Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

00101177 - MEDICAL TRANSCRIBER

Either I 

In the California state service, one year of experience performing the duties of an Office Assistant II (Typing), Range A (formerly Clerk Typist II, Range A).

Or II

Two years of experience in typing and clerical work, at least one year of which shall have been in work of a medical nature requiring the transcription of dictation from a dictating machine on medical matters and the preparation of a wide variety of medical records and reports.

Under Pattern II, academic education above the twelfth grade may be substituted for the year of required general experience on the basis of either (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business or commercial nature being equivalent to six months of experience.

Position Description

00101177 - MEDICAL TRANSCRIBER

Medical Transcribers transcribe dictation from a dictating machine as a major portion (50% or more) of the work time a variety of difficult medical correspondence records, and reports such as: x-ray, laboratory, and therapeutic procedure and autopsy reports; medical histories, diagnostic workups, physical examinations, admissions and discharge summaries, operative reports, medical consultations, psychiatric and psychological reports, and clerical resumes for inclusion in medical records and for transmission to physicians. Positions may also perform in a secretarial capacity to receive and screen a variety of telephone calls and visitors; answer (within limits of confidentiality laws) inquiries concerning the progress of medical cases; and set up and maintain medical files. Senior Medical Transcribers may instruct, lead or supervise inmates, wards or resident workers.

Components that are due with your application will be scored and will count toward your final examination result. Failure to submit these items may result in disqualification or elimination from the examination.

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Modern office methods, supplies and equipment; technical medical terms and abbreviations, various medical forms and reports and their processing; business English and correspondence.

Ability to: Type at a speed of not less than 45 words a minute from ordinary manuscript or printed or type written material; spell correctly; read and write English at a level required for successful job performance; make arithmetical computations; follow difficult oral and written directions; and evaluate situations correctly and take effective action; and perform medical clerical work of average difficulty including the ability to process a large variety of medical reports and correspondence, transcribe accurately difficult dictation involving a variety of medical terms from a dictating machine.

Eligible List Information

A Servicewide Open eligible list for the MEDICAL TRANSCRIBER Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

  • A veteran who has been dishonorably discharged or released.
  • A veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran who currently has permanent civil service status. (Permanent civil service status is the status of an employee who is lawfully retained in his/her position after completion of the applicable probationary period. This does not include limited term).

Rate your knowledge and experience performing specific job-related tasks.

 

Tasks:

 

1: Transcribing a variety of difficult reports (e.g., medical, psychiatric, legal, and forensic, etc.) and/or correspondence to include in medical records.

2: Prioritizing reports to complete assignments within established timelines/deadlines.

3: Compiling dictated reports using various established computerized forms (e.g., medical, psychiatric, legal, etc.) and/or reports.

4: Reviewing and/or editing transcribed reports for spelling, grammar, clarity, and proper terminology without changing contextual meaning.

5: Translate abbreviations into their expanded form as needed.

6: Operating the digital dictation system using functions and/or features (e.g., pedal, headsets and transcribing machines/software, etc.).

7: Troubleshooting with departmental staff to resolve various technical problems (e.g., server, printer, log-on, etc.).

8: Distributing transcribed reports through various channels (e.g., fax, mail, electronic mail, etc.) to the dictating clinicians and/or designated departments.

9: Monitoring the workflow to meet the operational needs of the department by distributing assignments under general supervision.

10: Responding to various communications (e.g., telephone, email, visitors, etc.) regarding inquiries and/or the completion of dictated reports.

11: Contacting the author to seek clarification of information utilizing various communications and/or appropriate resources/reference materials.

12: Maintaining records, logs, computer files and/or databases of material transcribed for tracking purposes.

13: Preparing and submitting transcription status report to the Director for review.

14: Assisting staff in the operation of the dictation system and/or procedures.

15: Assisting new employees to familiarize them with current staff, procedures, and policies by reviewing current tasks and tools.

16: Perform mathematical computations to ensure the accuracy of information by using various electronic tools and/or computer software.

17: Participating in staff meetings to collaborate/share knowledge with co-workers, seek assistance and clarification, resolve problems, and/or increase productivity.

18: Maintaining completion of all current required training in order to meet facility quality assurance standards.

Knowledge, Skill, or Ability:

1: Knowledge of a wide variety of medical and/or technical terms (e.g., medical, psychiatric, legal, forensic, psychology, neurological, etc.). and abbreviations in order to accurately transcribe dictated material.

2: Knowledge of accepted grammatical protocols regarding punctuation, sentence structure and word use in the English language to write, review, and edit written documents.

3: Knowledge of business English and correspondence to communicate in a professional manner.

4: Knowledge of modern office methods (i.e., word-processing programs), supplies and/or equipment.

5: Knowledge of various forms and reports (e.g., medical, psychiatric, legal, forensic, etc.) and their processing.

6: Knowledge of digital dictation systems to carry out duties as they pertain to the job class or assignment.

7: Knowledge of security policies and/or procedures of internet email systems.

8: Skill to transcribe difficult dictation involving a variety of terms (e.g., medical, psychiatric, legal, forensic, etc.) and/or formats to accurately produce transcribed reports.

9: Ability to appropriately edit, revise and clarify reports without altering the meaning of the dictation.

10: Ability to read and write English at a level required for successful job performance.

11: Ability to accurately transcribe at a speed of not less than 45 words per minute in order to complete the dictation in a timely manner.

12: Ability to utilize appropriate references, manuals, online tools, etc. in order to check transcribed reports for inconsistencies, discrepancies and/or inaccuracies.

13: Ability to understand different accents in order to transcribe accurate reports.

15: Ability to manage time in order to work comfortably and efficiently under given deadlines.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of State Hospitals reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
