Application Instructions

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 04, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

One year of experience in the California state service performing the duties of Property Controller I.

Or II

Two years of experience inventorying and maintaining property and equipment control records in the California state service. (Experience below the level of Office Assistant, Range B is not considered qualifying.)

Or III

Three years of experience inventorying and maintaining control records for a wide variety of property and equipment or expendable storekeeping items.

Special Physical Characteristics:  Persons appointed to positions in this class must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well-being or that of their fellow employees or incarcerated persons/wards.

Assignments may include sole responsibility for the supervision of incarcerated persons or wards and/or the protection of personal and real property.

Position Description

00101794 - PROPERTY CONTROLLER II (CORRECTIONAL FACILITY)

A Property Controller II (Correctional Facility), under direction, has responsibility for property control in the larger State departments, institutions, districts, or geographical areas; instructs, leads, or supervises incarcerated persons, wards, or resident workers; and does other related work.

Property Controllers II are responsible for the operation of a complex property control system with centralized or moderately dispersed property. This class is normally used in departments, institutions, or districts having an approximate minimum of 6,000 property items and an annual total of approximately 1,000 property acquisitions, transfers, and surveys. Property Controllers II usually supervise a small clerical staff but may work independently, depending upon the size and complexity of the property accounting function. Large systems having widely dispersed property are headed by Property Inspectors.

Additional Desirable Qualifications:  Education equivalent to completion of the twelfth grade.

  1. Methods and practices used in recording, inspecting, maintaining, issuing, taking and recording inventory;
  2. Accounting for the disposing of property;
  3. Types of property used in the various State departments, institutions, or districts;
  4. Property records section of the California State Administrative Manual;
  5. Office methods and procedures;
  6. Principles of effective supervision and training.

Skill in:

  1. Making arithmetical calculations.

Ability to:

  1. Read and write English at a level required for successful job performance;
  2. Supervise the work of others;
  3. Inspect, determine condition of, and recommend proper disposition of property;
  4. Take an accurate inventory of scattered and diverse property;
  5. Reconcile inventories with control accounts;
  6. Analyze situations accurately and take effective action;
  7. Speak and write effectively;
  8. Instill in others an awareness of their responsibility for State property maintenance and accounting.

Eligible List Information

A Departmental Open eligible list for the PROPERTY CONTROLLER II (CORRECTIONAL FACILITY) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

This is not a timed process.  Using the rating scales provided, you will be asked to rate your experience performing specific job-related tasks. You will be asked how often/frequently you have performed the task, and then, your level of skill in performing the task. 1.  Act as a liaison between a company/organization and/or contracted vendors for minor equipment repairs and services.

2.  Complete reports and record keeping documents related to the purchase, receipt, storage, and inventory of property.

3.  Conduct and/or oversee periodic inventories in order to reconcile property records.

4.  Coordinate preventative maintenance on equipment (e.g., copiers, scanners, vital sign machines, medical refrigerators).

5.  Determine the condition of property in order to recommend proper disposition (repair, salvage, or disposal).

6.  Establish and/or supervise the maintenance of property accounts and records of location of property to ensure accountability.

7.  Follow up on service requests to ensure maintenance has been scheduled and/or completed.

8.  Implement procedures on the disposal of scrap and surplus items to ensure property is disposed of.

9.  Inform employees/others receiving property of their responsibility to ensure understanding and accountability.

10. Issue directives concerning the care and movement of property/equipment to ensure property is not damaged.

11. Label property by using a prescribed identification method in order to track equipment.

12. Maintain a clean, organized, and secure work area in order to prevent accidents and injury.

13. Maintain a control record of inventory surplus storage to ensure only authorized individuals have access to the inventory.

14. Maintain a schedule for replacement of worn, damaged, and/or outdated equipment and/or furniture.

15. Maintain inventory of property and items identified as "sensitive" (e.g., tape recorders, barber equipment, pulse oximeters) in order to ensure items are not used by unauthorized individuals.

16. Monitor records of equipment to ensure preventative maintenance and repairs are performed, and certification of equipment remains up-to-date.

17. Prepare correspondence (e.g., emails, memos) to complete property inventory and repair requests.

18. Prepare data (e.g., spreadsheets) to justify replacement or the purchase of additional equipment.

19. Prepare requisitions for the purchase of property and equipment.

20. Prepare statements showing the cost of various property by classification.

21. Process requests for the issuance and disposal of property and transfer of equipment.

22. Receive notifications regarding expediting property repairs and replacement.

23. Record receipt of new property in order to maintain accountability of all purchases.

24. Schedule equipment inventory to ensure work is completed.

25. Transfer property to ensure only authorized units and individuals have access.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

California Correctional Health Care Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
