1. Adhere to all health care safety and universal precautions to maintain a safe and secure environment for health care personnel and patients.
2. Advocate for patients by educating them and health care personnel on communicable disease processes and the importance of vaccinations to ensure appropriate medical care is received.
3. Assess the standards of the health facility's public health programs to ensure the program meets the community standards for surveillance of communicable diseases.
4. Assist with implementing surveillance systems (e.g., Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome, Hepatitis B/C, Tuberculosis) to aid in early discovery of communicable disease cases, document impact of interventions through research, analysis, and feedback, and track progress toward resolutions.
5. Assist patients with the prevention, control, and treatment of communicable diseases, through education, training, and/or counseling, to combat or eliminate the spread of communicable diseases.
6. Attend and participate in meetings and/or conferences related to public health issues to share and receive medically correct health information and remain current with changes in public health guidelines and management.
7. Attend required public health training, including specialized training and continuing education units, to keep current with public health activities and maintain current licensing requirements.
8. Complete various required health-related forms to provide local county and/or State departments information related to various public health activities and reporting.
9. Conduct contact investigations for patients, personnel, visitors, and others in a health care facility to determine source of infection, evaluate severity of exposure, and possible contact with others to plan control efforts and preventative measures.
10. Conduct evidence-based research using internet, library, and/or reference materials to retrieve current information regarding communicable disease classifications, preventions, and/or treatments.
11. Develop corrective action plans to identify problematic public health program issues for health care management review and approval for implementation.
12. Disseminate information regarding public health and communicable diseases to health care personnel and patients to reduce transmission rates and provide information on the disease process.
13. Edit documents and written materials (e.g., memos, letters, reports, procedures, technical manuals), using Microsoft applications, to ensure accuracy and completeness of information presented.
14. Identify and recommend public health and infectious disease educational needs (e.g., training classes, on-the-job training, instructional memos, job aids) to develop health education programs for patients and health care personnel.
15. Assist with implementing various public health programs (e.g., Infection Control, Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome, Hepatitis B, Tuberculosis, Bloodborne Pathogen) in collaboration with health care team to manage the spread of communicable diseases.
16. Maintain the confidentiality of patient information to ensure compliance with the Health Insurance Portability and Accountability Act (HIPAA).
17. Monitor the results of various laboratory tests (e.g., blood withdrawals, urine samples, skin tests) for patients suspected of acquired communicable diseases as ordered by the Primary Care Provider (PCP).
18. Monitor a tuberculosis surveillance system to ensure compliance with the health facility's established policies, procedures, and guidelines.
19. Offer vaccinations and/or medications and educate patients as needed to ensure the administration, prevention, protection, and/or to provide treatment of communicable diseases.
20. Perform comprehensive internal facility reviews/audits to assess public health programs’ compliance with federal, State, and local county mandates and regulations in accordance with various governing organizations, including the Center for Disease Control and Prevention (CDCP) and California Department of Public Health (CDPH) to identify program deficiencies.
21. Provide assistance to health care personnel during complex epidemic or disease outbreaks using professional knowledge and training to prevent and/or control further spread of communicable diseases.
22. Provide oversight and education to health care personnel for vaccine preventable diseases, annual Tuberculosis screening, and flu vaccinations for patients, using current public health and/or exposure control policies and procedures, to prevent or identify communicable disease outbreaks.
23. Report new patient cases of communicable diseases (Tuberculosis, Influenza, Varicella, Norovirus, Scabies) to the local county and/or State health departments, using established reporting protocols, to perform source case follow-up.
24. Review new and existing federal, State, and local county public health and communicable disease control laws, mandates, and/or regulations to recommend changes in program policies and procedures as appropriate.
25. Serve as a resource with case management for patients with communicable diseases to monitor the primary care team's prescribed health services, including laboratory studies, X-rays, education, physical evaluations, isolation, and medication administration.
