00104047 - ASSISTANT CHIEF OF CONSTRUCTION SERVICES, OFFICE OF THE STATE ARCHITECT

Either I

Two years of experience performing the duties of a Construction Supervisor III or a Direct Construction Supervisor III in the California state service.

Or II

Experience: Broad and extensive (more than five years) experience in responsible charge of administration, management, or inspection during construction of major buildings such as hospitals, schools, prisons, institutions, high-and mid-rise office buildings, or other large comparable institutional or commercial buildings, at least three years of which shall be in an administrative capacity in charge of multiple large projects comprised of several major buildings. (Experience in California state service applied toward this requirement must include at least two years performing duties equivalent to a Construction Supervisor III.)  AND

Education: Equivalent to graduation from an accredited college or university with major work in engineering (civil, mechanical or electrical), architecture, or construction management, with a minimum of 60 semester or 90 quarter units in these curricula. (Additional qualifying experience may be substituted for up to two years of the nonspecialized education on the basis of two years of qualifying experience being equal to one academic year of education.)

Typical Tasks

Assists in supervising the planning, organizing and coordinating of the total statewide Direct Construction and Construction Inspection functions for a broad range of architectural and engineering projects; serves as Chairperson of the Contract Time Review and Claim Review Panels; provides feedback to State Architect and Chiefs regarding needed corrections to policies and procedures as discovered via the claims process; establishes Construction Services fees and construction contract durations for all projects; meets with project managers, estimating staff and design professionals to determine required levels of inspection and construction management for individual projects; prepares budgets and backup analyses to provide funds to support needed inspection and construction management services; reviews project design documents in various stages of development (preliminary and final) and adjusts fee estimates as appropriate based on more complete information; oversees adherence to Construction Services project budgets; evaluates and arranges for augmentations of fees when warranted; provides day-to-day supervision of OSA Change Order function to minimize the impact of State-caused delays on contractors and client agencies; resolves technical problems on specific projects utilizing knowledge of construction methods, materials and policy; advises the Chief of Construction Services regarding the need for construction related OSA policies and evaluates the impact of new programs, policies and procedures on the construction function; coordinates and assumes primary responsibility for preparation and execution of OSA defense in construction arbitration; works with the Department of General Services' Legal Office, OSA management and technical consultants in analyses and evaluation of complex cost, scheduling and legal issues; coordinates review and approves documents for constructability and quality; assists the Chief of Construction Services in planning, development and implementation of data automation applications for the Construction Services function; serves as OSA Safety Officer; and performs other related duties.

Knowledge and Abilities

Knowledge of: The principles, methods and processes involved in the construction of wood, steel, concrete, and masonry buildings; principles and practices of construction management in the administration of large construction contracts; the general principles of labor relations and construction law and precedent; building and other codes and safety orders relating to building construction; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

Ability to: Interpret contract drawings and specifications in terms of State and contractor responsibilities; estimate building costs and associated quantities; make sound construction and contractual decisions; analyze situations accurately and take decisive action; direct and coordinate the work of a large and diversely located staff; prepare correspondence and write clear and comprehensive reports; and effectively contribute to the Department's affirmative action objectives.

Eligible List Information

A Departmental Open eligible list for the ASSISTANT CHIEF OF CONSTRUCTION SERVICES, OFFICE OF THE STATE ARCHITECT Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
