In addition to meeting the Minimum Qualifications, competition is limited to individuals who meet at least one of the following filing criteria:

  • 1. Have a permanent civil service appointment with a promotional testing department (see Testing Departments), or
  • 2. Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • 3. Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • 4. Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.

Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Must meet the peace officer selection standards developed by the Commission on Peace Officer Standards and Training per Penal Code section 13510(a) and in accordance with existing law; and

Either 1

One year of experience performing the duties of an Agent, Alcoholic Beverage Control, Range B, in the California state service; or

Two years of experience performing the duties of an Agent, Alcoholic Beverage Control, Range A, in the California state service.

Or 2

Experience: Three years of experience in investigation work, at least two years of which involved complete responsibility for difficult and unusual cases; and

Education: Education equivalent to completion of the twelfth grade.

Position Description

00108678 - SUPERVISING INVESTIGATOR, ALCOHOL BEVERAGE CONTROL

Plans, organizes and assigns the work for a group of Agents or a small district office staff; instructs, advises and works with Agents in investigation and licensing activities and in enforcement of the Alcoholic Beverage Control laws; evaluates staff performance and takes or recommends appropriate action; determines the sufficiency of investigations and the adequacy of investigation reports; makes and evaluates recommendations for issuance or denial of licenses; determines need for and initiates disciplinary action against licenses; drafts accusations; directs the collection, preparation and presentation of evidence and testimony; examines witnesses in administrative hearings; confers with superiors on matters of policy; advises investigators and local law enforcement agencies regarding the interpretation and application of the provisions of the Alcoholic Beverage Control Act and the rules and regulations of the Department of Alcoholic Beverage Control; works with and secures the cooperation of other enforcement agencies; directs undercover investigations and raids; conducts training classes in the special techniques of enforcement of Alcoholic Beverage Control laws for departmental training sessions and for personnel of other enforcement agencies; conducts interdivision or statewide investigations; conducts investigations of departmental personnel; performs or assists in difficult or unusual investigations; independently answers correspondence.

A Departmental Promotional eligible list for the SUPERVISING INVESTIGATOR, ALCOHOL BEVERAGE CONTROL Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Supervising Investigator, Alcoholic Beverage Control Training and Experience Examination Preview

PLEASE NOTE: This examination is designed to gain an overall assessment of your education, training, and experience as it directly relates to the duties and the knowledge, skills and abilities required for this position. Tasks

  1. Supervising (e.g. continuous monitoring, providing feedback on assignments, etc.) Agents in the performance of investigations relating to enforcement of the Alcoholic Beverage Control Act and all applicable local, state, and federal laws.
  2. Understanding an organization’s Progressive Discipline process using preventive, corrective, and adverse actions as necessary.
  3. Training Agents in the performance of investigations relating to enforcement of the Alcoholic Beverage Control Act and Departmental policies and procedures including all applicable local, state, and federal laws to develop staff knowledge and competency.
  4. Advising Agents, the general public, allied law enforcement, and other governmental agencies regarding the interpretation and application of the provisions of the laws, rules, and regulations of the Alcoholic Beverage Control Act by conducting legal research to ensure current compliance with departmental policy.
  5. Assigning work to Agents to ensure departmental goals and objectives are completed in a timely manner to accomplish district office goals and objectives.
  6. Reviewing, prioritizing, assigning, and monitoring criminal and/or administrative investigations, using departmental databases, based on incoming complaints from the public and/or allied law enforcement agencies to ensure timely and complete resolution within departmental policy.
  7. Communicating effectively verbally and in writing with staff, peers and superiors in order to maintain a cohesive and productive environment.
  8. Utilizing various computer databases (e.g. CLETS, ACCURINT, etc.) for investigative purposes.
  9. Reviewing Agents Employees’ Daily Report and month end paperwork to determine effective and efficient use of staff and resources.
  10. Reviewing criminal and/or administrative investigation reports of Agents to ensure accuracy and completeness and ensuring the appropriate filing of completed criminal and/or administrative investigations with prosecuting agencies.
  11. Preparing and/or proofreading a variety of documents and written materials (e.g. memos, letters, reports, emails, and other job-related documents and materials, etc.) to ensure accuracy and completeness of information.
  12. Communicating case status, administrative, and/or personnel matters via appropriate chain of command using verbal or written communication.
  13. Communicating with various sources (e.g., the public, law enforcement, government agencies, consultants, stakeholders, licensees) regarding alcohol related issues to mitigate problems.
  14. Communicating status of emergency situations via appropriate chain of command including appropriate action being taken per departmental policies and procedures.
  15. Interpreting policies, manuals, and procedures to ensure uniformity within the Department.
  16. Communicating with management regarding pending policy changes, proposed legislation, current affairs, and on-going investigations, as requested.
  17. Interacting tactfully and professionally with difficult individuals in person, via telephone, and/or email for the purpose of conflict resolution.
  18. Reviewing documents (e.g., correspondence, search warrants, reports, affidavits, subpoenas, discovery requests) relevant to investigations and information which may be used for the purpose of criminal prosecution and/or administrative action.
  19. Providing guidance for complex and sensitive investigations to ensure the operation is accomplished in a timely manner and in accordance with departmental policies, procedures, state and federal laws.
  20. Ensuring the necessary steps for collection, processing, and storage of evidence to support investigative findings in accordance with applicable laws and departmental policy.
  21. Supervising general field enforcement, operations, and executions of search and arrest warrants to ensure safety and compliance with Department policy and local, state, and federal laws.
  22. Utilizing proper use-of-force options and other various trained police tactics to effectively handle possible threats, protect life or property, and prevent danger or injury to oneself or others to make physical arrests of suspects for all violations of law.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Alcoholic Beverage Control reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
