Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Minimum Qualifications

 

Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners. (Applicants who are in the process of securing approval of their qualifications by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment.) and Either IPossession of a valid certificate in psychiatry issued by the American Board of Psychiatry and Neurology, the American Osteopathic Board of Neurology and Psychiatry, or eligibility for examination for such a certificate as evidenced by a written statement from the Secretary of either Board. (Applicants who are in the process of establishing specialty board eligibility will be admitted to the examination but the required verification must be submitted for appointment.)

 

Or II

 

Completion within the past seven years of the following training and experience:

 

1. Three years of psychiatric residency training in programs approved by the American Board of Psychiatry and Neurology or the American Osteopathic Board of Neurology and Psychiatry, two years of which must have been in a program approved for a minimum of two years of such training; and

 

2. Two years of experience in a psychiatric facility or on a hospital psychiatric service.

 

(Candidates who are within six months of meeting these requirements may take the examination but they cannot be appointed until these requirements are met.)

00107609 - SENIOR PSYCHIATRIST (SUPERVISOR)

Typical Tasks

 

Assists in the supervision necessary to maintain high standards of psychiatric and general medical care and treatment for an assigned unit; supervises the work of a small medical staff and assists in the coordination of their activities with those of the nursing, psychology, social work, rehabilitation therapy, and other ancillary staff; advises staff, either individually or by presiding at ward, diagnostic, and clinical conferences, on appropriate treatment techniques for specific cases; reviews clinical records of patients to assure their adequacy and proper administration; makes regular ward rounds and special teaching rounds; examines and treats patients requiring more difficult forms of psychiatric treatment; assists in planning training programs and participates in the training of staff and the instruction of residents, interns, and other students; assists in the evaluation of the performance of assigned medical staff and recommends appropriate action; participates in and helps coordinate clinical research carried on in his/her unit, depending on particular qualifications; may be assigned to specialized teaching or administrative assignments.

Sympathetic and objective understanding of the problems of the mentally ill; tact; patience; emotional stability; and demonstrated leadership ability.

Knowledge of: Principles and methods of psychiatry and general medicine; current developments in the field of psychiatry, including mental retardation; principles of surgery and neurology; principles and applications of psychiatric social work, clinical psychology, physical therapy, the various rehabilitative therapies, and other ancillary medical services; psychiatric research methods and techniques; principles and practices of personnel management; principles, methods, and objectives of training treatment personnel; and State and departmental equal employment opportunity and affirmative action policies; department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives. 

Skill in: Applying the principles and methods of psychiatry and general medicine.

Ability to: Coordinate and participate in psychiatric research; direct and coordinate the work of a professional staff; analyze situations accurately and take effective action; understand and effectively carry out State and departmental equal employment opportunity and affirmative action policies; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Servicewide Open eligible list for the SENIOR PSYCHIATRIST (SUPERVISOR) Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

Tasks:

 

1: Ensuring confidentiality, integrity, and availability of patient records to comply with legal mandates.

2: Evaluating the Psychiatric aspects of treatment programs to ensure quality of medical services and /or conformance with regulatory requirements.

3: Performing evaluations and/or making treatment recommendations for patients with difficult forms of psychiatric treatment.

4: Reviewing clinical patient records to assure adequacy and proper documentation.

5: Reviewing and providing input on hospital policies/programs to ensure compliance and consistency.

6: Supervises Psychiatrists in their activities with nursing, psychology, social work, rehab therapy, and/or other support staff.

7: Participating in meetings and/or committees to ensure proper treatment protocols and standards are maintained by staff.

8: Assisting in coordinating psychiatric activities for medical professional/clinical treatment staff.

9: Coordinating with Medical Director, Management, and/or staff on issues regarding the retention, movement, and/or release of patients.

10: Auditing psychiatrists and/or psychiatric nurse practitioners performance levels to ensure professional conduct is maintained.

11: Advising staff on appropriate treatment techniques for specific cases.

12: Communicating updates to staff on clinical issues regarding patient care and/or personnel issues.

13: Participating in teaching and/or administrative assignments to meet facility needs.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
