibility equivalent to that of an Associate Tax Auditor, Employment Development Department.) and 

Education: Completion of the course work requirements described for a Tax Auditor, Employment Development Department, under Pattern I, II, or III.

Equivalent to graduation from college, with a specialization in accounting. (Registration as a senior student in a recognized institution will admit applicants to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)

Or II

Completion of a prescribed professional accounting curriculum* given by a residence or correspondence school of accountancy including courses in elementary and advanced accounting, auditing, cost accounting, and business law.

Or III

Completion of the equivalent of 19 semester units of course work, 16?units of which shall be professional accounting courses given by a collegiate-grade residence institution including courses in elementary and advanced accounting, auditing and cost accounting; and three semester units of business law. (Applicants who will complete course work requirements outlined under II and III above during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)

PROOF OF EDUCATION

Applicants qualifying under ANY pattern of the Minimum Qualifications requiring Education must submit evidence/proof of completion of the education requirement with their Examination Application. The proof provided must be copies of college transcripts or a diploma. FOREIGN DEGREES

Applicants with foreign degrees must provide an official foreign transcript evaluation that indicates that his/her foreign course work is equivalent to a degree from an accredited U.S. college or university. EDD accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing. Agencies accredited by the Commission for Foreign Transcription Evaluation may be found on the Commission’s website: www.ctc.ca.gov.

00104341 - STAFF TAX AUDITOR, EMPLOYMENT DEVELOPMENT DEPARTMENT

Incumbents either conduct audits and investigations of the most difficult and complex accounts typically involving the largest employers with multiple status issues and computerized accounting system; or in an area office, review the majority of audits for policy and legal applications with full authority to return audits to the office, and officially represent the Department at tax or benefit hearings; or in a headquarters setting, review petitions and prepare departmental responses to petitions relating to assessments and denied claims.

A final score of 70% must be attained to be placed on the eligible list.

It is anticipated that candidates who meet the minimum qualifications for this examination will be sent an email the week of September 3, 2024, to the email address provided on their application. The email will contain the instructions and the link to complete the online Training and Experience (T&E) examination.

COMPETITORS WHO DO NOT COMPLETE THE TRAINING & EXPERIENCE EXAM OR DO NOT SUBMIT IT BY THE DUE DATE WILL BE DISQUALIFIED FROM THE EXAMINATION PROCESS.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: All of the above, and the most comprehensive knowledge of all laws and rulings affecting the Employment Development Department's Tax Branch and Unemployment Insurance Branch programs.

Ability to: All of the above, and handle the most difficult, complex, and comprehensive tax program issues; independently function with general or limited guidelines; and exercise the highest degree of judgment in applying laws and audit procedures.

Eligible List Information

A Departmental Promotional eligible list for the STAFF TAX AUDITOR, EMPLOYMENT DEVELOPMENT DEPARTMENT Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Employment Development Department reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
