Application Instructions

Effective July 31, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 16, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 4.62 percent and will receive 8 PLP 2025 leave credits monthly through November 2026. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of the legal requirements for the practice of medicine in California as determined by the Medical Board of California or the California Board of Osteopathic Examiners.

And

Possession of a valid Internal Medical or Family Medicine Specialty Certificate issued by the American Board of Family Medicine (or Osteopathic Family Medicine) or the American Board of Internal Medicine (or Osteopathic Internal Medicine); or admissibility to an Internal Medicine or Family Medicine Specialty examination as evidenced by a written statement from the Secretaries of either the American Board of Family Medicine or the American Board of Internal Medicine.

Applicants possessing the required license/certificate at the time of application must show the number, title, and expiration date on their Examination Application (Std. Form 678).

Special Personal Characteristics:  Empathetic understanding of patients in a State correctional facility or clinic; willingness to work in a State correctional facility; alertness; keenness of observation; tact; patience; and emotional stability.

Special Physical Characteristics:  Persons appointed to this position must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well-being or that of their fellow employees or that of incarcerated patients.

Assignments may include the sole responsibility for the supervision of incarcerated patients and/or protection of personal and real property.

State Civil Service Out of Class Experience:  A completion of an “out-of-class (OOC) assignment memorandum”, dated within one year of assignment completion, is required to use OOC experience to meet the minimum qualifications for examination purposes.  Employees may obtain this documentation from their Classification and Pay Analyst or institutional Personnel Liaison.  OOC experience without the required documentation cannot be considered for examination purposes.

Position Description

00109263 - PHYSICIAN AND SURGEON, CORRECTIONAL FACILITY (INTERNAL MED/FAMILY PRACTICE)

A Physician and Surgeon, Correctional Facility (Internal Medicine/Family Practice), under general direction, in a State correctional facility in the California Department of Corrections and Rehabilitation, performs assigned medical work in a State institution or clinic; maintains order and supervises the conduct of incarcerated patients; protects and maintains the safety of persons and property; and does other related work.

Employees in this class may be employed in the California Department of Corrections and Rehabilitation in any of the State correctional facilities or clinics.

Incumbents are experienced physicians and surgeons. Working in small institutions or clinics, they may be responsible for planning, directing, and performing all phases of the medical services provided and for making professional decisions regarding surgery and general medical work. They may clinically supervise a small ancillary staff.

In larger institutions, employees in this class work under the general direction of a medical officer of higher level. They are responsible for directing or performing an assigned phase of the medical services of such an institution and for making professional decisions. They instruct medical personnel engaged in caring for patients and may clinically supervise a small ancillary staff. They may administer prescribed psychiatric examinations and treatments.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

  1. Methods and principles of internal or family medicine and skill in their application;
  2. Methods and principles of surgery and skill in their application;
  3. Recent developments in internal or family medicine and surgery;
  4. Hospital organization and procedures;
  5. Psychiatric social work, physical therapy, and the various rehabilitative therapies;
  6. Methods of diagnosing and treating mental disorders.

Ability to:

  1. Examine, diagnose, and treat physical and mental disorders;
  2. Interpret laboratory analyses and X-rays;
  3. Direct the work of ancillary medical personnel;
  4. Instruct in the principles and practices of general medicine and surgery;
  5. Prepare and supervise the preparation of case histories;
  6. Analyze situations accurately and adopt an effective course of action.

Eligible List Information

A Departmental Open eligible list for the PHYSICIAN AND SURGEON, CORRECTIONAL FACILITY (INTERNAL MED/FAMILY PRACTICE) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

It is important that you read the instructions and definitions carefully. This is not a timed process.  Using the rating scales provided, you will be asked to rate your experience performing specific job-related tasks. You will be asked how often/frequently you have performed the task, and then, your level of skill in performing the task. Respond to the statements by indicating how the statement applies to you. You are required to respond to every statement by marking one option for both of the two scales provided in order to receive credit for your response.  You may refer to your WORK EXPERIENCE, whether paid or volunteer, your EDUCATION, and/or FORMAL TRAINING COURSES you have completed.

1.   Attend and participate in the interdisciplinary team huddles to keep up-to-date on scheduling changes and patient health status/conditions. 

2.  Order appropriate laboratory studies and other diagnostic testing (e.g., x-rays, image scans) to analyze cause of symptoms, confirm diagnosis, evaluate severity of condition, etc.

3.   Coordinate and collaborate with primary care providers, mid-level providers, social workers, pharmacists, psychologists, etc., to plan or provide treatment for patients. 

4.   Diagnose patients' symptoms to determine the cause of illness/injury and prescribe medical treatment. 

5.   Document patient's clinical care to ensure accurate history is available to other authorized persons. 

6.   Educate and counsel patients about their diagnosis, condition, test results, treatment, and prognosis to keep them abreast of their health status. 

7.   Interview and examine patients to assess the nature of their symptoms, evaluate their health status, and determine the diagnosis. 

8.   Maintain security of work areas, materials, and reports to prevent theft and preserve confidential information. 

9.   Monitor patients’ condition, progress, and responses to treatment to reassess/modify clinical management plan and determine next steps of care. 

10. Order medical interventions (e.g., medications, special diets, physical therapy) to treat patients and manage care. 

11.  Perform major and minor surgical operations and diagnostic procedures (e.g., incision and drainage, emergency endo tracheal intubation, biopsy, sutures) on patients using medical instruments to remove, repair, or improve functioning of diseased or injured body parts and systems.

12.  Prepare diagnostic workups for patients transferred to acute care facilities to provide the oncoming health provider with all the information needed to continue care. 

13.  Prepare written documents (e.g., progress notes, chronos, correspondence, appeals, reports) to ensure detailed documentation of patients’ condition and treatment and provide information to others. 

14.  Provide clinical oversight to care team members providing care to high-risk patients to facilitate quality and continuity of care. 

15.  Provide medical care to low and high-risk patients to treat illnesses/injuries. 

16.  Refer patients to other health care providers, including psychiatric or psychological referrals, or health resources to provide continuity of care for special/unique conditions. 

17.  Review, analyze, and interpret medical charts, lab reports, consultant reports, and other medical documents to determine patients' general progress and next steps in care. 

18.  Schedule follow-up appointments with chronically ill patients to assess treatment progress. 

19.  Write prescriptions to provide patients with accessibility to appropriate treatment medications. 

20.  Administer medical interventions (e.g., medications, therapy, injections, sutures) to patients to treat, prevent, and/or manage illnesses, diseases, or injuries.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

California Correctional Health Care Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
