Minimum Qualifications

ALL LEVELS MINIMUM QUALIFICATIONS:

Education: Either 

1. Equivalent to graduation from college, with specialization in accounting; or

2. Completion of a prescribed professional accounting curriculum given by a residence or correspondence school of accounting including courses in elementary and advanced accounting, auditing, cost accounting, and business law; or 

3. Completion of the equivalent of 19 semester hours of course work, including 16 semester hours of professional accounting courses given by a collegiate-grade residence institution including courses in elementary and advanced accounting, auditing and cost accounting; and three semester hours of business law. (Evidence of successful completion of the curriculum and the prescribed courses must be presented before appointment can be completed.)

MINIMUM QUALIFICATIONS

Either I

One year of experience in the California state service performing professional investigative auditing duties as an Investigative Auditor III or experience performing professional auditing duties in a class equivalent in level and type to an Investigative Auditor III.

Or II

Experience: Four years of increasingly responsible professional investigative auditing experience including at least one year supervising a variety of complex investigative audits. (Experience in the California state service applied toward this requirement must include at least one year of experience at the level of responsibility equivalent to an Investigative Auditor III.) and


Education: The educational requirements described in the All Levels Section.

Position Description

00104226 - INVESTIGATIVE AUDITOR IV (SUPERVISOR) DEPARTMENT OF JUSTICE

This is the supervisory level in this class series. Under general direction, incumbents will either (1) supervise a group of auditors (3-5) performing audits in a geographic field office, or (2) supervise the work of auditors who conduct evaluations of controls in electronic data processing systems.

Positions exist in Los Anegles, Sacramento, San Diego, and San Francisco counties.

PERSONAL CHARACTERISTICS:
 

Ability to qualify for a fidelity bond; a willingness to travel away from the headquarters or area office; willingness to work long hours. Applicants for positions with the Bureau of Narcotic Enforcement must also possess a valid driver's license of the appropriate class issued by the Department of Motor Vehicles.

A final score of 70% must be attained to be placed on the eligible list.

Although the exam is listed in the table above as an Online exam weighted 100%, the examination includes two components as illustrated below. Applicants who successfully apply and are determined to meet the minimum qualifications will be required to take a performance exercise and an online oral Qualifications Appraisal Panel (QAP). The details for both components of this examination are listed below:

PERFORMANCE EXERCISE – 50%

The performance exercise consists of candidates completing tasks that simulate those performed on the job. Candidates’ responses will be evaluated by a panel of Subject Matter Experts against job-related scoring criteria.

Candidates will be provided with the date and time of the perfromance exercise approximately two weeks prior to the exam. The online examination is typically taken on a personal computer through a third-party testing platform. The link to take the performance exercise will be sent to the email address provided on your application. To ensure you receive the examination link, please provide an accurate email address on your application materials.

QUALIFICATION APPRAISAL PANEL (QAP) – 50%

The QAP consists of an oral interview that will contain a set of job-related questions. Candidates will be provided a copy of the interview questions to review and take notes for a period of time before starting the interview. Candidates’ verbal responses will be evaluated by a panel of Subject Matter Experts against job-related scoring criteria.

To obtain a position on the eligible list, applicants must receive a minimum rating of 70% on the examination. The final score will be a combination of both examination components.

Test Date:

It is anticipated that the Performance Exercise and QAP will be conducted the weeks of June 16, 2025 and/or June 23, 2025. The Performance Exercise will be conducted through an online testing platform, Assess.ai. The QAPs will be remotely administered via Microsoft Teams. 

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

KNOWLEDGE OF:

1. Business and management principles involved in strategic planning and resource allocation.
2. Economic, auditing, and accounting principles and practices.
3. The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
4. Effective supervisory principles, practices, and techniques to appropriately oversee and direct the work activities of subordinate staff.
5. The mission and goals of the Department of Justice and unit to ensure that the completion of work assignments and tasks conform to the overall objectives of the work unit.

ABILITY TO:

1. Effectively manage and coordinate a project including all necessary details and proper order of procedures.
2. Understand complex information and ask questions when appropriate.
3. Effectively problem solve by analyzing the relative costs and benefits of potential actions to choose the most appropriate one.
4. Plan, organize, and manage one’s own time and workload to ensure timely completion of tasks.
5. Read and comprehend legal, financial, and technical documents.
6. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
7. Analyze large amounts of information to obtain an accurate conceptualization of a complex situation.
8. Exercise attention to detail to come to accurate conclusions.
9. Establish and maintain cooperative working relationships with others.
10. Explain complex terms, concepts, and situations to laypersons.

SKILL IN:

Eligible List Information

A Departmental Open eligible list for the INVESTIGATIVE AUDITOR IV (SUPERVISOR) DEPARTMENT OF JUSTICE Classification will be established for:

The list(s) will be abolished 12 months after being established, unless the needs of the State and conditions of the list(s) warrant a change in this period.

Appeal Information

Candidates may file an appeal with the State Personnel Board (SPB) within 30 days of the postmarked date of any decision notice (e.g., Minimum Qualifications denial, exam results). Examination appeals are required to meet one of the following grounds to be accepted by the State Personnel Board; (1) fraud; (2) discrimination; (3) erroneous interpretation or application of minimum qualifications (MQs); or (4) a significant irregularity in the examination process. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Justice reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
