00104355 - PRINCIPAL-FIRE AND LIFE SAFETY (DIVISION OF THE STATE ARCHITECT)

All Levels:

Education: Equivalent to graduation from an accredited four-year college with a major in fire service administration, fire protection administration and technology, fire science, engineering, architecture, chemistry, physics or a related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Either I

Two years of experience in the California state service in a position equivalent to a Fire and Life Safety Officer II (Division of the State Architect).

Or II

Experience: Broad and extensive experience (more than five years) of progressively responsible experience in any one or a combination of the following types of work:

1. Performing fire and life safety work, at least two years of which shall have been in a lead or administrative capacity in one or a combination of the following: the development, interpretation and application of codes, rules, laws, regulations and standards related to fire and life safety. or

2. Performing plan review, technical inspection, or supervision of major construction projects including fire and life safety compliance in a public agency such as building departments or fire departments for governmental agencies or a private company such as architectural and engineering firms; at least two years of which shall have been in a lead or administrative capacity.

Position Description

00104355 - PRINCIPAL-FIRE AND LIFE SAFETY (DIVISION OF THE STATE ARCHITECT)

This is a single position job class that is intended to serve as the highest level nonsupervisory class in the series. The incumbent is the subject matter expert on fire and life safety policies for statewide application with the DSA; develops and monitors the implementation of fire and life safety policies to ensure stateside consistency; provides subject-matter expertise through the technical development, establishment, interpretation, application and coordination of all standards, policies, laws, codes and regulations for the DSA fire and life safety program. The incumbent relates the policies to fire and life safety staff through the Area Principals; develops and implements training and seminar programs for internal staff and external clients; coordinates the development of codes, regulations and standards with engineering and Access Compliance staff, departmental managers, and other State agencies; develops policies and acceptance criteria for manufacturer's product approval; participates in budget preparations of the office; analyzes and recommends changes to proposed legislation; participates in effective marketing programs for services provided by the DSA; represents the DSA in matters relative to fire and life safety, which may include legislative committees and court hearings.

Knowledge of: Plan review code applications; general building code applications; basic engineering, architectural and building design practices and procedures; standards, methodology and terminology used in the building construction industry; code compliance in fire and life safety; fire protection equipment and systems; exiting systems; mechanical and electrical systems and components; standards and methods of construction; construction documents and reports; methods of conducting building construction inspections; Titles 19 and 24, California Code of Regulations; Fire Protection and Prevention standards established by nationally recognized agencies such as the National Fire Protection Association; building seismic components and installations; elevators and related components; emergency generating equipment; building emergency planning and signing; construction and operation of fire protection appliances and systems used in buildings; plan review techniques; construction and inspection of public or school buildings; principles and practices of policy formulation and development, program management and budgeting; effective marketing alternatives for services provided by the DSA, Office of Regulation Services; contract procedures.

Ability to: Analyze situations accurately, reason logically and take effective action; check plans and specifications for design materials and code conformance; inspect facilities for fire and life safety code compliance; prepare clear and comprehensive correspondence and reports on investigations, inspections, and surveys; communicate effectively and make presentations; establish and maintain the confidence and cooperation of those contacted in the work; provide clarification and guidance regarding the application of codes, regulations, and laws; train lower level staff; prepare effective research and analytical reports; perform more complex review and inspection work; analyze alternate means of protection; analyze fire and life safety policies, procedures, organization and practices; develop comprehensive policy guidelines and procedures, code standards and interpretation of codes of plan review questions for a complex statewide program; provide technical policy direction to staff engaged in the fire and life safety program; interpret technical fire and life safety laws, regulations and standards and apply them to specific cases; analyze complex problems and recommend effective courses of action regarding the application of fire and life safety codes and standards, and processing expert knowledge of all fire and life safety building standards; work effectively with high level representatives from other State agencies in the development of fire and life safety codes, laws and regulations; represent the DSA in matters relative to fire and life safety, which may include legislative committees and court hearings.

Eligible List Information

A Departmental Open eligible list for the PRINCIPAL-FIRE AND LIFE SAFETY (DIVISION OF THE STATE ARCHITECT) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of General Services reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
