In addition to meeting the Minimum Qualifications, competition is limited to individuals who meet at least one of the following filing criteria:

  • 1. Have a permanent civil service appointment with a promotional testing department (see Testing Departments), or
  • 2. Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • 3. Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • 4. Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.

Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Two years of experience in the California state service performing the duties of a Supervising Special Investigator, Alcoholic Beverage Control.

Three years of experience in investigation work, at least two of which shall have been in a supervisory capacity. (Experience in California state service applied toward this requirement must include at least two years performing the duties of a class at a level of responsibility equivalent to that of Supervising Special Investigator, Alcoholic Beverage Control.)

Position Description

Plans and organizes the work of the field office and enforcement staff; trains and directs the staff in investigation and licensing activities related to enforcement of the Alcoholic Beverage Control laws; conducts internal affairs investigations and management audit of field offices and makes recommendations to the Director; evaluates staff performance and takes or recommends appropriate action; submits recommendations to division headquarters regarding the development and revision of policies and procedures; advises special investigators and local law enforcement agencies regarding the interpretation and application of the provisions of the Alcoholic Beverage Control Act and rules and regulations of the Department of Alcoholic Beverage Control; works with and secures the cooperation of other enforcement agencies; gives direct supervision and personal assistance on difficult and complex investigations and enforcement problems; reviews and evaluates final recommendations for issuance or denial of licenses; proposes disposition of disciplinary cases where administrative hearings are waived; reviews and evaluates reports; conducts training programs in the special techniques of enforcement of Alcoholic Beverage Control laws; appears before civic groups and trade organizations to explain the purposes and activities of the Department of Alcoholic Beverage Control; independently answers correspondence.

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

District Administrator, Alcoholic Beverage Control Training and Experience Evaluation Exam Preview

PLEASE NOTE: This examination is designed to gain an overall assessment of your education, training, and experience as it directly relates to the duties and the knowledge, skills and abilities required for this position. Possession of specific education is not required to be successful in this examination; however, such achievements may substitute for desirable levels of experience. All components of this examination have been carefully validated by tying them directly to job requirements and documenting their relevance to the position.

Tasks
  1. Overseeing complex and sensitive investigations and enforcement operations (e.g. undercover operations, surveillance, search and/or arrest warrant execution, major events) to ensure operations are accomplished in accordance with organization policies and procedures and all penal provisions.
  2. Using organization issued safety equipment (e.g. firearms, taser, batons, communication equipment, vehicles, pursuit operations, etc.) when conducting field operations to ensure officer safety in accordance with organization’s policy.
  3. Examining a variety of records (e.g. investigative reports, crime trends, policies, regulatory requirements, search or arrest warrant declarations and other evidentiary and investigative documents) to determine if the required elements for a criminal and/or administrative violation are present and whether disciplinary action is warranted and recommend appropriate penalty.
  4. Reviewing search or arrest warrant declarations for accuracy and probable cause to ensure documents meet legal requirements.
  5. Supervising confidential and sensitive assignments/projects to ensure integrity is maintained as directed by executive staff.
  6. Conducting legal research (e.g. local, State, and Federal statutes new laws, court decisions, internal policies and/or regulations, etc.) when analyzing investigations to ensure applicable laws, rules, and regulations are followed in accordance with organization policy.
  7. Managing staff in the performance of their law enforcement officer duties pursuant to organizational policies, ABC Act and all applicable laws.
  8. Monitoring investigations and tracking logs using appropriate computer databases to ensure timely progression.
  9. Analyzing investigations and information regarding findings with organizational legal and/or executive staff and/or local prosecuting agencies to determine suitability for administrative accusations and criminal prosecutions.
  10. Adhering to the law enforcement code of ethics and organization policies to set a positive example for subordinate staff.
  11. Communicating with and/or providing presentations to various stakeholders (e.g. the public, government agencies, law enforcement agencies, consultants, licensees) to build positive working relationships within communities.
  12. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Alcoholic Beverage Control reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
