Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid, active license from the State of California to practice as a Licensed Vocational Nurse.

Applicants possessing the required license/certificate at the time of application must show the number, title, and expiration date on their Examination Application (Std. Form 678).

Special Personal Characteristics:  Willingness to work at State correctional hospitals/facilities; demonstrated leadership ability; aptitude for working with forensic clients, patients, or incarcerated patients who are acutely ill, infirm, visually impaired, have an emotional disorder, or who are mentally or developmentally disordered offenders; and demonstrate emotional stability, patience, tact, and alertness.

Special Physical Characteristics:  Incumbents must possess and maintain sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without compromising their own health and well-being or that of their fellow employees, forensic clients, patients, incarcerated patients, or the public.

Drug Testing Requirement:  Applicants for positions in this class are required to pass a drug-screening test.  (The drug-screening test will be waived for employees who are currently in a designated “sensitive” class for which drug testing is required under State Personnel Board Rule 213.)

Position Description

00108257 - LICENSED VOCATIONAL NURSE, CALIFORNIA DEPARTMENT OF CORRECTIONS AND REHABILITATION

A Licensed Vocational Nurse, CDCR, under clinical direction of a registered nurse or physician and under assigned administrative supervision at a State correctional hospital/facility, in a program providing care to forensic clients, patients, or incarcerated patients, provide a basic level of general nursing care to forensic clients, patients, or incarcerated patients with mental, emotional, or developmental disabilities, or visually impaired, medically ill, or infirm-forensic clients, patients, incarcerated patients; and does other related work.

This class is distinguished from the Licensed Vocational Nurse and the Licensed Vocational Nurse, Departments of Mental Health and Developmental Services, by the custody requirements imposed by the criminal nature of the incarcerated population and the security features of the facility. This class is also distinguished from the Licensed Vocational Nurse (Safety) by its sole use within the Department of Corrections and Rehabilitation.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:

  1. Fundamentals of nursing care, including medication administration;
  2. General nursing procedures and techniques involved in the forensic client/patient/incarcerated patient care;
  1. Principles used in caring for individuals who are immobile;
  2. Medical terminology;
  3. General hospital/facility routine and equipment.

Ability to:

  1. Perform nursing procedures as regulated by licensure and certification;
  2. Observe and document symptoms and behavior;
  3. Maintain records and prepare reports;
  4. Gain the interest, respect, and cooperation of forensic clients/patients/incarcerated patients;
  5. Work effectively with forensic clients/patients/incarcerated patients and the interdisciplinary treatment team;
  6. Function effectively in an emergency situation;
  7. Practice universal precautions.

Eligible List Information

A Departmental Open eligible list for the LICENSED VOCATIONAL NURSE, CALIFORNIA DEPARTMENT OF CORRECTIONS AND REHABILITATION Classification will be established for:

  • California Correctional Health Care Services

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Preview the Licensed Vocational Nurse, CDCR Exam

1.  Administer oral and topical medications and observed patients for normal and abnormal reactions, recorded results, and notified appropriate healthcare personnel, Registered Nurse, Primary Care Provider, etc. 

2.  Assist the Primary Care Provider, Registered Nurse, and other health care providers with counting, distributing, and accounting for all medical supplies to prevent loss or misuse. 

3.  Assist the Registered Nurses and Primary Care Physicians with clinic appointments (e.g., preparing medical records for sick patients, ensuring all forms are available and completed, scheduling, appointments) to document patient contacts. 

4.  Attend huddles within the respective clinic to discuss patient status (e.g., patients scheduled for the day, hospital returns, transfers, discharges, and patients who are in the care of outside hospitals). 

5.  Check the medication list and distributed all deliveries of medications to ensure patients can continue with their care and medical treatments by taking their prescribed medication.

6.  Document all nursing activities in the patient medical record, including observations and recommendations, treatment interventions, and patient education to capture all patient history and contacts. 

7.  Inspect equipment, structures, or materials in the clinic to identify the cause of errors, problems, and/or defects and reported to the appropriate department/unit.

8.  Instruct patients on medications, potential side effect(s) associated with the medication, and how to avoid or manage them if they occur.
9.  Monitor and record patient behavior to assist mental health professionals with the treatment planning and formal evaluation processes.
10. Motivate, educate, and assist patients to develop self-reliance in activities for daily living. 
11. Perform treatments and procedures (e.g., administering enteral feeding, monitoring blood glucose, performing dressing changes, urinary catheterization, colostomy care, and administering enemas) to provide patient care.
12. Perform various tests and treatments (e.g., hypodermic injections, blood draws, tuberculin skin tests, immunizations, pregnancy tests, Electrocardiogram, hearing tests, vision tests, and asthmatic inhalation therapy) to initiate the testing process.
13. Prepare patients and examination rooms to assist Registered Nurses and/or Primary Care Providers in examining and treating patients.
14. Report adverse reactions and/or significant changes in patient behavior or health status to ensure patient safety.
15. Respond to all emergencies to administer appropriate care to patients within the scope of practice.

16. Track medications ordered by the authorized providers to maintain prescription medication accountability.
17. Use therapeutic nursing interventions and modalities (e.g., encouragement, rehabilitation, occupational therapy) to assist patients in regaining and improving their physical adaptive skills and decreasing maladaptive behavior.
18. Utilize universal precautions, hand hygiene, and personal protective equipment to maintain infection control and ensure a clean and safe environment for all health care personnel and patients.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

California Correctional Health Care Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
