Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Possession of a valid license to practice as a Psychiatric Technician issued by the California Board of Vocational Nurse and Psychiatric Technician Examiners. and One year of experience performing the duties of a Psychiatric Technician in a California state hospital.

Position Description

00108231 - SENIOR PSYCHIATRIC TECHNICIAN

Supervises, trains, and evaluates a group of Psychiatric Technicians, Psychiatric Technician Trainees and other assigned nursing staff giving a basic level of general behavioral and psychiatric nursing care to mentally or developmentally disabled voluntary, involuntary or judicially committed clients; works with other disciplines as part of the treatment team to plan and carry out an overall treatment program for the clients in an assigned unit; supervises and works with unit personnel performing nursing procedures such as administering and charting prescribed medications and treatments including oral medications, hypodermic injections, urinary catheterizations, enemas and taking temperature, pulse, blood pressure and respiration; observes clients' physical condition and behavior and reports significant changes to unit supervisor or physician, and records nursing notes on clients; prepares and cares for clients during treatments; gives first aid as needed.

 

Helps to create a safe and therapeutic environment for clients; applies and trains unit personnel to use mental health principles and techniques in all relationships with clients and to motivate clients to develop self-reliance in daily living; develops, encourages participation in, and supervises on-the-unit group and individual program activities for clients; assists other disciplines in occupational, recreational, vocational and educational therapy programs for clients; supervises and works with unit personnel to assist clients with feeding, habit training, and maintaining a well- groomed appearance, to keep clients and their beds, clothing, and living areas clean; to follow safe practices and to protect clients from personal injury; receives visitors and encourages their interest in the clients' welfare; when assigned, acts for the Unit Supervisor in his/her absence; keeps records and makes reports.

Distinguishing Characteristics
The class of Senior Psychiatric Technician is the first supervisory level in the Psychiatric Technician series. As shift supervisors, employees in the class are assigned the responsibility for supervising a basic level of general behavioral and psychiatric nursing services of a hospital unit during a shift. Employees in this class supervise employees in the lower classes of Psychiatric Technician, which is the journeyperson class in the series, Psychiatric Technician Trainee and other assigned nursing staff as required.


Senior Psychiatric Technicians may also be assigned to especially difficult or complex duties where the only supervision exercised is over clients, such as directing or monitoring the activities of a group of clients in one of the therapy programs.

Possession and maintenance of sufficient strength, agility, and endurance to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering the health and well-being of the incumbent, fellow employees, patients, or the public.

A final score of 70% must be attained to be placed on the eligible list.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: Fundamentals of nursing care; basic general behavioral and psychiatric nursing procedures; daily living care requirements and mental health principles and techniques involved in the care and treatment of individuals or groups of mentally or developmentally disabled clients; current first-aid methods; cardiopulmonary resuscitation; Management Assaultive Behavior techniques; medical terminology; pharmacology; hospital procedures; techniques of effective supervision; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Supervise the work and development of a group of nursing staff; apply basic nursing knowledge, skills and attitudes; establish effective therapeutic relationships with mentally or developmentally disabled clients; recognize symptoms requiring medical or psychiatric attention; think and act quickly in emergencies; work with a treatment team to provide occupational, recreational, vocational and educational therapy programs for clients; follow directions; keep appropriate records; develop clear and concise reports of incidents; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.

Eligible List Information

A Departmental Open eligible list for the SENIOR PSYCHIATRIC TECHNICIAN Classification will be established for:

  • Department of Developmental Services - Porterville Developmental Center

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies in

  • Tulare County

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Developmental Services - Porterville Developmental Center reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
