Either I

 

One year of experience in the California state service performing the duties of a Deputy Chief or a Forester III.

 

Or II

 

Two years of experience in the California state service performing the duties of a Division Chief, California State Fire Marshal's Office; Assistant Chief (Supervisory); Assistant Chief (Nonsupervisory); Forester II (Supervisory); Forester II (Nonsupervisory); and Fire Prevention Officer II.

 

Or III

 

Experience: Three years of forestry experience which has included responsibility for an extensive administrative area, a major staff activity, or an extensive resource management project. Such experience must have been at least comparable to that of a Deputy Chief or a Forester III in the California state service.

AND

 

Education: Equivalent to graduation from college with specialization in forestry, resource management, or other closely related natural resource field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

SPECIAL PERSONAL CHARACTERISTICS


Demonstrated administrative ability; willingness to accept increasing responsibility; willingness to work long and irregular hours, to work in remote parts of the State, and to work on Sundays and holidays; willingness during the fire season to remain on duty as necessary or as emergency circumstances require; neat personal appearance; and hearing sufficient to perform the duties of the position.

Position Description

00101031 - FORESTRY AND FIRE PROTECTION A

Under general direction, to assist a Region Chief in planning, organizing, and directing programs of the Department of Forestry and Fire Protection, to serve as Assistant Region Chief, and to act in the absence of the Region Chief; or to have in-charge responsibility at the Fire Academy for administration of statewide training; or, in departmental headquarters, under the general direction of a Deputy Director, to coordinate a complex and difficult statewide program in the area of resource management or fire protection; and to do other related work.


TYPICAL TASKS


In a Region:

 

Directs the work of regional program managers engaged in the administration and operation of camps, fire protection, resource management, and management services program functions; supervises administrative staff and their assignments; selects and evaluates the performance of employees; plans and reviews staffing requirements; directs the preparation of management reports on fire control, fire prevention, resource management, training, and other projects as required; reviews proposals and consults with various staff members on operations, engineering, resource management, fire prevention, fire control, and management services problems; makes recommendations for special studies and projects and serves on task force assignments; may assume complete charge of the Region in the absence of the Region Chief; and performs other related work.

 

In the Fire Academy:

 

Serves as the Administrator of the Fire Academy and provides statewide coordination of training; consults with departmental headquarters management on matters of policy and administrative procedures; selects and evaluates the performance of employees; plans and reviews staffing requirements; directs the preparation of management reports on training and other projects as required; makes recommendations for special studies and projects and serves on task force assignments; supervises administrative staff and their assignments; and performs other related work.

 

In Headquarters (Resource Management):

 

Administers a statewide program in resource management; ensures compliance with the provisions of the Public Resources Code and Forest Practice Act; participates in forestry-related programs conducted by civic groups and addresses groups on resource management and fire protection programs; assists in coordinating the acquisition, replacement, and allocation of property, material, and supplies; selects and evaluates the performance of employees; plans and reviews staffing requirements; directs the preparation of management reports on fire control, fire prevention, resource management, training, and other projects as required; directs the review and planning of the measures to be applied on State Forest lands in planting, growing, harvesting, and marketing of timber crops and other forest products; makes recommendations for special studies and projects and serves on task force assignments; and performs other related work.


In Headquarters (Fire Protection):

 

Administers a statewide program in fire protection; consults with departmental headquarters management on matters of policy and administrative procedures; works with staff specialists and other fire control agencies in formulating overall rural fire control programs; negotiates cooperative agreements for the prevention of forest and structural fires; selects and evaluates the performance of employees; plans and reviews staffing requirements; directs the preparation of management reports on fire prevention and other projects as required; makes recommendations for special studies and projects and serves on task force assignments; and performs other related work.

TRAINING AND EXPERIENCE NARRATIVE – WEIGHTED 100%

 

In this type of examination, the T&E Narrative document is THE EXAMINATION. 

The T&E Narrative is a written document that responds to the questions listed below. 

An evaluation of the Narrative documents will be conducted by a rating panel consisting of CAL FIRE subject matter experts (SMEs) in May/June 2025. The rating panel will compare each candidates' Narrative responses against standardized, pre-determined rating criteria. The examination questions below were derived from the knowledge, skills, and abilities (KSAs) listed on this bulletin. 

When preparing your T&E Narrative document please respond to the following five (5) examination questions: 

1. 
Provide in detail at least two examples of your experience managing a program as it relates to preparing clear and concise reports, analyzing situations accurately, and adopting or recommending an effective course of action.

2. 
Describe at least three examples of your experience fostering and maintaining cooperative relationships as it relates to working/coordinating/collaborating with various internal and/or external stakeholders/programs/groups.

Describe in detail at least three examples of your experience in areas related to one or more of the following programs:

Eligible List Information

A Departmental Open eligible list for the FORESTRY AND FIRE PROTECTION A Classification will be established for:

  • Department of Forestry & Fire Protection

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Successful candidates from this administration will be merged onto the current, existing eligibility list for the Forestry and Fire Protection Administrator classification. Candidates' list eligibility is guaranteed for a minimum of 12 months, but may be extended up to 48 months, depending on the needs of the Department. 

It is recommended that candidates apply for this examination if one or more of the following is true:

  • You are a Limited Term (LT) hire.
  • You have NOT passed probation in this classification.
  • You are a Temporary Appointment (TAU) hire. 
  • You are not on the current eligibility list.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Forestry & Fire Protection reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
